2. What is the Clean Mobility Options Program?
The Clean Mobility Options Pilot Program (CMO) is a publicly funded California
program designed to fill transportation gaps in under-resourced regions. The
program provides the funding, resources and support to local communities so
they can lead in developing their unique mobility solutions that are cleaner,
more affordable and accessible than what’s currently available.
The CMO Program is funded by the California Air Resources Board and California
Energy Commission and is administered by CALSTART, Shared-use Mobility
Center and CivicWell.
3. Goals of the CMO Program
● Increase zero-emission mobility choices for all Californians, including
disadvantaged communities, low-income communities, and Tribes
● Fund community-driven mobility solutions by centering the residents’
primary needs
● Improve access to clean mobility options that are safe, reliable, convenient,
and affordable to communities throughout California
● Reduce greenhouse gases and criteria pollutants
4. Types of CMO Funding
The Community Transportation Needs Assessment (CTNA) voucher offers
communities financial resources and project support to analyze their
transportation system and to identify the specific needs of residents.
The Mobility Project voucher (MPV) gives communities the funding and project
support needed to launch a shared mobility project aimed at addressing their
unique transportation challenges.
5. Program Statistics
$55M total funding provided
73 communities served across California
CMO is unique in that starting from the
application process and extending
through project launch and beyond, each
project is assigned a dedicated technical
assistance team member to address
challenges, provide guidance, and offer
ongoing support.
Millions of dollars have been awarded to
study or launch shared mobility solutions
like:
● On-demand shuttles, vans and buses
● Ride-on-demand services – similar to
those provided by Uber or Lyft
● Traditional fixed route transit services
– like school buses
● Bikesharing and scooter-sharing
● Carpooling and vanpooling
● Electric vehicle carsharing
