I was born May 28, 2003 in Dubuque, IA. And a major thing in my life is my schools. So, let me
tell you about those. The first school I ever went to was Early Learners where I learned the basics.
But of course in preschool you don t really get graded or anything. After all, it is pre school. But the
second school I went to was Table Mound. Over by Casey s and all those places. Table Mound was
definitely a big place for me. Back then anyways, I looked at it like it was a huge school. There I
also had to move because I was outside the school district, and we moved into a trailer. And the
trailer was really nice on the inside, and it had 2 bathrooms so I didn t really care. Next I went to
Audubon, where I moved back to my old house, where I still live now. Then I went to Thomas
Jefferson Middle School. And I like this place a lot. I like how we don t have to stay in one
class, and I also like how we can have our phones out at lunch. And I think I don t get as mad in
class because if I get frustrated with a teacher, I don t have to stay with them the whole day. And
that s why I like middle school the most.

Introduction
The Commonwealth of Kentucky enacted law governing open records in 1976. The law
mandates agencies release applicable records to the public upon appropriate requests. The
Louisville Metro Police Department adopted a policy to address and comply with this law. I will
review and discuss how LMPD applies its policy in order to stay in compliance with this law. I
will also evaluate any improvements to the policy for better or more efficient application.
Summary of law
Kentucky s open records laws are covered under Kentucky Revised Statutes (KRS) 61.870 61.884.
The law was enacted as a result of the Kentucky Open Records Act of 1976. In summary, the law
requires government agencies to release records for public examination. Specifically, KRS
61.871 states The General Assembly finds and declares that the basic policy of KRS 61.870 to
61.884 is that free and open examination of public records is in the public interest and the
exceptions provided for by KRS 61.878 or otherwise provided by law shall be strictly construed,
even though such examination may cause inconvenience or embarrassment to public officials or
others. The records include documents, photographs, recordings, and reports. The law details how
government agencies are required to respond to requests, which records are exempt, application of
fees and an appeal process for denied requests. The main source of requests comes from media
sources and attorneys however anyone can make a request.
