This document discusses behavior-based safety and its three key elements: 1) human attributes, 2) work environment, and 3) behaviors. It emphasizes that most accidents are caused by human behavior, such as taking shortcuts or becoming complacent. A traditional safety program focuses on regulations and procedures, while a behavior-based program takes a bottom-up approach to address the root causes of unsafe behaviors.
