Reliant Testing Engineers, Inc. can assist your team in all phases of your project -
from concept to design through construction.
Our depth and breadth of experience, information, and data gathered over the years
allows us to provide a broad scope of services ranging from Environmental and
Geotechnical Engineering during site selection and design, Deputy Inspection,
Roofing and Waterproofing Observation and Soil & Materials Laboratory Testing
during construction, to performing Forensic Analysis and Expert Witness testimony
should a construction defect arise.
After more than 28 years in the construction industry, President/CEO, Ms. Denise
DeGroff, saw a true need for a more quality based, client focused approach to
providing Engineering and Testing services. Dr. Sanjay Govil, RCE, GE was part
owner of a large Geotechnical firm, and yearned to develop a company where the
Principals provided personalized client services. As a result, Ms. DeGroff and Dr.
Govil partnered to form Reliant Testing Engineers, Inc. (Reliant) in early 2004.
Reliant’s key staff members have over 80 years of combined experience in
performing Geotechnical Engineering, Materials Testing & Special Deputy Inspection
services in the Southern California Area.

QUALITY ASSURANCE
Field Services
Reliant’s field services include, but are not limited to; geotechnical observation
ICC/DSA/OSHPD/CWI certified for deputy inspection of all structural components,
non-destructive testing (UT/MP/DP) of welded components, Ground Penetrating
Radar (GPR), floor flatness surveys, fireproofing adhesion and cohesion, pull testing
of ceiling wire hangers and other building components, testing of epoxy anchors and
wedge anchors, roofing and waterproofing consulting and inspections, and NACE
coatings inspections. In addition to structural inspectors we have inspection staff
certified to perform as DSA IOR’s, OSHPD IOR’s and Building Inspectors. Our
project expertise includes construction of commercial, industrial, residential, retail,
DSA, OSHPD, and public works projects.
Engineering Services
In addition to our highly competent field inspectors, Reliant’s registered geotechnical
and professional engineers support field inspection and materials testing services.
Our engineering staff provides geotechnical engineering from design through
construction, materials engineering oversight of pull testing, review of welding
procedure specifications, review of concrete mix designs, preconstruction field and
laboratory evaluation of concrete mix designs, including trial batches, special
laboratory and field testing of concrete; testing of cement, aggregates and chemical
admixtures for concrete. Reliant’s engineering staff is versed in all types of
innovative and non-typical testing, construction materials research and development,
failure investigations and special projects.
Laboratory Services
Reliant provides laboratory-testing services that meet ASTM, CCRL, AMRL, ASHTO,
City of Los Angeles, City of San Diego, DSA and Caltrans procedures. All of
Reliant’s equipment is calibrated and certified to meet or exceed the highest industry
standards. Our certified laboratory technicians are experienced in performing all
testing related to geotechnical design, geotechnical and structural field inspections,
concrete trial batches, and forensic evaluations. Our engineering and laboratory staff
have designed innovative tests to assist with specific project requirements, including
historical buildings.
The Cement and Concrete Reference Laboratory (CCRL), DSA and AMRL certify
Reliant through biannual audits of our laboratory and staff. We participate in the
AMRL and CCRL sample proficiency programs, which rate our test results to other
laboratories throughout the United States. Reliant has received high ratings for each
audit and review. This intense evaluation of our test procedures assures our clients of
the integrity and accuracy of our testing equipment, procedures, and staff. In
addition to our in house laboratory, Reliant can provide fully equipped on-site
laboratories for large-scale projects.

5. Laboratory Certifications
INSURING QUALITY TEST RESULTS
The results of a laboratory test are only as valid as the procedure used to run it. As
a result, City and Governmental Agencies often require materials laboratories to hold
certain certifications and/or participate in industry accreditation programs. These
programs test the competency of a testing laboratory and its staff to CORRECTLY
perform laboratory testing per the required test methods. They also insure
procedures and calibrated equipment are kept up to date.
Reliant’s Materials Testing Laboratories are certified by AASHTO, AMRL, the Cities
of Los Angeles, San Diego, and Long Beach, The Division of the State Architect
(DSA) and Cal Trans. We are also accredited by the Concrete Cement Reference
Laboratory (CCRL) and participate in the CCRL and American Materials Reference
Laboratory (AMRL) reference sample program.
6. Approach
ON TIME AND WITHIN BUDGET
PROJECT APPROACH
Work Management Plan
Inspectors and Technicians are assigned to provide inspection during the various
phases of construction on an as needed basis. After a review of the project scope
and our experience on similar projects, we anticipate the number and type of
inspectors needed. We understand that this can fluctuate during the life of the
project. The lead inspector would be assigned to the project throughout the
construction period to maintain continuity. Reliant is committed to providing
technicians and inspectors who are not only highly trained and competent, but are
also multi-licensed, enhancing the ability to provide a cost effective service.
Additional inspectors are assigned to support the lead inspector as needed during
peak construction activity. Individual structural steel and welding inspectors may be
required for shop fabrication and onsite erection, bolting and welding. In addition, the
lead inspector may require support staff during large concrete pours, exceeding 300
cubic yards per day, or when multiple tasks are being performed at the same time.
Laboratory tests will be required on the materials used in each stage of construction.
Our onsite inspection team will obtain the required samples during the execution of
the inspection duties. Samples are delivered to the laboratory and tested as
required by the governing documents.
Project Management Plan
Reliant responds to our client's field inspection and testing needs by planning and
assigning a management team tailored to meet the specific requirements of each
project. To accomplish this goal, the project manager, who is assigned during the
proposal preparation, is responsible for the day-to-day project management and for
estimating, coordinating, scheduling, and meeting budget requirements. In addition,
the project manger assembles a project team made up of staff members and/or
consultants who are the most qualified to meet the project requirements. The project
manager is the team member who insures that the client and other consultants are
informed of all pertinent issues during the duration of the project.
Budget
The Reliant Project Manager and Project Engineer work closely with the entire
construction team toward the common goal of an “On Time” and “On Budget” project.
Reliant provides a line item cost to date recap with every invoice, and written
notification when the project cost reaches 75% of the original fee estimate.
Reliant believes we are an integral part of the project team. Qualified personnel
attend project meetings as necessary, especially during those critical phases of
construction requiring more stringent oversight from a quality control prospective.

ON TIME AND WITHIN BUDGET
PROJECT APPROACH
Accuracy
All test and inspection reports are accurate
and timely. This data is reviewed and confirmed
by the Reliant project manager and engineer,
then forwarded to the project team. A project
cost recap is compiled and submitted with each
invoice, this enables the testing and inspection
progress and costs to be easily and accurately
tracked.
Client Reporting
Reliant understands your need for
accurate and timely reports. Our estimated
project fee includes the issuance, review and
distribution of all daily inspection, testing and
final compliance reports. Field reports are
left in the field office daily. Fabrication reports can be faxed or emailed to the project
site on a daily basis. Reliant’s staff will distribute reports to your entire project team
via USPS or email on a weekly, bi-monthly, or monthly basis. Reliant will tailor our
distribution to your project requirements. In addition, initial compression results will be
faxed or emailed to your project site within 24 hours. Reliant will provide a final
report of compliance upon completion of the project. Your report will consist of a
bound hard copy and CD of all daily field reports, final test reports, and final letters of
compliance signed and stamped by our principal registered engineer.
Scheduling
Reliant is staffed with over 80 employees, technicians and special inspectors. Not
only have we NEVER let a project go un-covered, but can frequently cover last
minute requests to keep the project on schedule. Our staff understands the
frustrations of schedule delays due to a needed inspection or test result. To better
accommodate our clients needs, Reliant provides a 24/7 emergency dispatch line.
Safety Record and Safety Training
The goal at every construction site is a safe and injury free environment. Reliant is a
safety-oriented company, and maintains an excellent safety record. Reliant’s
principals and staff recognize that the diversity of projects and work conditions vary
from site to site. Reliant relies upon our hands-on training programs and their
application to each situation. Reliant’s employees attend your tailgate safety
meetings, and are to act in a safe manner at all times. To achieve our goal of
preventing accidents and providing a safe work environment all employees must be
safety conscious.

inspection requests. Following is a brief summary of each key team member.
PRINCIPALS
Denise DeGroff
President
Ms. DeGroff has more than 28 years' experience in both the private and public sectors of the
construction industry. She has worked in project management, field supervision and senior corporate
management. Ms. DeGoff is well versed in providing support and review of project correspondence
and field reports for compliance with project plans, specifications, the California Building Code (Title
24), and the Uniform Building Code. Ms. DeGroff has both a strong practical background in this very
technical field, as well as a sharp focus on client relationship management. This unique blend of skills
has resulted in Reliant’s very loyal client base. In addition to overall operational responsibilities of the
firm, she leads the company's growth initiative.
Ms. DeGroff is an active member of ACI, NAIOP, SMPS (former board member) and The California
Council of Testing and Inspection Agencies. She is a certified ACI Field Technician, Nuclear Density
and Moisture Operator, and Radiation Safety Officer.
Ms. DeGroff also leads Reliant’s focus on giving back to the community. Reliant’s involvement
reaches from pro bono services for fire training facilities, Habitat for Humanity, and Project Mercy in
Baja California, Mexico to fund raising for Breast Cancer Research, The Orange County Child Abuse
Services Team, Freedom Writers and Big Brothers, Big Sisters of Orange County.
Dr. Sanjay Govil, RCE, GE
Principal Professional Engineer & Principal Geotechnical Engineer
Dr. Govil has over 30 years of teaching, research and consulting experience in geotechnical and
material engineering. He has managed and participated in various types of engineering projects in
Southern California including geotechnical investigation and materials inspection for office, industrial,
retail, airports, water treatment plants, schools, hospitals, planned communities, mass-graded flat-land
and hillside residential projects, microwave towers, road and pavement design, distressed properties,
public works and recreational facilities.
Dr. Govil has extensive experience in engineering analysis of collapsible soils, expansive soils and soft
clays. He has been engaged in static and seismic slope stability of cut, fill and distressed slopes and
stabilization of slopes and landslides using buttresses, soil nailing, soil anchors and rock bolting. His
experience also includes design of shallow, deep and machine foundations, conventional and
segmental retaining walls, tieback walls, road and railroad bridge foundations and geotechnical
instrumentation and monitoring and material testing. Dr. Govil has been involved in ground
improvement studies using wick drains, pre-loading and pressure grouting. Dr. Govil has experience in
seismic risk analysis, site specific response spectra, deformation analysis and liquefaction studies He
has designed specialty testing for historic buildings for seismic and structural design analysis, as well
as special proof load tests for OSHPD projects. Dr. Govil has also worked as an expert witness on
several projects involving construction defects.

Zaher J. Yazeji, RCE
Senior Project Engineer – Geotechnical and Materials
Mr. Yazeji has over 15 years of practical experience in the field of materials testing and geotechnical
engineering. Mr. Yazeji provides overview and insight for residential, commercial and public works
projects. He has successfully utilized his skills during all phases of geotechnical engineering and
materials testing and inspection, from the planning and proposal stage through the construction phase.
Mr. Yazeji works closely with the owner and his design team.
His projects include universities, hospitals, roadways, institutional and correctional facilities, faults
investigations, and numerous public, commercial, and residential developments.

Lyle Smith, ICC Master of Inspection
Field Operations Manager - Materials
Mr. Smith has over 30 years experience in deputy inspection and construction management, and holds
all the applicable certifications. Mr. Smith oversees up to 75 field inspectors.
His duties include day-to-day management and quality control of the field inspection staff, overseeing
continuing education, and certification compliance. Mr. Smith reviews all inspection reports and
assures the project inspections are performed to the applicable codes and standards
Stephen Sequeira
Corporate Level III, Non Destructive Testing
Mr. Sequeira brings over 20 years of direct field experience as an inspector and NDT Technician. He
has over 8 years in management of operations, and holds a BA in Business Administration.
Mr. Sequeira provides project management oversight, implements our in-house training and
certification program in GPR, non-destructive testing for ultrasonic and magnetic particle, and dye
penetrant testing per AWS D1.1, and ASME code related practices.
William Dyer
Materials Laboratory Manager
Mr. Dyer has over 20 years experience in the field of material testing, and holds an AA in Business
Administration. Mr. Dyer holds certifications from various agencies such as CCRL, ACI, NCMA, DSA
and Hilti.
His duties include the maintenance and management of Reliant’s materials testing Quality Systems
Program, overseeing the CCRL Proficiency Sample program and all of Reliant’s laboratory
certifications such as CCRL, DSA, and the Cities of San Diego,Long Beach and Los Angeles.
Robert Jones
Dispatch/Reports
Mr. Jones coordinates Reliant’s dispatch, reporting and overall field operations. Mr. Jones holds
certifications for Laboratory technician, deputy inspection, Hilti and soils technician. He brings
exceptional customer service skills and tremendous experience in coordination and organization to the
Reliant team.

Fred Aflakian, RG, C.E.G.
Certified Engineering Geologist
Mr. Aflakian’s experience spans over 21 years in engineering geology and covers a wide variety of
projects. He has extensive experience in all aspects of engineering geology including: water resource
projects, residential and commercial development public works and municipality consultation. His
project experience includes preliminary subsurface investigations related to landslides ,fault study, site
seismic analysis, rock hardness, liquefaction evaluation, distress investigation and evaluation.
Andrew Stone, RG, C.E.G.
Certified Engineering Geologist
Mr. Stone’s experience spans over 22 years of engineering geology and project management and
covers a wide variety of engineering geology projects. He has worked successfully for and with
industrial, residential and commercial developers, master community planners, design engineers and
governmental agencies His project experience includes a well-rounded mix of project management,
supervision of both office and field staff and extensive “hands-on” field work. Mr. Stone’s current work
as a certified engineering geologist includes subsurface investigations, fault studies and an on-going
coastal bluff restoration project.
Rafael Gutierrez
Staff Engineer
Mr. Gutierrez has over 25 years experience performing geotechnical field investigation, engineering
analysis, observation of grading operations, and laboratory tests on numerous projects. He holds a
Bachelor of Science in Civil Engineering from Mexico City.
Mr. Gutierrez’s daily responsibilities include logging borings, engineering analysis and report
preparation, laboratory soil testing and field observation.
Ron Ostendorf
Soils Field Operations Manager
Mr. Ostendorf has over 20 years experience performing inspection of grading operations, asphalt
laydown, batch plant inspection, pile installation, shoring and other specialized projects. He has
extensive experience in all aspects of residential and commercial development, publics work projects
and municipality consultation.
His duties include day-to-day management and quality control of the field inspection staff, overseeing
continuing education, and certification compliance and is our acting RSO for nuclear gauge
management. Mr. Ostendorf reviews all inspection reports and assures the project inspections are
performed to the applicable codes and standards.
Boone Duraumal
Soils Laboratory Manager
Mr. Duraumal has over 9 years of geotechnical laboratory and field experience. He has worked on a
wide variety of geotechnical projects throughout all of Southern California. His experience includes
post-grading services, utility construction, street improvements, and onsite improvements. Mr.
Duraumal has managed geotechnical laboratory programs including testing of geotechnical
investigations for large scale projects including public works and transportation.
His duties include the maintenance and management of Reliant’s geotechnical laboratory’s correlation
testing programs for the various regulatory agencies such as ASHTO, AMRL, DSA, and the Cities of
San Diego,Long Beach and Los Angeles.

15. GROUND WATER REPLENISHMENT SYSTEM

ORANGE COUNTY WATER DISTRICT
The Groundwater Replenishment (GWR) System is a jointly funded project of the
Orange County Water District (OCWD) and Orange County Sanitation District
(OCSD) with OCWD as the lead or constructing agency. The GWR System is a water
supply project designed to ultimately reuse approximately 140,000 acre-feet per
year (afy) of advanced treated wastewater (recycled water). The GWR System will
supplement existing water supplies by providing a new, reliable, high-quality
source of water to recharge the Orange County Groundwater Basin (the Basin)
and protect the Basin from further degradation due to seawater intrusion. It will
also postpone the need for OCSD to construct a new ocean outfall by treating
excess storm flows.

The GWR System is comprised of three major components: (1) Advanced Water

16. CALIFORNIA SCIENCE CENTER EXPANSION

CALIFORNIA SCIENCE CENTER FOUNDATION
The $196 Million, World of Ecology, expansion project includes the construction of
a four story concrete building consisting of approximately 170,000 square feet,
with two (2) floors of “shelled” office space and two (2) floors of museum
exhibitry space and a partial basement. The exhibitry space will include the
construction an 188,000 gallon “Kelp Forest Tank” including live and decorative
Kelp and other marine creatures. Housing for animals will be constructed within
the confines of the Project.
The project will double the amount of exhibit space available. The design team
includes award-winning architectural firms and live-habitat designers,
interactive-exhibit designers, and the managers, curators, researchers and Owner/Client
writers of the Science Center. The interaction of designers and science educators California Science Center

17. CIVIC CENTER LIBRARY

The new $27 Million Alhambra library comprises a total floor area of 45,000 sq. ft.
and a two-level underground parking garage with approximately 240 spaces.
Service areas will feature unique design elements to clearly identify where you
are with specially-designed portals for each section. These will include areas for
young children, teens, and adults, as well as a Literacy center and space devoted
to the International Language collection. Each area will include its own seating,
shelving, computers and study rooms, as well as reference and other collections.
A spacious multi-purpose room, designed for library programs, public activities
and meetings will be available; with its attached kitchen and independent, outside
access doors, the room can be used "after hours." Another exciting element
described by the architect is an outdoor patio reading area off the second floor Owner/Client
service area. Following a trend more typically found in bookstore than in libraries, City of Alhambra
readers may be able to purchase a cup of coffee at an onsite beverage kiosk.

18. WOMANS CENTER & ER EXPANSION (OSHPD)
Project
UNIVERSAL HEALTH SERVICES
The 72,000-square-foot expansion of the Women's Center emergency room at
Rancho Springs Medical Center consisted of one two-story, cast-in-place
concrete building with stud framing, plaster exteriors, and punched windows.
The structure is supported with 9000 psi gravity columns and 5000 psi concrete
decks with no cold joints. Placing the 9,000-psi concrete posed a significant
challenge to the McCarthy team because it cures much faster than the 5,000-psi
mix being used for the decks. To bring together the different concrete mix
designs, the concrete crew had to carefully coordinate and time the delivery of
the 9000-psi mix design so that the two mixes could be blended where the
concrete deck and columns join. McCarthy constructed mock-ups of the column- Owner/Client

known as Pacifica Towers. The towers will feature 628,154 square feet of office space
and an adjacent five-story 700,000 square foot parking structure. The new towers
feature people-oriented park-like spaces, extensively and attractively landscaped, with
Ficus trees, Date Palms and Evergreens.

materials testing during the construction of the three-level, 375,000-square-foot
parking structure on Newport Center Drive north of the Atrium Court Building on
the northeast corner of the Fashion Island Mall.
Obstacles for the 3-level, 1,081-space project include limited site access and the
need to minimize impact to the world-class shopping and dining establishments
immediately surrounding the project.

The BaccHus Office Park is a BaccHus Development of Irvine development which
offers thirty-nine buildings on a 22 acre site at the corner of Irvine Center Drive
and Bake Parkway in Irvine.
The office park consists of 39 single and two-story office buildings and two multi-
tenant office buildings, which include 42 units totaling 331,094 sq. ft. The area is
zoned for office space and is for sale to multiple buyers. The exterior shell
consists of burnished block, which gives the buildings a smooth block face and a
sharp look. Also, each building in Bacchus Office Park will boast an individual,
signature interior layout based on the buyer's specifications.
