The purpose of this memorandum is to discuss leadership and development issues and
challenges within the 56th HBCT. I have identified 8 issues and challenges that currently plague
the unit and are having an adverse effect on it and our soldiers. Additionally, discussion will

Division required the DCO to be tasked out to
supervise MITTs that were in our battle space, made him the LNO to coalition forces and he was
also required to act as the BCT chief of staff. These various assignments throughout our AO
caused confusion amongst staff and soldiers on what the DCO s role actually was and what he
was responsible for. Allowing the DCO to function as deputy commander is vital to ensuring
that our unit command structure remains in place.
I was recently contacted by the brigade provost marshal and informed about an undocumented
report of a brigade sniper shooting and killing and Iraqi civilian. I was further informed that the
soldier who reported it to provost marshal had previously informed it to the Brigade S 2 but it
was not clear if any investigation had been done on this matter. The reporting soldier has also
threatened to take the story to the media if nothing is done. While this matter is currently being
investigated, I believe that the root cause of this problem was the lack of properly trained snipers
at the platoon level. While the MTOE authorized one per platoon, the operating environment
required more. This resulted in undertrained snipers being deployed. An increase in the number
of school trained and authorized snipers could have resolved this problem.

surgery. Humphrey Davy gathered that ether relieved pain in 1799, but the first use of ether as an
anaesthetic took place in 1842. Chloroform, cocaine and Novocain were also introduced as
anaesthetics. This major step forward aided with advancing surgery as the patient would not feel as
much pain when having their body sliced
