Business Continuity Plan
If only one transformer is available at Gen. Santos
Substation, SOCOTECO II will be requested to limit their
total load to only 85MW.
SOCOTECO II may also maximize their nomination with
Peakpower and ADGI so they can load an additional
50MW.
In this situation, 20MW of SOCOTECO II’s load will not be
supplied with power.

Long-Term Action Plan
A 100MVA will be installed in place of the previously
decommissioned T1. Estimated completion May 2019
A 100MVA Mobile Transformer is also scheduled to be
installed at Gen. Santos Substation. Estimated arrival
January 2019

Constraints
Reduce reliable capacity of 100MVA Power Transformer
5. It is registering high primary and secondary winding
temperature at 80% loading only.
Highest recorded is 119˚C, another 3˚C more will reach
the trip setting of the thermal protection.
If T5 is truly overheating, loss of life of transformer is also
accelerating. Eventually will result to failure of paper
insulation and tripping of transformer.
9. GENERAL SANTOS SUBSTATION
Mitigations
(Completed) MTD-B temporarily removed the trip signal of
the winding thermal protection with coordination from
manufacturer since the thermal sensor was suspected to
be defective.
(Proposed) reconfiguration of 69KV Bus to operate T4 &
T5 independently taking loads 95% and 65% of capacity
respectively (see next slide).
Conduct PMS of T5 on Sept. 22 for diagnostic testing and
correct any defect.
10. GENERAL SANTOS SUBSTATION
Business Continuity Plan
If Transformer no. 5 fail, SOCOTECO II will be requested
to limit their total load to only 85MW. 85MW will curtailed
however.
SOCOTECO II may maximize their nomination with
Peakpower and ADGI so they can load an additional
50MW thus reducing curtailment to 20MW.

Long-Term Action Plan
A 100MVA will be installed in place of the previously
decommissioned T1. Request P&E to fast-tract the project
to be competed much earlier than May 2019

Business Continuity Plan: Bypass 7Z-02CB04GSA by
connecting former transformer 2 overhead bus directly to
7BS01GSA.
16. TACURONG SUBSTATION
Constraints
A 100MVA Power Transformer T4 will be installed at
Tacurong Substation but cannot be utilized since 69kV
Bay High Voltage Equipment were not included in the
contract. T4 was supposed to be a replacement for T2 but
T2 is still currently fit for operation

Constraints
The Transformer Load at Kidapawan Substation is
already at 85.1%
Lack of N-1 contingency for Transformer T2 since T1 was
decommissioned due to a defective bushing based on
MTD-B’s test results.
Two 69kV Bushings of T2 needs to be replaced.
20. KIDAPAWAN SUBSTATION
Business Continuity Plan
If the remaining T2 of Kidapawan Substation will be
isolated, the load of Kidapawan Substation can be
temporarily shifted to Tacurong Substation.
However, during this situation, Kidapawan Substation
Customers will experience low system voltage.

To maintain reliability of Tacurong-Bagontapay 69kV Line,
40MW load must be maintained. Therefore, with an
existing load of Tacurong Substation which is 9MW,
Kidapawan Substation can only transfer 31MW out of
their 43.4MW load.
COTELCO (Main) has to implement load curtailment to
prevent overloading of the line and to improve system
voltage.

69kV Line, 40MW load must be maintained. Therefore,
with an existing load of Tacurong Substation which is
18.4MW, Sultan Kudarat Substation can only transfer
21.6MW out of their 57.3MW load.
Lamsan Power Corporation can supply 15MW while
CLPC’s Diesel Plant can generate 12MW.
