This module outlines the thematic guides that UN-Habitat has developed or is
developing)
Climate change, participatory slum upgrading, social inclusion, public space, urban-
rural linkages, food systems, housing, green and smart cities, migration and
transport, IGUTP
The thematic guides are important in order to ensure that the aspects of the key
sectors or all sectors in a country are not left out
The guides have been developed through deeper research into these sectors and
what other countries have addressed in their NUPs or other overarching policy
documents

IN USING A THEMATIC GUIDE, IT MIGHT BE NECESSARY TO:
Consider the relevance of various thematic
areas to a country’s context
Provide the data on the challenges of
urbanization for each thematic area
Highlight the opportunities for addressing
these challenges
Include the relevant stakeholders
Prepare a cost-benefit analysis
Plan how to allocate resources for this
thematic area as regards the finances,
human resources, projects and programs
Include required capacity/skills in order to
execute the thematic area in the
coordinating or implementing agencies
Prepare a thematic areas proposal and
action plan

After the selection of NUPs as the monitoring tool for the SDGs and NUA the
demand from countries has increased.
This calls for a need to have more persons trained on the NUP process in as
many regions as possible.
