It was the dead of night. MY colleague of 12 years and I were being chauffeured from our business

Abstract: This paper will discuss the Federal Pell Grant and the legislation behind it as well as the
Higher Education Act of 1965 and it s reforms since then. This appears purpose is to show the faults
within these programs and to then show possible ways people have tried to reform it. The final part of
this paper will be my opinion on how the legislation can be fixed along with using data and
information from recent research done on the subject. It is the hopes that these recommendations will

The beginning of the Pell Grant started in 1965 when congress passed the Higher Education Act of
1965. This was a policy implement created by Lyndon Johnson to not only help the education crisis in
America but also to help the majority of poor minority students in America s education system. The
act allowed for not only loan interest loans but also grants to many eligible young adults. Universities
and other institutions benefited through this the most. In 1972, an addition was added to the act called
Title IX Higher Education Amendments these were to settle issues and the need for distribution of aid
in the current grant. Throughout the 70s multiple provisions and additions were added to these group
of bills to not only increase funding but also how they should be accessed. These came though a
process called reauthorization, which allowed congress to examine each and every program and the
ability to change it the way they see fit. In 1994, Congress then passed another addition called the
Violent Crime Control and Law Enforcement Act or VCCLEA, this was a provision that revoked Pell
Grant funding to any individual who is incarcerated in any federal or state penal institution. This
meant that any person incarcerated for a misdemeanor or felony for any reason, be it murder, drug
possession, or tax evasion, to be ineligible for even the lowest amount of funding. This however in

Subspace model identification (SMI) method is the effective method in identifying dynamic state
space linear multivariable systems. Subspace identification, a sequence of state vectors can be
obtained directly from the input and output data. From a numerical point of view, the SMI algorithms
are not appropriate for online implementation because of the SVD computational complexity. For
industrial applications, it is essential to have online recursive algorithms for model identification,
where parameters can vary in time. Indeed, in many online identification scenarios, it is important to
update the model as time goes on with a reduced computational cost. The main problem with recursive
subspace identification is the SVD computation that is burdensome to update. Thus, it is necessary to
find the alternative algorithms in order to apply the subspace concept in a recursive framework. In this
paper, recursive subspace identification algorithm based on the propagator method which avoid the
SVD computation is proposed.
