Rent control is a law that places a price ceiling on the amount of rent a landlord can charge a tenant.
People from middle and lower income brackets tend to benefit from rent control, while people from
the upper income brackets do not. The whole purpose as to why rent control exists is so that tenants
from the lower income groups are not exploited by greedy landlords through government intervention.
Landlords who own property in expensive cities like San Francisco are not able to charge market rates
of rent as that would displace many poor people. While rent control was created with good intentions
by the government, rent control is overall more harmful to the economy than good. Rent control goes
back to the days of World War I. During the years following the war, the United States was
experiencing a large shortage of housing. John W. Willis, author of the article Short History of Rent

minutes and took the lid off. The colour of the mixture was compared with the colour chart and the
phosphate content was recorded. Then the oxygen test was carried out. The meter was set for air and
the probe was placed in the air. His was set as 100%. The probe was then placed in the river and the
reading went down or up comparing its oxygen content with the oxygen in the air. Finally the
temperature of the water was measured. This was done using a thermometer.
At each sight we also noted down descriptions of the site e.g. the surrounding land use, the cleanliness
of the water, the depth and width of the river. This was done so that the pollution of the river could be
explained.
