Maryland. More than two years after the incident the victim identified Glenn Joseph Raynor, hereby
known as petitioner, as a possible suspect. After departing a voluntary police interview in which
petitioner ultimately declined a request for his DNA to be collected for comparison. Investigators
collected DNA on swabs from the armrest of his chair. DNA analysis revealed a match from samples
collected at the crime scene. After further investigation petitioner was charged and convicted of first
degree rape and related offenses. Petitioner challenged his conviction based on Fourth Amendment
grounds contending that the collection and analysis of his DNA from the chair constituted an unlawful
search as it violated his expectation of privacy (Sternstein, 2014). According to Raynor v. State 2014
to ascertain whether this conduct is a search under the Fourth Amendment two conditions must be
satisfied:
1) a defendant must demonstrate an actual subjective expectation of privacy in the item or place

Introduction In addressing a long time conflict, the Permanent Court of Arbitration in The Hague ruled
on 29 October 2015 that it will be holding hearings over a South China Sea territorial dispute filed by
the Philippines against the People s Republic of China. The South China Sea has been a region of
large dispute over both unresolved island and maritime claims by the People s Republic of China,
Republic of China (Taiwan), Brunei, Malaysia, Vietnam, and the Philippines (Buszynski and Sazlan,
2007). The most recent issues at hand is the PRC s construction efforts in the highly contentious
Spratly Islands, or Nansha (南沙群岛) over the past year along with the Philippines case filed with the
Permanent Court of Arbitration. In this paper, I will be discussing the historical context and situation,
examining the academic and legal responses to the issue, and analyzing the conflict within the
international law framework. Because this is a relatively recent development with little to no legal
scholarship surrounding the event, my analysis will be limited to news articles and journal articles
regarding previous Sino Philippine maritime conflict.

On Sunday 5 November 2017, at least 26 people died and 20 others were injured in the
First Baptist Church in Sutherland Springs, Texas. This incident marked the 307th mass shooting in
2017 and it was the largest mass shooting in Texas. The mass murderer of this event was Devin
Patrick Kelley, who was 26 years old. Kelley began shooting at the church early Sunday morning. On
Sunday, the church was having its morning service at 11 a.m. and the shooting began shortly after.
Kelley was armed with two weapons, a rifle and a handgun. One of the weapons Kelley was armed
with was a Ruger military style rifle (Montgomery, Mele, Fernandez, 2017). Immediately following
the shooting, an armed bystander shot Kelley and wounded him. Kelley dropped his Ruger AR rifle,
and was able to get in his car. Kelley was able to flee in his vehicle, but was later found dead after
running his car off of the road. Later, an autopsy showed Kelley had three gunshot wounds. One was
in the leg, one in the torso, and one in the head which was self inflicted.

The Supreme Court ruled that undocumented children cannot be denied access to education solely on the basis of their immigration status (Noel, 2008). The U. S. Supreme Court felt as though children who were not able to receive education and who were denied the right to education would be drastically harmed throughout their lifetime which is why this case was passed. Many of these undocumented citizens came from Mexico, primarily from Texas and California. The two cases set the stage for immigration into the United States. Prior to these two cases, many people were turned away because they knew little to know English and were seen useless in the United States.
