Freedom of speech has central place in democratic societies. In the United States the First Amendment
protects free speech as essential right of its citizens. Other democracies, such as those in western
Europe also have free speech traditions, though none as extensive as the United States . But why
should speech be free? Speech should be free because it provides for a good government, promotes the
realization of truth, allows diversity to thrive, and is a straightforward legislative approach to speech.
Free speech allows the people to hold their government accountable via the free press. A condition of
a good government is freedom of information, and what has been called the right to know (Garton Ash
78), which is the responsibility of a free press to provide to the people, especially when the
government is not being transparent on its own. Without a press that is free to report on public
officials and the government s activity, both are able to go unchecked, at the expense of the people
they are supposed to serve. In addition to this, freedom to expose public figures activities must be
protected from frivolous accusations of libel because the ability to have a journalist accused of libel
for revealing the truth would [threaten] the informing purpose of the First Amendment (Lewis 51).
The United States embraced this idea when the Supreme Court case New York Times v. Sullivan
(1964) decision the court changed the standards that constitute libel to the statement must be false, as
