that would communicate and pass data. A set of requirements for these tools was identified

and the project was initiated. Concurrently, a cross functional team developed a set of Good
Engineering Practices (GEPs) that detailed all of the business processes underlying the
Project Services functions of estimating, scheduling, cost, change, and risk management. The GEPs
incorporated much of the native knowledge of the
Project Management group along with industry best practices. After intensive vetting by an extensive
review process, these practices served as the basis for engagement of PCSI. After considering these
requirements and implementing a strict bid and award phase, the solutions chosen were Skire Unifier
for cost and change management, Primavera and Microsoft
Project for project and portfolio planning, Timberline for estimating, and
Advisor for benchmarking Figure 2.
The first was an increased competency in development of high level cost ideas/ options with a +/ 50%

some of the documents the courts use to qualify someone as a Scientific Expert. Through the
education and experience they receive, a scientific expert should be able to explain and teach both
lawyers and jurors how DNA testing work and how they were able to arrive at their results and

South Carolina. A slave named Devany Prioleau told his master that he heard a rumor of an uprising
from another slave who was named William Paul. Slaves were taken into questioning but had denied
the uprisings. One slave said it was to happen on the sixteenth but it never happened. Still ten slaves
were arrested including Prioleau and Paul. A secret testimony was taken to account saying that the
slaves arrested and one free slave named Denmark Vesey were all in on an uprising. Vesey and five

new water supply for Odessa as soon as this month, while a public battle over the proposal continues.
Winning the hearing doesn t mean Republic Water Company of Texas will win approval to export the
water. Board members, for example, could dismiss the application as another version of a request the
board already denied, prompting another lawsuit. But City of Odessa and company officials say they
view it as a step closer to winning an export permit for what they describe as a long term and higher
quality water supply even if it might end up costing more.
The district will have to hold the hearing by the end of the year after determining the application
complete.
Meanwhile, company officials say they still plan to request a hearing before an administrative law
judge instead of the district board. The judge s decision would be non binding but could be used in a
lawsuit if the board acted against his or her findings.
