2. The Task
• You will be divided into three parties: environmentalist, fishing industry and indigenous
people.
• Each party should read two kind of information: case background on fish policy on
Poleeko (file: all_Fish policy negotiation case background_2018), and confidential
information given to each party (will be given in the breakout room).
• Each party should discuss and formulate their strategies separately. Please look at the
score in the confidential information.
• Please use the information given to analyze your party’s interest as well as the other
parties’ interests.
• You can make note on what issue or interest that you and other parties coincide.
• You should also carefully analyze which issues are most important to you and the other
parties, and where they have the most flexibility to compromise.
• Put all your notes on negotiation notes (file: all_Fish Policy Negotiation Notes), which
represents comprehensive proposals and the value generated from each issue as well as
the total value of your proposal.
• Don’t tell other parties your strategies that written down on your negotiation notes.
3. The Task
• We will have two sessions of discussion:
• First, each party will discuss the strategy that each of the member will bring to the
across-parties negotiation. Look at your group in column session 1.
• E for environmentalist
• FI for fishing industry
• IP for indigenous people
• After you come up with strategy, I will reorganize the group. You will negotiate to
bring your party’s interest in the second session, where you will find other parties in
the table. Look at your group in column session 2.

• We will use breakout room feature in zoom. If you have any question regarding the
game during the breakout room sessions, you can use feature help and I will enter
your breakout room.
4. The Task
• Each group should submit a proposal to the government regarding
fishery policy that they all can live with. Put your proposal on the
negotiation notes (file: all_Fish Policy Negotiation Notes).
• If this policy meets the government’s minimum criteria, it will be
accepted as is. If not, it will be rejected.
• If the groups cannot agree among themselves, each party may
present its own proposal, or, two groups may form an alliance and
present a proposal that leaves out the third group. The proposal that
best matches the government’s criteria and interests will be adopted.
• Parties will have a chance to make a five-minute presentation on their
proposals to the members of the Congressional panel.
5. Time allocation
• 8.35-9.20: First discussion session read the instructions and make
strategies
• 9.20-9.25: change the group
• 9.25-10.10: Second discussion session
• 10.10-10.15: break out room ended, move to the main room
• 10.15-10.35: presentation, announcement for the best group
