Sayedul provided an update on the Four Mile Run SWMM5 Model. A model summary and a map of
model components (see attached) were handed out.
The Four Mile Run SWMM5 Model results were found to match observed flows at the Shirlington
gage, especially for large storms (5,000 cfs or larger). However, for the tributaries, small streams and
upper Four Mile Run segments, the model performance cannot be validated until local wet weather
flow data are collected.

Arlington County and Streams Tech personnel will walk along the key or questionable areas of the
stormwater network to identify potential problems and verify the connectivity and representation of

update the model.
Streams Tech will coordinate NVRC to set up meeting to provide a project update to the Technical
Advisory Committee (TAC).

The Legal Profession in Ireland is made up of two main divisions, Solicitors and Barristers.
The Profession and their practises have long been faced with recommendations for reform. The 1990
The Fair trade Commission Report into Restrictive Practises in the Legal Professions is one such
report giving recommendations for change and more recently The Competition Authority s 2006,
Study of Competition in Legal Services. The OECD has also in the past released disapproving reports
on the levels of competition within the profession. It is fair to say most of the pressure for reform
stems from outside the Legal Profession itself.

The bar as they are collectively known is not regulated by statute. This means that currently the Legal
profession in Ireland is currently largely self regulated.
When regarding Regulation of the profession, the 2006 Competition Authority s report summarises,
that they would like to see the introduction of an entirely independent statutory body entitled the Legal
Services Commission to provide external regulation to the profession, it explains that The Bar Council
and The Law Society are the representative bodies for Solicitors and Barristers, this status requires
them to lobby on their behalf of their members. A conflict is created as they are also for the most part
the soul regulators for the Professions. The Legal Services Commission proposed by The Competition
Authority suggestion still allows the representative bodies, some form of day to day regulatory
function but it would be a requirement that this function be held and operated completely separate
from their individual duties as a representative body.
With regard to regulation, the 2011 Legal Services Regulation Bill puts forward the establishment of
the Legal Services Regulatory Authority consisting of 11 members, appointed by the government. Its
aim, also to provide independent regulation separate from the professional bodies but it intends to

Should Welfare Subsidies be limited to only the Social Security System? Social programs for aiding
the needs of the U.S. population are called welfare subsidies. Federal social programs were first
proposed with Theodore Roosevelt s New Nationalism, and expanded during the Wilson, Roosevelt,
and Johnson Administrations. There are eighty three overlapping federal programs which vary in
eligibility requirements. They help provide food, shelter, healthcare, education and money to
American citizens. These services are provided through primary and secondary education, subsidies of
college education, pensions for eligible persons, subsidies for eligible low wage workers, subsidies for
housing, unemployment disability insurance, Supplemental Nutrition Assistance Program benefits,
subsidies for housing, and health insurance programs that cover public employees. The largest and
most prominent welfare subsidy is the Social Security Program and the second largest is Medicare.
Aside from Medicare and Social Security, Congress allocated $717 billion to welfare subsidies in
2010. That same year, states allocated $210 billion. The total allocations for Social Security and
Medicare were $1.3 trillion in 2013, which was 37% of the total Federal expenditure budget of $3.684
trillion. Aside from government welfare programs, private welfare is about 1.6 trillion, about ten
