Ever since airplanes, or indeed hot air balloons, appeared air intelligence has been one of the most productive sources of information on enemies or potential enemies. It has stood the test of time, developing successive and greatly improved generations of planes and photographic equipment specially designed for the task. Among the best known, but hardly the only one, was the U-2. This form then took a huge leap forward during the space age, with the utilization of satellites for reconnaissance purposes, then returning to earth with the use of smaller and simpler drones, whose main advantage was getting closer to the terrain but without endangering a pilot or crew. Indeed, it looked as if nothing could surpass air intelligence over the long decades from World War I and World War II, through the Cold War and assorted hot wars in Korea, Vietnam, Afghanistan, and Iraq—that is, until 11 September 2001, and the increasing use of suicide bombers reminded us that there are still some things human operatives can do better. Still, when it comes to war, and for other purposes as well, nothing has and nothing is likely to surpass air intelligence.

From the start, machines have driven American democracy and, just as often, crippled it. The printing press, the telegraph, the radio, the television, the mainframe, cable TV, the internet: Each had wild-eyed boosters who promised that a machine could hold the republic together, or make it more efficient, or repair the damage caused by the last machine. Each time, this assertion would be both right and terribly wrong. But lately, it’s mainly wrong, chiefly because the rules that prevail on the internet were devised by people who fundamentally don’t believe in government. The Constitution itself was understood by its framers as a machine, a precisely constructed instrument whose measures — its separation of powers, its checks and balances — were mechanical devices, as intricate as the gears of a clock, designed to thwart tyrants, mobs and demagogues, and to prevent the forming of factions. Once those factions began to appear, it became clear that other machines would be needed to establish stable parties. “The engine is the press,” Thomas Jefferson, an inveterate inventor, wrote in 1799. The United States was founded as a political experiment; it seemed natural that it should advance and grow through technological experiment. Different technologies have offered different fixes. Equality was the promise of the penny press, newspapers so cheap that anyone could afford them. The New York Sun was first published in 1833. “It shines for all” was its common-man motto. Discover the Kisan Call Centre: Your Gateway to Agricultural Assistance KISAN CALL CENTRE In order to harness the potential of ICT in Agriculture, Ministry of Agriculture & Farmers Welfare launched the scheme “Kisan Call Centres” (KCCs) on January 21, 2004. Main aim of the scheme is to answer farmers’ queries on a telephone call in their own language. These call centres are working in 21 different locations in the country covering all the States and UTs. A countrywide common eleven digit Toll Free Number 1800-180-1551 has been allotted for Kisan Call Centre. This number is accessible through mobile phones and landlines of all telecom networks including private service providers. Replies to the farmers’ queries are given in 22 local languages. Kisan Call Centre services are available from 6.00 AM to 10.00 PM on all seven days of the week at each KCC location. Kisan Call Centre agents known as Farm Tele Advisors (FTAs), who are graduate or above (i.e. PG or Doctorate) in Agriculture or allied sectors (Horticulture, Animal Husbandry, Fisheries, Poultry, Bee-Keeping, Sericulture, Aquaculture, Agricultural Engineering, Agricultural Marketing, Bio-Technology, Home Science, etc.) and possess excellent communication skills in respective local language. Queries which cannot be answered by FTAs are transferred to higher level experts. KKMS has its independent website : http://dackkms.gov.in. The KCC, FTAs working at various KCC locations throughout the country have access to this website through their specific IDs and password provided to them.
