The American Heart Association (2011) states that, Therapeutic hypothermiais the only intervention
demonstrated to improve neurologic recovery after cardiac arrest (Pp 77). Recommendations range
between 32 and 36 degrees centigrade for 12 to 36 hours. Cooling may be achieved through either
introduction of cooled, isotonic, non glucose containing fluid, or surface cooling interventions like
ice packs or cold packs. The AHA states, however, that patient core temperaturemust be monitored
by an esophageal thermometer, a pulmonary artery catheter, or a bladder catheter and that
peripheral temperature measurements via axillary, aural, or oral thermometers are inadequate for
measuring core temperatures in targeted temperature management. Therefore, while the AHA does
recommend initiation of therapeutic hypothermia by EMS personnel in certain situations, agencies
must carry and be trained in the use of equipment to adequately measure the patient s core
temperature. Further, the AHA states that therapeutic hypothermia results in increased neurologic
function post cardiac arrest but does not identify a timeframe for initiation for these protocols, let
alone explore whether or not initiation of post cardiac arrest targeted temperature management by

My choice of linguistic community in Southern California is Vietnamese community, which is
known as Little Saigon . This community is mostly located in the city of Westminster and Garden
Grove in Orange County. Vietnamese, as the sixth most popular language in the United States, has
more than 1.5 million speakers distributed in several states such as California, Texas, Arkansas, and
Louisiana. Vietnamese language has the fifth most speakers in California with more than 1 million
speakers within the states. According to statistics from U.S. Census Bureau in 2010 and 2011,
Vietnamese speakers have increased by nearly 6 times since 1980. The figure below shows the
distribution of six largest Asian groups in California and the Vietnamese makes up 37.3% of the
population. The Vietnamese community grew rapidly and has become one of the largest immigrant
communities during the past four decades. In 1975, Vietnamese began their first wave of migration
to the United States. One important factor is the victory of North Vietnamese in the VietnamWar on
April 30th, 1975. The government of South Vietnam lose its battle against the North Vietnam
communist forces and more than 125,000 Vietnamese refugees evacuated to the United States. The

production. The company was reorganized as the Cadillac Motor Car Company under the

$28,000 in cash put up by a new group of investors. That original investment was spent down to
