The earlier development of the law enforcement was developed by a man named Sir Robert Peel also
known as the Father of Modern Policing (Bennett Hess, 2007). He was born February 5, 1788 in
Chamber Hall near Bury in Lancashire (Bloy, n.d.). He was the one who greatly influenced and set
forth the fundamental principles of the police force. He developed an organized force called the
London Metropolitan Police in 1829 that protected the people who were victimized due to high
unemployment, poverty, and crime. An organization is an artificial structure created to coordinate
either people or groups and resources to achieve a mission or goal (Bennett Hess, 2007). The police s

There are three basic methods of training that can be used to get the employees onboard with the new

which method would be the best method of training for this group of individuals. The trainers started
the process by reviewing and discussing the lecture method of training. Once discussing this method,
it was decided that this was not the proper training method for this group of individuals. Some people
find this type of training boring and become disengaged early in the training, resulting in poor training

The ten year span of the Great Depression showed families how to live without a stable home or even
going to bed without dinner some nights. First off, many people living in the 1930 s were unemployed
and homeless, causing them to live in Hoovervilles. The citizens living in Hoovervilles lived
unsanitary lives and often faced hunger. In fact, Hoovervilles were built out of unwanted material and
provided little shelter. Many put all the blame on the then president, Herbert Hoover, when he refused
to help his people through this life changing event. The comparison of Hoover and his poor decisions
often got compared to the poor situations that his people had to live in. Hoover should no support
during his presidency. Therefore, life during the depression was very difficult, leaving many starving
and living in hoovervilles which provided little to no shelter.
When the stock market crashed, many were left homeless and unemployed. Many started building
houses out of scraps and unwanted materials (Paul). Hoovervilles were then created as they were the

women that means that possibly five women have been sexually assaulted. Out of the five women that
I stated could have been sexually assaulted they may have known the perpetrator and often will not
report what has happened. According to the spring count of students completed by West Chester
University, 9,211 of those students were females ( Headcount Enrollment , 2014). If I go by the
statistic mentioned earlier that one in five women is assaulted that would mean that 1,842 women have
been sexually assaulted while enrolled at West Chester University of Pennsylvania. Out of 1,842
possible assaults only four were reported last year. Two of which the victims knew prior to the assault.
Rankin and Associates consulting conducted a Climate Assessment on West Chester University in
September of 2010, a section of the results focused on sexual assault on students. According to the
report seven people who reported a sexual assault to the university described their reactions to the
