Welcome
On behalf of Kaohsiung City, I sincerely welcome mayors, leaders and delegates from around
the world to the 2013 Asia Pacific Cities Summit (APCS). My deepest appreciation goes to
Brisbane and APCS Secretariat for granting Kaohsiung the privilege of hosting the prestigious
APCS.
2013 APCS Kaohsiung features the 9th summit and the turning point of the 3rd Decade
APCS Movement. I assure you this year’s APCS will be a conference for learning, a platform for
sharing, a network for business opportunities and an agenda for actions. I wish all attendees
to be inspired by our speakers and fellow participants as we share the topic of reshaping
urbanomics. Moving forward, my wish is for the continual cooperation to build a stronger
APCS entity for the benefits of regional cities.
Our grand project“Asia New Bay”will accelerate the momentum to transform Kaohsiung
to be a multi-functional international harbor city. I would also like to invite you to take the
opportunity to enjoy the warmth, the culture and the convenience the region has to offer.

I take great pleasure in personally welcoming you to the 9th Asia Pacific Cities Summit (APCS).
After 16 successful years, APCS has established itself as a leading regional forum for civic and
business leaders. By connecting key decision makers from across the Asia Pacific Region the
Summit has become a valuable forum to exchange knowledge and formulate solutions to
tackle shared challenges.
APCS has become an integral part of the Brisbane City Council’s broader strategy to
encourage closer cultural and economic ties with our regional partners and I am delighted to
be bringing a significant delegation of Brisbane business leaders to Kaohsiung and a group of
City leaders from the South East Queensland region.
I am confident that the 2013 APCS will continue to build on the tremendous success enjoyed
by previous Summits and that Kaohsiung will be magnificent hosts for this year’s event.
Brisbane and Kaohsiung share a very strong sister city relationship and I am delighted that the
2013 APCS will further strengthen the ties between our cities – as well as other participating
cities from around the globe.

Host City
Facing Taiwan Strait to the west and Bashi Channel to the south, Kaohsiung is a beautiful and
modern metropolis located in southern Taiwan as well as the second largest city of the island.
Greater Kaohsiung, a metropolis occupying an area of 2,946 km2
with the total population of
2.77 million, possessing all kinds of natural landscapes and living facilities, will thrive as a new
global city.
Kaohsiung has the largest land
area of any special municipality of
Taiwan. Its convenient network of
land, air, and sea transportation offers
multiple options for travel and freight
movements, linking Kaohsiung
with the world while also allowing
people quick and easy access to the
city. Kaohsiung also has easy access
to Taoyuan International Airport in
northern Taiwan by either highway or
the Taiwan High-Speed Rail, for flights
to destinations worldwide.
Kaohsiung is a leading industrial
city in Taiwan as well as one of the world’s most important cargo ports. The“Taiwan miracle”
was created in Kaohsiung when the island emerged as a world leader in manufacturing
in the 1960s. In the 21st century, the city is now committed to achieve a balance between
the economy and ecology, and between industry and innovation. The city is actively
developing high-tech, environmental protection, low-carbon, green energy, cultural and
creative industries, as well as accelerating the upgrading and transforming of traditional
heavy industries. Kaohsiung is now building its capacity for the future and has long-term
development potentials from all perspectives serving as the best base for prospective
investors to venture into the Asian economy and market.
Since it’s a diverse marine city with many ethnic groups, it’s evolved into a friendly, passionate,
adventurous and creative city. Buoyed by the years of continuing efforts from citizens and
the city government alike, Kaohsiung has advanced from a business driven, industrial city,
into a metropolis of culture, tourism, multiple green spaces and sustainability. Charming
waterfronts, fabulous night views of the harbor, vibrant and creative folk festivals, artistic
performances and promising investment opportunities are just small part of Kaohsiung’s
amazing characteristics.
Kaohsiung has continuously striven to provide residents with a safe and sufficient living
environment not only by progress in urbanomics but also the implementation of fully-
developed policies. Leveraging the significant experience of 2009 World Games to the
upcoming milestone of 2014“Asia’s New Bay Area”designation, Kaohsiung will continuously
gain in competitiveness from its rich culture and beautiful cityscape.

Summit History
From its inception in 1996 by the Brisbane City Council, the Asia Pacific Cities Summit
(APCS) has been recognized as one of the premier forums for fast-tracking international city
networks and new business relationships for over 100 cities in the region. APCS is not only
a leading platform for regional issues but also a generator for market cooperation between
local governments and business sectors. The biennial APCS is a grand occasion for business
leaders, government representatives, and young professionals, attracting numerous elites
from around the world. The event has been held in Brisbane Australia, Seattle USA, Chongqing
China, and Incheon South Korea in the previous years.
2013 Asia Pacific Cities Summit
The Asia Pacific Cities Summit (APCS) has been held successfully over the past 17 years.
The APCS is a biennial event with the objective of promoting economic growth in the Asia
Pacific region and beyond. It is a platform for attendees to communicate and exchange their
viewpoints and knowledge regarding business growth, investment and economic outcomes.
Lately the Summit has become a medium for global business to enter the growing Asia Pacific
markets.
The APCS is the place where all stakeholders of regional community should meet. Key city
decision makers, business leaders, social entrepreneurs, young leaders and professionals,
experts in their fields are welcomed, as Summit participants deal with regional challenges in
an open and highly interactive manner.
The 2013 APCS will build upon the success of eight prior Summits. We aim to discuss the city-
state phenomenon and its relationship with the people, as well as strategies that accentuate
positive mutual advantage and regenerate business opportunities between cities.

Reshaping the Urbanomics of Cities – City Challenges,
City Solutions
Now that the old tried and true old mantras of the ‘60s and ‘70s have taken a battering
unseen since the Great Depression, urban communities need now to bravely move on the
true wealth of dealing with “ Why Urbanomics needs an urgent reform ” due to competition
at the expense of city environments, justice and the people and “How to rebuild ” durable
communities by advocating people-oriented, deep-rooted, responsible and sustainable
economies.
2013 APCS Kaohsiung is themed "Reshaping the Urbanomics of Cities – City Challenges,
City Solutions" and addresses the challenges that Asian Pacific cities have encountered
under the pressure of global competition. In the face of a world economic crisis of historic
proportions, cities of the Asia Pacific, which have remained resilient and ambitious are called
to seek a fresh vision and bold new ideas and to strengthen strategic networking across the
most vibrant market region on earth, which we know as the Asia Pacific.
2013 APCS is well-timed to generate new possibilities for greater economic values and
initiatives. While enjoying sharing valuable perspectives on exciting topics, Summit
participants will also gain much out of their investment from the City Partners Exhibition,
Panel Discussion and Young Professionals' Forum. The theme of the 2013 APCS is based
around the premise that neither government, nor business, nor civic society alone can
successfully address the challenges on the current global economic agenda.
We expect to generate new ideas and plans for reshaping urbanomics under the discussion of

Within the concept of City sustainability, the Green and Blue Economy brings innovative
thinking from multiple perspectives, that will enrich our local discourse and help us
scientifically to rethink urban economies that can thrive. Seeing the need to further
mainstream sustainable development at all levels and recognizing their inter-linkages, Mayors
at 2013 APCS will discover integrating nature and ecological principles with innovatively
designed urbanomics.
Smart, Bold, and Breakthrough Leadership
Reshaping competitiveness and providing solutions to seemingly insurmountable challenges
while facing stiff international competition and financial austerity is a major concern for all
cities. Mayors will focus on smart and ambitious governance strategies for today’s urban

Cher Wang has both extensive experience and an enviable record in the electronics industry.
Her remarkable insight into technology trends and entrepreneurship has enabled her to
establish a number of highly successful IT-related businesses. She has been appointed
business heavyweights as Taiwan's new representatives to the APEC Business Advisory
Council (ABAC) in 2009.
While working as a PC Division General Manager, Wang was a driving force behind First
International Computer’s (FIC) entry into the motherboard business. She is currently the
Acting Chairperson of two Taiwan-listed companies - HTC Corporation and VIA Technologies,
Inc. In 2005, she was selected as an Innovator in the 2005 Stars of Asia: 25 Leaders on the
Forefront of Change by Business Week and was named as one of the ten executives to watch
in Asia.
Ms. Wang obtained her Masters degree in Economics from the University of California,
Berkeley, and is a devout Christian. She is married with two children.

the basis of cost has lead to an economic model where the bad is cheap
and junk dominates. This leads to material and energy inefficiency and a
massive waste generation. The cases of the Blue Economy demonstrate
that reindustrialization is viable.
Blue Economies:
Effects, Implications and Roadmap for Asia Pacific Cities
Gunter Pauli (1956) obtained his masters in business administration from INSEAD,
Fontainebleau, France. His entrepreneurial activities span business, culture, science, politics
and the environment. Under his leadership, a small European company pioneered an
ecological factory. He founded the "Zero Emissions Research and Initiatives" (ZERI) at the
United Nations University in Tokyo, and subsequently established The Global ZERI Network,
redesigning production and consumption into clusters of industries inspired by natural
systems. He is dedicated to design and implement a society and industries, which respond
to people’s needs using what is available from nature. Fluent in seven languages, and having
lived on four continents, he is a world citizen. He has written sixteen books, which have been
printed in 27 languages and 36 fables bringing science and emotions to children. Over 17
million copies have been distributed worldwide. A few of his fables are available in over 100
languages.

oxygen, provide living space for other creatures, cleanse water, purify the
air and even change to adapt to the seasons. "Cradle to Cradle" offers a
paradigm-shift to holistic quality and innovation.
Green Economies:
Effects, Implications and Roadmap for Asia Pacific Cities
Michael Braungart is a chemist, author, and founder of EPEA (Environmental Protection
Encouragement Agency) International in Hamburg, Germany, and cofounder of MBDC
(McDonough Braungart Design Chemistry) in Charlottesville, Virginia. Both EPEA and MBDC
share a common set of values that embraces intelligent, aesthetic, and eco-effective design.
Through these activities, Braungart has developed tools to design eco-effective products and
business systems and has worked with a number of organizations and companies in a range
of industries. Since 1994, Professor Braungart has been teaching process engineering at the
University of Lüneburg in Suderburg, Germany, also serving as director of an interdisciplinary
materials-flow management masters program.
After completing his studies in Process Engineering in Darmstadt, Germany, Dr. Braungart
went on to explore the chemical processes of industrial production techniques with the
Chemistry Department at Konstanz, Germany. He subsequently spearheaded the formation
of the Chemistry Section of Greenpeace International. By the time he completed his PhD in
Chemistry at the University of Hannover in 1985, he had assumed leadership of Greenpeace
Chemistry.
In 1987, Dr. Braungart founded the Environmental Protection Encouragement Agency (EPEA)
in Hamburg. At the heart of EPEA is the "Intelligent Products System" (IPS), which creates
products oriented toward a life-cycle economy and earned the Océ-van der Grinten Award in
1993.
In addition to his achievements within the EPEA, Dr. Braungart also serves as Scientific
Manager of the Hamburg Environmental Institute, the non-profit research center which
produces the "Top 50 Study": an evaluation of the environmental performance of the world's
largest chemical companies.
He coauthored the book "Cradle to Cradle: Remaking the Way We Make Things" with architect
William McDonough in 2002. In 2003, he was awarded the Presidential Green Chemistry
Challenge Award for his work with EcoWorx carpeting tile. He has also accepted a visiting
professorship at the Darden School of Business, lecturing on such topics as eco-efficiency
and eco-effectiveness, "Cradle to Cradle" design and Intelligent Materials Pooling, and he
continues to teach at institutions of higher learning all over the world.

Madam Chu Chen, Mayor of Kaohsiung City, is one of the main characters in the democratization
of Taiwan. Before the Democratic Progressive Party is established, Madam Chen devoted herself to
democratic movements in Taiwan as one of the very few female who took the risk to participate in
politics.
Since 1991 she has served several major positions within the government. Democracy and human rights
have always been her core value, with emphasis on equality, dignity and rights of the people, such as
social welfare and working rights.
In 2006, Madam Chen was elected as the Mayor of Kaohsiung City. As the first female mayor of
direct-controlled municipality in Taiwan, she marked an essential milestone in the history of female
participation in politics.
From the day Madam Chen assumed office, she has always been listening to the citizens’voice and
emphasizing on human rights. Kaohsiung City earned the title of“human right city”by the People’s
Movement for Human Rights Learning (PDHRE). Afterwards, Kaohsiung City Human Rights Commission
was established on February 28th, 2009.
In 2009, over 5,000 athletes and coaches from 103 countries participated in the 2009 World Games in
Kaohsiung. The 8th World Games has won extremely high evaluation from the international community.
In the same year, Kaohsiung City won the second place in the city competitiveness evaluation by the
Commonwealth Magazine.

Following his appointment as Lord Mayor of Brisbane in April 2011, Graham Quirk was elected as Lord
Mayor in the 2012 Brisbane City Council election.
Graham has a long record of service to Brisbane and the local community, being first elected to Council
in 1985. As a member of Civic Cabinet for more than a decade, he has overseen key portfolios of
infrastructure and finance, as well as serving as Deputy Mayor alongside Campbell Newman from 2008.
Over the course of his career and as part of the Council Administration, Graham has been responsible
for delivering many positive outcomes and ongoing projects for the city, including:
• Easing traffic congestion with major infrastructure projects across the city – including the TransApex
network of cross-city tunnels and bridges and the Road Action Program which has fast-tracked 15 years
of urgent road works into just four years;
• Improving public transport with 500 new buses, and 11 new CityCats and introducing the high
frequency bus service, Maroon CityGlider bus service for sporting events and free CityHopper ferries.
• Delivering a green city through planting of two million new trees, purchasing 500 hectares of
bushland for preservation and using 100% renewable energy within Council;
• Enhancing Brisbane’s capacity for long-term economic growth and supporting measures that will
attract more events, visitors and investment to the city.
As Lord Mayor of Brisbane, Graham Quirk is committed to delivering for the residents of Brisbane and
making this city a better place to live, work, do business and invest.

Gil Penalosa is passionate about cities for all people, regardless of social, economic or ethnic
background. Gil advises decision makers and communities on how to create vibrant and
healthy cities for all.
As former Commissioner for the City of Bogotá, Colombia, Gil successfully led the design and
development of over 250 parks and initiated the“new Ciclovia”a program which sees over 1
million people walk, run, skate and bike along 121 kilometers of city roads every week.
As Executive Director of the Canadian non-profit organization 8 - 80 Cities for the past six
years, Gil has worked in over 130 different cities in all continents.
Gil also serves on the Boards of the US based City Parks Alliance and serves as Urban Expert to
the renowned Danish firm Gehl Architects.
Gil holds an MBA from UCLA’s Anderson School of Management, where he recently was
selected as one of the“100 Most Inspirational Alumni”in the school’s history. In 2013 he
received the Queen Elizabeth II - Diamond Jubilee Medal, given by the Governor General of
Canada, and in 2012“Top 10 Most Influential Hispanic – Canadians”.
Mr. XU is the Mayor of Shenzhen Municipal People’s Government of China. He is a Doctor of
Business Administration and an engineer.
From 1978 to 1982, Mr. XU studied at the School of Optoelectronics of Beijing Institute of
Technology, then furthered his study there from 1984 to 1987 and earned a Master degree
of Engineering in Optoelectronics. He studied the EMBA course at Guanghua School of
Management of Peking University from 1999 to 2001. He then studied at the Hong Kong
Polytechnic University from 2001 to 2004, and graduated with a Ph. D degree in Business
Administration.
In June 2010, Mr. XU assumed mayoralty of Shenzhen. Before that, he held positions of the
Executive Vice Mayor of Shenzhen, Director-General and Deputy Director-General of the
Department of Hi-tech Industry, National Development and Reform Commission of China.

Ken was born in Lambeth, South London in 1945. He began his political career serving on
Lambeth and Camden Councils before becoming leader of the GLC in 1981 until Margaret
Thatcher abolished it in 1986. He then served as Labour MP for Brent East from 1987 to 2001.
Ken was elected as the newly created Mayor of London in May 2000, and was re-elected for a
second term in June 2004. He had the courage and vision to initiate the transformation of the city’s
aging transport infrastructure. He championed and became the driving force behind the capital’s
successful 2012 Olympic bid, leading to the regeneration of the entire east London area.
Fundamental improvements in environmental management are also central to Ken’s vision,
and in 2007 he produced a climate change action plan which showed how London could
reduce its carbon emissions by 60% in 20 years and by 80 to 90% by 2050.

Over the next 40 years cities will grow from the present situation where
half the world's population are city dwellers to a point where at least three
quarters of humanity live in cities. This will require successful strategies to
tackle the provision of housing, transport and employment opportunities

Young Professionals' (YP) Forum
The Young Professionals’ (YP) Forum is the pre-meeting of the
2013 APCS with the purpose of guiding youth participants to
create deeper understanding of the issues of “Reshaping the
Urbanomics of Cities”, assisting to be well-prepared to participate
in the 2013 APCS. The YP Forum will feature presentations from
leading governmental and business experts, as well as former YP
participants, sharing their expertise and vision of a new future.
Sub-group workshops will get young leaders together, bringing
enlightening insights about the urbanomics of cities. Selected
facilitators will guide the discussion and support in gathering
the great wisdom to be summarized in the Young Professionals’
Accord, which will be announced to all delegates of the 2013
APCS on September 11th.

Mayors' Forum
The Mayors’ Forum is not only an essential tradition of APCS
but also the event to gather urban governance experience of
cities and envision a ground-breaking future for our region. The
Mayors’ Accord is the concrete achievement of Mayors’ Forum,
which is considered as the important record of every APCS. The
accord integrates innovative ideas of Mayors’ Forum attendees
regarding the theme of the Summit. This exchange will lead to
the development of a version of the Mayors’ Accord, which will
become the reference for future urban governance and represent
the great achievement of the 2013 APCS. The Mayors’ Accord will
be officially announced and signed by all participating mayors
during the official ceremony on September 11th

Bi-khim Hsiao is a Member of the Legislative Yuan of Taiwan, representing the Democratic
Progressive Party (DPP) and serving as a legislator at-large. Currently, Bi-khim is a member
of the Legislative Yuan Foreign and National Defense Committee and the Secretary General
of the Parliamentary Cross-Party Group on International Human Rights. She is also the Vice
President of the DPP Think Tank - New Frontier Foundation, a Board Member of the Taiwan
Foundation for Democracy and a Board Member of the Strait Exchange Foundation on DPP’s
behalf. Bi-khim has been an effective spokesperson on Taiwan issues for international media,
think tanks and foreign government visitors to Taiwan. She has also been active in various
inter-parliamentary networks and international political party organizations.
Bi-khim Hsiao served as Director of DPP’s International Affairs Department under six different
DPP Chairpersons. After Taiwan’s first democratic change of government in 2000, she
became Advisor in the Office of the President. She has also served as Campaign Director and
Spokesperson for DPP International Affairs in all of the presidential elections since 2000.
In addition to representing Taiwan, Bi-khim has also taken numerous leadership roles
in international organizations. She served as Secretary General of the Council of Asian
Liberals and Democrats (CALD) from 2004 to 2005. She was the Vice President of the Liberal
International (LI) Bureau from 2005 to 2012. In 2008, she served as Vice Chairperson of the
Taiwan Tibet Exchange Foundation and later founded Friends of Tibet in the Legislative Yuan
in 2012, advocating for rights of Tibetans.
Understanding the need for a holistic approach to a nation’s development, Bi-khim is
committed to providing service to the rural areas of Taiwan where she has long been an
advocate for poverty reduction, access to education, sustainable governance and other
measures to enable the pursuit of a fair and just society. Bi-khim has dedicated herself to
improving the well-being of Taiwan’s eastern coast. She has been outspoken on issues related
to local agriculture, transportation, youth employment, education, indigenous rights, gender
equality, immigrant rights, and animal welfare.
Born in Kobe, Japan, in 1971, Bi-khim Hsiao grew up in Tainan, a city in southern Taiwan. She
received her MA in Political Science from Columbia University and her BA in East Asian Studies
from Oberlin College.

The 2013 Asia Pacific Cities Summit – Young Social Entrepreneur Forum and Campaign is a
program which discovers and generates new and innovative solutions from the young social
entrepreneurs in the Asia Pacific region to improve not only the economic but also social
welfare.
The Young Social Entrepreneur Campaign has received numerous entries from countries in
the Asia Pacific region and beyond. After a rigorous and intensive selection process from
a panel of distinct judges, 12 entries have reached the final round. We hope the 12 brilliant
proposals will be the driving force to surpass the current socio-economic standard and
encourage young people to start their own business and learn from their peers.
Mr. Stan Shih, a well-known business tycoon and the founder of Acer Group, and the
honorary consultant for the 2013 APCS Young Social Entrepreneur Forum and Campaign
will be sharing with the young entrepreneurs his valuable experience in building his
business empire. Our special guests, Gunter Pauli, the author of“Blue Economy”, Jason
Hsu, TEDxTaipei Curator and Chung-Han Lee, Yooja Salon Representative will specially
