Min of I&B,GoI advised and facilitated every state to help Bollywood
and other feature film shootings. Various film shooting permissions
from various departments of State Government like, police, forest, ASI,
TSM, Sports Authority, CPWD etc. were required, which were time-
consuming as well as entailing cumbersome procedures.

As DTTDC was first to prepare and upload on website a ‘Film Shooting
Manual” MD DTTDC was nominated as Nodal Office for single window
clearance by Min of I&B GoI, Min of TSM GoI& Delhi Government.
Bollywood Film producers used to get all permissions in 5-6 months for
film shooting in Delhi. Creation of Single window system and
facilitation for Bollywood films was a success story, with procuring all
permissions within a month alongside other facilitations by authorities
which even resulted into acknowledging efforts of DTTDC.Films like
Ranjhana, Madras Café and PK etc. acknowledged role of DTTDC while
first two films even acknowledgedthe role of MD & CEO for
accelerating permissions.

INA concept because it had air-conditioned exhibition halls, space for
local products of National Artisans in 66 kiosks for showcasing
specimen of handloom and handicraft. Air-conditioned fine dining and
indoor food courts were created along with innovative Auditorium of
600 seating capacity beneath Open AirTheatre (OAT) was created with
the project cost of INR 20 Crore. The state-of-the-artAuditorium is also
allowed on hiring cultural programs in nearby areas. Total cos tof

An eco-resort was conceived by Civil Engineer and TSM officers of
DTTDC in a busy city like Delhi.A 350-metre-longoverbridgetype walk
made of wooden material and modern structure was created with
some shops (kiosks) food joint below the bridge. The future plan was
to clean Narafgarh drain water to make it fit for swimming, rafting and
kayaking. The project also had 12 air-conditioned cottages with pantry
and kitchen for stay of 12 families/ 24 persons in “home away home”
concept.This was a non-PPP Project though the idea was to handover
its operation by a private party with annual expenditure for cleaning
of drain water @ INR 12 Cr. per year and earn double this amount
through visits from Delhi local population and outsiders.

GTB Memorial Sound & Light Shows

A Guru Teg Bahadur Memorial was created at NH-1, SINGHU Border of
Delhi at a cost of INR 25 Cr. Guru Teg Bahadur (GTB) the 9th Guru of
Sikh religion belongs to Delhi. A horizontal projection with light and

sound show type arrangement with storytelling of GTB as “Hind
kiChadar” followed by “PanchTatwa” concept (Phoenix Bird Concept)
of 11 and 12 minutes each was conceived. Theinitial song was sung by
Daler Mehndi, followed by storytelling in the voice of Om Puri in Hindi
show and Kabir Bediin English show for 11 minutes. It was followed by
spectacular mixture of sound and light projection on horizontal area of
8 metresquare surface with 200 seating capacity outside the
projection area withtotal cost was about INR 10 Cr. The project was
awarded, operated and maintained by an Indian company in joint
venture with UK, a a first of its kind in India. While project was
completed in 8 months from date of preparing concept paper to
inauguration of show. The idea was to increase footfall of travelers of
all religions from Delhi and outside to get information about the 9th
Guru.

long Raja Garden flyover. Steps:

could be a large revenue generating project for DTTDC if given

 RFQ/RFP was floated and it attracted 5 bidders. The criterion
was based on QCBS with 30% weightage for highest bid.
 The project fetched 22% revenue sharing for DTTDC by private
partners. Approximate cost of PPP project was almost INR 10

 Garden of Five Senses- Five new gardens were conceived and
created during 2011-13 like Zen Garden, Herbal Garden, Spice
Garden, Bonzai Garden etc. A Labna Arch’ was constructed by
DTTDC through INTACH with funding coming from Mexico
Government (INR 2 Cr.)
 Hop-On -Hop-Off bus service which was started in IXth Common
Wealth Games, were Delhiites Tourists coming to Delhi. Efforts
were made to make PPP projects viable.
 Street Furniture – A revenue generating project with provision of
build quality toilets, kiosks etc. along routes of IXth Common
Wealth Games (2010) was started. Mainly hurdles were being
faced by the operators from various local authorities. All problems

were sorted out and the project is considered a success story for
providing Outdoor marketing and convenience services. The main
source of revenue for the operator was through advertisements
and publicity. The project currently fetches INR 2 crore to DTTDC.

Construction of Canopy Walkway in Andaman and Nicobar islands
under TRP scheme.
The following steps were followed:
 A concept paper was prepared and was found that it is a First-of-
its-kind project in India. Similar projects are executed in Costa Rica,
Mexico, USA other African countries and other countries having
‘Rainforest type of climate’.
 It was conceived as Non-PPP, fully funded by State project as the
project was non revenue generating project.
 Two sites were identified- one at ChidiyaTapu and the other at Mt
Harriet. At ChidiyaTapu, a canopy walk of 750 meters was
conceived with Paddock trees (which is supposed to be most
durable and extensively used in Buckingham Palace) as pillars at a
distance of 25 meters each. The whole path was to be created with
wooden material and steel ropes.
 RFQ/RFP were issued and finally, the project was awarded to an
agency which had consortium with USA (Atlanta) and an
experience of 10 years.
 To ensure its strength and security for the travelers walking on the
canopy, the project was sent for study by IIT Bombay academic
team.
 Though initially, Paddock wood was to be used in walkway
however, it was reported that there was a shortage of Paddock
wood for construction and a suitable alternative was being
considered.

 A concept paper was prepared and it was observed that Andaman
and Nicobar is fit for High-end, Low-volume tourist segment.

 In other parts of the world like Maldives, such Eco-resorts were
highly popular.
 4 scenic sites were identified like Havelock (near Radhanagar
beach), Neil island, Lalaji Bay island etc.
 RFQ/RFP were issued to 11 Government empanelled Transaction
advisors and finally, one of the transaction advisors was awarded
for all 4 eco resorts.
 As per feasibility study, only 3 sites were found fit for attracting
high-end tourists and hence, bidding process was prepared by the
Transaction advisor.
 Havelock and Neil island sites were awarded 2 different partners
while Lalaji Bay island was withdrawn due to changes in Coastal
Regulation Zone restrictions.Finally, 2 sites were developed.

 Under TRP scheme, A&N administration was required to
purchase 1 Helicopter with 100% subsidy at a cost of INR 30
crores. Subsequently, it was observed that the operating cost
of helicopter is very high as 3 helicopters were already in
operation in A&N.
 Keeping in view, high demand of tourists, a ‘Sea Plane’ concept
was developed instead of purchasing Helicopter outrightly.
 Pawan Hans helicopters were approached to explore the
possibility of bringing Sea plane for the first time in India on
Wet lease method.
 Finally, first sea plane in India was started for ferrying tourists
from Port Blair to Havelock and Diglipur area. It was a success
story in civil aviation sector in India.

 An architect was separately engaged for the same.
 After a comprehensive study, it was found that the
refurbishment of the resort will require INR 27 crore to make
it State-of-the-art project.
 Though Planning Commission objected to the idea, MoT
approved the project for the enhanced amount.
 This is one-of-a-kind of Eco-resort under the control of A&N
admin (non PPP) which attracts domestic and foreign tourists.

Sound and Light show at Ross Island
 Under TRP scheme, this project was given to ITDC (under MoT)
on nomination basis.
 Ross Island near Port Blair was identified as a site.
 Since it was under Navy command and NOC was procured with
undertaking that Navy operations will be continued in nearby
areas.
 After study of the project, a world class sound and light show
was conceived and now in operation in Ross island.
 This is second light and sound show in A&N apart from Light
and sound show in Cellular jail.

Two camps with 20 Luxury cottages each costing INR 1 crore each with
50% subsidy.
 Under TRP scheme
 Due to shortage of Revenue land, these cottages were to be
developed in the existing resort near ChidiyaTapu and at Smith
island/Cinque island/Rutland etc depending upon the
availability of land.
 Finally, only one site near ChidiyaTapu was identified which
needed an extension of 20 Luxury cottages in the existing Eco-
resort.
 RFQ/RFP were issued to 11 Government empanelled
Transaction advisors and finally, one of the transaction
advisors was awarded for the project.

Development of New sites

 Out of 50 sites in 15 islands, Tourism department identified 39
sites with very good, good and average beaches where
tourism can be developed in the future. In the first phase, 4
sites ie. Bharatpur, Radhanagar, Lalaji Bay and Hut bay were
to be developed under PPP mode.
 Tourism department also planned to develop rest of the 34
sites near beaches having Eco-huts, change rooms, toilets and
garbage bins under Camp sites scheme of GoI. A model was
prepared with the help of a group comprising of Civil Engineer,
Architect, representative of Tourism and Forest department
and other experts.
 Since the land at these sites belonged to Forest Department,
so, the matter was being taken up with the Forest Department
for allowing utilization of land.

 Represented National Broadcaster i.e. Prasar Bharati, India on
WIPO Broadcasting Treaty matters at international level in South
Korea & Brunei.
Compiled 3 books, namely:
(a) Handling of court cases
(b) Prasar Bharati Case Digest
(c) “Work Allocation Order” for all Doordarshan officers.
Both (a) & (b) became reference book for Prasar Bharati officials

 Developed “Capacity Building” amongst Open School learners for

 Participated in various international events on Tourism & Travel
like WTM London (UK), ITB Berlin (Germany), Geneva Tourism
festival (Switzerland), Council for Promotion of Tourism in Asia
(CPTA) as its Vice President held at Hanoi (Vietnam).
 Represented Prasar Bharati, India on WIPO Broadcasting Treaty in
South Korea & Brunei.
 Plenary session speaker and Chairman of Technical sessions in
international conferences organized by Indian Tourism and
Hospitality Congress (ITHC) in collaboration with Tourism
Departments of Universities in Bali (Indonesia) and Manila
(Philippines)
Publications  ‘Employment generation and Skill Development’ Report from the
Working Group of Ministers, October 2020: Travel and Tourism
sector- Secretary, Govt of India as Convener of Above Working
group of ministers had requested the undersigned to be an
Expert to give recommendations for Employment generation and
Skill Development for Travel and Tourism Sector. My

recommendations were incorporated in the Report, which was
submitted and published as a part of the main document in
October 2020 and was presented before Hon’ble Prime Minister
of India.
 Academic work taken up along with Co-authoring a Book ‘Indian
BnBs: An Emerging Disruptor in Hospitality Sector’ which was
finally published in early 2018.
This book id adopted as Referral Book for Tourism and Hospitality
courses in four Universities so far, namely, Ambedker Univ., Jamia
Millia Islamia Univ., Jammu State Univ. and IITTM (An Institution
of National Interest under Min. of Tourism, GoI.)
 Ph.D. Thesis on: “Role of Bed & Breakfast Scheme in development
of Tourism in Delhi”.
 Published more than 10 research articles on Tourism which were
published in various ISSN Journals /ISBN Books
 Besides above, Published 12 Articles in various Tourism Journals,
