1. Bacterial infections can be treated with antibiotic. People tend to use antibiotics
irriationally. Pharmacies as providers of antibiotic s sometimes hand out medicines
without or with a doctor’s prescription. This situation will add to the problem of
resistance from the use of antibiotics so that a continuous level of knowledge and
understanding is needed for the parties in order to reduce the occurrence of
resistance. The aim of the research is to see the level of knowledge/ understanding
and behavior of the community and pharmacy owners (PSA) in Palembang City to
produce policy proposals for drug regulation and supervision regarding the use of
antibiotics in the community. This research is an observational study with a qualitative
and descriptive approach to phenomena and events in community groups. The sample
is several pharmacies (20%) in the city of Palembang. Data collection was carried out
through several steps 1. Hearing the opinions of microbiologists, pediatricians,
pharmacologists, BPOM. Palembang Provincial and City Health Services, Pharmacy
GP, South Sumatra PD IAI and Palembang City IAI PC 2. Hear the opinions of
pharmacy facility owners (PSA)/pharmacists. Using Zoom and or interviews. 3
Determine the pharmacy as a sample. 4 Train 10 students in ethical survey data
collection techniques. Data analysis was carried out comprehensively by describing it
in tables containing descriptions of opinions of the parties. The results of the research
will be discussed with the health department regulations, drug control and IAI
Palembang City. The results of the study showed that the majority of respondents
stated that with the implementation of the rules for dispensing antibiotic drugs in
pharmacies, it must be with a doctor’s prescription (………%) categories disagree,

Results: It will be jointly formulated to be proposed to produce a Policy Paper by the
relevant parties regarding implementing regulations regarding the delivery of
antibiotics to the public through pharmacies which must be accompanied by a doctor’s
prescription. Conclusion : In understanding the birth of a policy, it can be produced
through process stages by various relevant parties in the related field. Pharmacy
facility owners (PSA) have an important role in business as pharmacy managers. So
that the phenomenon of giving antibiotics in pharmacies without a doctor’s prescription
can be controlled gradually, openness is needed. Business factors in managing a

Antibiotics that people commonly obtain without a doctor’s prescription are Amoxicillin
and Cefadroxil (Generic). There is no form of reporting periodic use of antibiotics to
the relevant parties. From the results of this research, a policy was produced in which
the delivery of antibiotics by pharmacies must be accompanied by a doctor’s
prescription to prevent and reduce microbial resistance to antibiotics.
