2. Background of the Study
•Implementation of local ordinances takes place instinctively
after its ratification.
•The studies of Benavides & Peters (2015) and Cañete, et. al.
(2014) identified that there are factors that influence the
extent and effectiveness of implementation.
•The common factors are information (ordinance
dissemination), monitoring strategy and the awareness
existence of operational plans.
3. Background of the Study
•Implementation research is the ‘link gone missing’ (Hjern, 1982
as cited in Schofield, 2001).

- aims to describe one or more variables without being manipulated by the

7. Findings & Discussion
•The extent of implementation is somewhat fully implemented.
•Indicates that the ordinance is implemented inconsistently.
•Ordinance dissemination and monitoring strategy positively
predict extent of implementation.
•Implementation score is equal to 1.16+ 0.42 (Ordinance
Dissemination) + 0.74 (Monitoring Strategy) + -0.40
(Awareness on the Existence of Operational Plans), per one
unit increase in each factor
8. Conclusions
1. The ordinance has high level of implementation, but it is not
yet fully implemented due to the implementers’ lack of
consistency in implementing the said ordinance.
2. The implementation of the ordinance is influenced by
information dissemination, monitoring strategies, and
awareness on the existence of operational plans.
3. The ordinance was well disseminated although not fully
disseminated in all possible platforms including mass media
and social media.

4. The employed monitoring strategies to ensure consistent
implementation were not applied by the implementers.
5. The stakeholders affected by the ordinance are not fully
aware of the existence of operational plans, its Standard
Operating Procedure (SOP), implementing rules and guidelines
and its penalties.
10. Recommendations
1. It is recommended that the monitoring strategies,
specifically on imposing sanctions to the ordinance
implementers who fail to their jobs.
2. Utilization of the mass media (radio broadcasting) and social
media (e.g., Facebook) to reach a wider scope of stakeholders
for ordinance dissemination.
11. Recommendations
3. The municipal government of Bansalan re-evaluate the
extent of implementation of the said ordinance in the future
with a wider scope of participants.
4. The future researchers who wish to look at the extent of
implementation of the same ordinance will cover a wider
scope for its respondents.
