ALTHOUGH CANADA’S CRIMINAL CODE INCLUDES SECTIONS ON TERRORIST ACTIVITIES, PROSECUTORS HAVE LIMITED THEIR

Canada is a member of FATF and the Asia/Pacific Group on Money
Laundering. Canada’s FIU, the Financial Transactions and Reports Analysis Centre
(known as FINTRAC), is a member of the Egmont Group. On June 1 2021, several
amendments to regulations under Canada’s Proceeds of Crime (Money Laundering) and
Terrorist Financing Act entered into force, significantly overhauling Canada’s related
regulatory landscape and closing gaps in the existing framework, such as those
stemming from technological advances (e.g., cryptocurrencies).
Countering Violent Extremism:
The Canada Centre for Community Engagement and Prevention of
Violence continued its work to develop related policy and on
partner/stakeholder engagement and coordination, research, and
programming. It also administered the Community Resilience Fund, a
grants and contributions program that provides financial support to
organizations working to improve Canada’s understanding of — and
capacity to prevent and counter — violent extremism. In 2021,
Canada continued its financial support to and was a board member of

16. Investment Canada Policy on Foreign Investment in the
Canadian Film Distribution Sector
The Investment Canada Act requires that foreign investments in the production, distribution and exhibition
sector of the film and video industries be compatible with national cultural policies.
As part of the measures to support an indigenous Canadian distribution industry, the government has also
announced new Investment Canada policy on foreign investment in the Canadian film distribution sector:
• Takeovers of Canadian owned and controlled distribution businesses will not be allowed
• Investments to establish new distribution businesses in Canada will only be allowed to importation and
distribution activities related to proprietary products (the importer owns world rights or is a major
investor)
• Indirect and direct takeovers of foreign distribution businesses operating in Canada will be allowed only
if the investor undertakes to reinvest a portion of its Canadian earnings in accordance with national and
cultural policies
• All applications to Investment Canada made after February 13, 1987, will be subject to the new policy.
