ORIENTATION
OF SELECTION
COMMITTEE
(MT POSITIONS)
The assessment for Master Teacher I
and II positions shall be based on the
following criteria:
Master Teacher I
Minimum Qualification Standards
a. Permanent teacher
b. Bachelor’s Degree for teacher or equivalent
as provided in Magna Carta for Teachers
and 18 units in Masters’ Degree
i. in Elementary, regardless of
specialization and
ii. In Junior High School, in the area
of specialization
c. Very satisfactory performance rating for the last
two (2) years
d. At least three (3) years teaching experience
and
e. At least 25 points in leadership and potential (see
attached table) or has been a demonstration
teacher on the district level plus 15 points in
leadership and potential provided that the
documents had not been credited or used during
the earlier promotion.

Master Teacher II
Minimum Qualification Standards
a. Master teacher I for at least one (1) year or
four (4) years as Teacher III
b. Very satisfactory performance rating as
Master Teacher I or as Teacher III
c. Bachelor’s degree for teachers or equivalent
as provided in Magna Carta for Teachers and
completion of academic requirements for MA
i. in Elementary, regardless of
specialization and
ii. In Junior High School, in the area
of specialization
e. At least 30 points in leadership and potential
(see attached table) or has been a
demonstration teacher on the district level
plus 15 points in leadership and potential
provided that the documents had not been
credited or used during the earlier
promotion.

For demo teaching from other organization, additional docs
are follows:
i. Letter of invitation
Demonstration teaching conducted in the Philippines is
considered as International Demonstration Teaching when
Demonstration Teachers and Participants were from at
least 5 countries, internationally recognized and
accredited, and global in context.
Supporting documents for being a demonstration teacher
are the following:
a. Approved Demonstration Lesson Plan
b. Certificate of Recognition as Demonstration Teacher
c. Certificate as to Corroboration
• For Division Demonstration Teaching conducted –
Training Matrix/Design where his/her name is indicated
• For trainings conducted where applicant served as
demonstration teacher but whose name was not reflected
in the training matrix/design, duly signed certification
from division subject area supervisor will suffice
including copy of training matrix reflecting that
demonstration teaching is part of the training attended.
• Memorandum
Ministry of Education (MEC) Order No. 10 s. 1979,
and DECS Order no 57 s. 1997 will be use as a
guide in the scoring system. These are the following

With more than 1 Author - Points to be divided equally
Article -1 point per article provided they are on education
*No credit or points will be given for any incomplete requirements.
3. There will be no Interview and On-the-Job validation for Master Teacher applicants.
4. The final schedule for Master Teacher Selection Process per Sub-Office is on March 6 and 7,
2024

  • 2. The assessment for Master Teacher I and II positions shall be based on the following criteria:

  • 4. a. Permanent teacher b. Bachelor’s Degree for teacher or equivalent as provided in Magna Carta for Teachers and 18 units in Masters’ Degree i. in Elementary, regardless of specialization and ii. In Junior High School, in the area of specialization
  • 5. c. Very satisfactory performance rating for the last two (2) years d. At least three (3) years teaching experience and e. At least 25 points in leadership and potential (see attached table) or has been a demonstration teacher on the district level plus 15 points in leadership and potential provided that the documents had not been credited or used during the earlier promotion.

  • 8. a. Master teacher I for at least one (1) year or four (4) years as Teacher III b. Very satisfactory performance rating as Master Teacher I or as Teacher III c. Bachelor’s degree for teachers or equivalent as provided in Magna Carta for Teachers and completion of academic requirements for MA i. in Elementary, regardless of specialization and ii. In Junior High School, in the area of specialization
  • 9. e. At least 30 points in leadership and potential (see attached table) or has been a demonstration teacher on the district level plus 15 points in leadership and potential provided that the documents had not been credited or used during the earlier promotion.

  • 11. For demo teaching from other organization, additional docs are follows: i. Letter of invitation Demonstration teaching conducted in the Philippines is considered as International Demonstration Teaching when Demonstration Teachers and Participants were from at least 5 countries, internationally recognized and accredited, and global in context.
  • 12. Supporting documents for being a demonstration teacher are the following: a. Approved Demonstration Lesson Plan b. Certificate of Recognition as Demonstration Teacher c. Certificate as to Corroboration • For Division Demonstration Teaching conducted – Training Matrix/Design where his/her name is indicated
  • 13. • For trainings conducted where applicant served as demonstration teacher but whose name was not reflected in the training matrix/design, duly signed certification from division subject area supervisor will suffice including copy of training matrix reflecting that demonstration teaching is part of the training attended. • Memorandum
  • 14. Ministry of Education (MEC) Order No. 10 s. 1979, and DECS Order no 57 s. 1997 will be use as a guide in the scoring system. These are the following
  • 15. Introduced any of the following as sole proponent which have been adopted or used by the school or district. A. i. Curriculum or Instructional Materials; MOVs Points Approved Project Proposal duly signed by the School Head 3 Copy of Curriculum Material 5 Summary of the Results of its effectiveness 4 Certification of corroboration (at least 3, duly certified) 3 Certificate of Recognition of either the District Supervisor (PSDS) or Education Program Supervisor (EPS) in charge of the learning area that it has been utilized in the school/district and validated to be effective 5 Total 20

Effective teaching and strategies; MOVs Points Approved Concept Paper duly signed by the School Head/PSDS 6 Certificate of Recognition of either the PSDS or EPS in charge of the learning area that it has been effective and utilized in the school/district, and 4 Certification of corroboration (at least 3, duly certified) 3 Summary of the Result of its effectiveness 7 Total 20

Simplification of work a MOVs Points Cost benefit analysis 4 Approved Concept Paper duly signed by the School Head/PSDS 4 Application of its Effectiveness 4 Financial Report of its Cost Effectiveness 4 Duly Signed Certificate of Recognition 2 Duly Signed Certification/Evidence of Corroboration 2 Total 20 iv.   • 18. B. Served as subject coordinator or grade chairman for at least one year; or as adviser of school publication or any special organization MOVs Points Certificate of Recognition as subject coordinator/grade chairman or Adviser of any special organization 3 Certification of Collaboration (at least 3, duly certified), 2 Official designation or appointment, 2 Accomplishment Report signed by the school head 3 Duly Signed Teachers Program/Approved Teachers Load 2 Total 12
  • 19. C. Served as chairman of special committee, such as curriculum study committee; committee to prepare instructional materials; committee to prepare instructional school program, and discharged the work efficiently MOVs Points Certificate of Recognition as Chairman, 3 Certification of Collaboration (at least 3, duly certified), 1 Official designation as Chairman as indicated in the memorandum 2 Accomplishment Report signed by the school head 3 Output of the Committee 3 Total 12
  • 20. D. Initiated or headed an educational research activity duly approved by educational authorities (should be an action research and not a thesis/dissertation. MOVs Points Certificate of Recognition 3 Certification of Corroboration from at least 3 co-teachers as required in Unnumbered Regional Memorandum on Intensifying Research in schools issued on March 2, 2015, 1 Copy of the Research with Statistics 2 Output of the research, and 3 Research Report as to utilization/impact in the school/district Credit Points: More than 1 Proponent - Points to be divided equally 3 Total 12
  • 21. E. Coordinator of community project or a program of another agency or coordinator of rural service improvement activity for at least two years. Supporting Documents : MOVs Chairman (12) Member (7) Organizational / Barangay Resolution for the Designation, 3 1 Duly signed Progress Report for 2 years (before and after) 3 2 Approved and duly signed Project Proposal, and 3 2 Impact of the Activity (Duly signed Accomplishment Report) 3 2 Credit Points: Chairman - 12 points Member/Participant - 7 points
  • 22. F. Organized or managed an in-service activity or other similar activities at least on the school level (at least 3 days duration) MOVs Points Approved and duly signed Training Proposal 3 Memorandum showing the designation as Chairman or member 3 Certificate of Recognition 3 Duly signed Activity Completion Report 3 Total 12
  • 23. G. Credited with meritorious achievement. Supporting Documents:  Official Designation as Coach/Scout Coordinator  Certificate of Recognition as winning coach  Certification of Corroboration For Scout Coordinator  Duly approved proposal of the Scouting Activity  Duly signed accomplishment report  District Memorandum  Commendation by Authority *No credit or points will be given for any incomplete requirements.

Authorship (10 points for 1 Book, 1 point for article) • Supporting Documents: • Cover Page of the Book with ISBN Number showing the name of the author • Peer reviewed Journals or Researches. Credit Points: Sole Authorship - 10 points With more than 1 Author - Points to be divided equally Article -1 point per article provided they are on education *No credit or points will be given for any incomplete requirements. 3. There will be no Interview and On-the-Job validation for Master Teacher applicants. 4. The final schedule for Master Teacher Selection Process per Sub-Office is on March 6 and 7, 2024

  • 26. • Reminder submission of additional documents are on February 28, 2024, until March 4, 2024, 5PM • Submission of additional requirements includes IPCRF for the last two years for those who have not submitted in the initial evaluation.
