Carolina faces when dealing with underage offenders.

I.According to the Annual Summary Report done by the North Carolina Department of Justice and
the State Bureau of Investigation, in 2012, approximately 36,000 juveniles were arrested in the
state of North Carolina.
i.Over 11,000 of these arrests were made for index crimes.
1.Over 1/3 of the 11,000 index crime arrests were juveniles under the age of 16. ii. From 2011 to
2012, the murder rate for juveniles rose approximately 20%.
1.The rate for juveniles under the age of 16 in the same year rose nearly 170%.
II.Today I want to talk to you about the seriousness of juvenile crime here in our state and the
difficulties that the justice department faces when handling underage offenders.

the religious freedom that they longed for. I shall hereby applaud the efforts pushed forth by the
honorable James Madison, Thomas Jefferson and so many others who shared the common stance
on religious freedom and separation of church and state. However, the achievement seemed
provincial when placed in the context of the larger United States. The new nation is at great stake
because the congregational church in Massachusetts disallows and persecutes any deviation from
its core religious interpretation; Jews are perceived as the enemies of the Christ by a large group of
people; and the Catholic minority in many states still suffers. Therefore, absolute religious freedom
and the separation of church and state shall be guaranteed in the new constitution in order to
maintain the supremacy of Godover the state and purity of the God we trust, annihilate the violence,
persecution and tyrannies the God disdains, uphold the God given natural rights we once fought for
