The aftermath of Hurricane Katrina left tens of thousands of people in New Orleans
without adequate water, food, shelter, and physical security. Law enforcement was
in disarray as 200 New Orleans Police officers left their post. The Louisiana National
Guard was short on personnel and much of their equipment was unserviceable due to
flooding. Thousands of people needed help and critical distribution of resources from
Defense Support of Civilian Authorities (DSCA) failed.

Imagine a school free of disruptions. Free of bullying and harassment. That s what
all students and teachers want, right? Report to school every day,get a proper
education. But that s not the case in all schools. Some students are not able to learn
during the school day. They may get distracted by going off topic in class or get
disturbed by what someone is wearing. If their freedom of speech is limited, students
will actually be able to learn. Freedom of speech should have limits because it
increases educationtime, it allows kids to prepare for the future, and it limits bullying

and murder case of two girls, three years apart. The first victim was Lynda Mann, a
