Let’s Use the Ocean to Rescue Humanity from Global Warming. In some parts of the world, temperatures are now testing the limits of human survivability. While governments and industry work to cut carbon emissions and suck CO2 out of the atmosphere, we need an action plan to save the people who don’t have time to wait. This is the moonshot plan Rob Tiffany proposed to DARPA in 2022 to help rescue the people most affected by climate change.

5. Safe nuclear reactors give
submarines decades of
propulsion and electricity
to power lights,
navigation, air circulation,
computers, music,
heaters, TVs, and
communications.

around since we launched
the USS Nautilus back in
1954.

7. Submarines ingest
seawater and use
distillation heat to create
water vapor, remove salts,
and collect the remaining
freshwater to drink,
shower, cook, and cool
electronic equipment
with.

8. Submarines use
electrolysis to split the
H2O molecules of our
newly collected freshwater
to give us oxygen to
breathe.

9. CO2 scrubbers onboard
a submarine use sodium
hydroxide and calcium
hydroxide to trap carbon
dioxide and remove it
from the air.

10. The excess moisture humans
create when they exhale is
removed by dehumidifiers to
prevent condensation on
equipment and various
surfaces.

11. Our only limitation on the
submarine is the food we
bring with us from the
surface. Our spaceships face
this same limitation.
In “Twenty Thousand
Leagues Under the Sea,”
Jules Verne gave us a
glimpse of farming the sea
floor, and now this is
becoming a reality both in
self-contained hydroponic
pods and indoor vertical
farming.

12. People want to stay connected with each other and that’s where
the undersea Internet plays a role. Most of the global Internet
already runs across the ocean floor via fiber optic cables that we
can tap into.

13. Action Required: Let’s build
underwater habitats using
existing, proven
technology. Millions of
people, livestock, and
crops around the world are
living in extreme heat and
are running short of
freshwater.
Remember, when crops
and livestock die from heat
and/or lack of water, the
game is up for humans
too.

14. We can kickstart this
program by using
current Los Angeles
class submarines
scheduled for
decommissioning.
Instead of
disassembling these
submarines and their
reactors, lets repurpose
them to conduct trails
of this concept.
