Master Plan for waste management for us as individuals for having cleaner home and cleaner city. It outlines the importance of waste reduction and waste segregation as key tenets of waste management. For processing of waste, Rs like reuse, resell, repair, giving waste for recycling are highlighted. Next, examples of leading countries in waste management are cited to highlight what we can do as individuals as well as part of community. Lets take inspiration from this small town of Japan…Municipal Body, NGO and eventually citizens came around and segregated waste in 45 categories….They got value of most of the waste. isn’t it amazing?
Closer to home, in Alappuzha, a program was initiated, all came on board, and result. The city became a leader listed among 15 cities in the Niti Aayog compilation….
AMC targeted unnecessary generation of waste at source by imposing fines and penalties
issued notices to household on need of this project, conducted awareness programmes in schools, for SHG and sanitation workers, and through cultural activities
Regular meetings of health sanitation committees at ward and zonal level
Haritha Karma Sena, a women's SHG is employed for door-to-door collection of biodegradables (76% people cooperate by segregating waste and paying user fees)
People have composting bins or they give biodegrable waste to 426 community bins linked to 36 composting units)
Non biodegradables go to 32 Mini-material collection facility, then to 4 centralized Material Recovery Facility. The latter has 3 Plastic shredding units and 1 baling unit
plastics segregated in 8 categories and recylables sold to Green Worms Organisation.
Biomedical waste handled by a project of IMA KErala, transferred to scientific waste treatment facility at Palakkad.
Similarly, a very dirty Indore became the cleanest city in 5 years. How? 6 way segregation…again, power of collective action
BEHAVIOURAL CHANGE AT MASS LEVEL BY COMMUNICATION, MONITORING, AND ENFORCEMENT THROUGH BY-LAWS
Municipal corporation takes lead...Pilot projects extended…for door to door collection followed by source segregation, slowly increased to 6 categories; mayor, public representatives, religious leaders, schools, social media, nukkad natak, SHGs…for awareness regarding segregation
SHG for material recovery and collection; discounted price bins to households; zero waste tags to achievers; penalties levied efficiently to nonsegregators and litterers by means of well-connected walkie talkie system for ward officials and giving them vehicles - this gives them confidence and also promotes responsible behaviour as they have fear of that municipal commissioner might be listening

Different countries, different ways of waste management, commonality that change came from top to bottom and…that they all took the act of clean up seriously. So which country do we go to first?
