HIGHLIGHTS & SYNOPSIS:
In Texas, four member colleges—Paul Quinn College, Huston-Tillotson College, Jarvis Christian
College and Wiley College—received $8.3 million from UNCF. With their share of the technology funds,
Huston-Tillotson purchased and implemented a state of the art, voice-over IP (VoIP) solution.
Furthermore, the college also implemented a wireless Local Area Network (LAN) which spans the
entire campus;
In Florida, where UNCF has three member colleges—Bethune-Cookman College, Edward Waters
College, and Florida Memorial College—UNCF provided $6.6 million in technology funds. One example
of the use of the funds is that Bethune-Cookman established a quality infrastructure for storage and
distribution of applications and data;
In North Carolina, six member colleges and universities—Johnson C. Smith University, Shaw
University, St. Augustine's College, Barber Scotia College, Bennett College and Livingstone College
received $13.7 million in technology investment from the UNCF. With its portion of the funds, Johnson
C. Smith University developed a print solution and a robust e-mail system;

for teaching and student exercises;
In Tennessee, three UNCF institutions—Fisk University, Lane College and LeMoyne-Owen College—
received a total investment of $6.0 million. Fisk University installed computers in the dorms, improved
its web site and enhanced networking capabilities;
In Alabama, five UNCF member institutions, Miles College, Oakwood College, Stillman College,
Talladega College, and Tuskegee University, received $12.5 million in funding for technology. Tuskegee
University wired its entire campus, enabling it to provide access to students and faculty campus-wide;

" This is a Letter of Recommendation for Mr. Preston Williams III. I had the pleasure of working directly
with Preston when he was the Chief Information Officer at Langston University. Preston is an
outstanding and gifted individual and I was able to witness first hand, many of his skills and leadership
qualities. I would like to provide some examples of these:
Leadership. Preston was able to effectively “lead” the technology aspects of the CoIT Group – a
collection of 38 Universities and Colleges in OK. Through his insight and aptitude to understand the
evolving landscape he was given the leadership role to assemble the group, introduce novel
technologies and suggest where these would fit into everyday use. He was able to then translate these
key learnings and was able to transfer this knowledge to the highest levels at the Chancellor Office of
Education in OK.
Communication Skills: Preston’s communication skills are amongst some of the highest I have
witnessed. On multiple occasions I was able to watch Preston effectively take complex subject matter
and translate this into understandable bites resulting in clear, effective next steps and results with
various groups.
Technical Expertise: Very skilled in the art of technology and most importantly its practical application.
In my opinion very few people with technical backgrounds can talk effectively to both the CEO, and
CTO levels effectively – Preston is highly skilled in this area.

Integrity: One of the areas I feel very strong about is a person’s integrity. The ability to deliver what
you say you can in a timely fashion is a key ingredient for success. I have first-hand knowledge of this

" I have known Mr. Preston Williams III since 2006. During this time, I have been impressed by his in
depth understanding of the human condition on so many different levels. I believe that his exposure to
different cultures encountered through living and working abroad has shaped his understanding of
people and their outlook on life.
He has a deep appreciation and respect for his fellow human beings and has shown his willingness to
make sacrifices to uplift the desperate and downtrodden. As an educator, I have had numerous
discussions with Mr. Williams regarding the plight of the less educated and less fortunate in our
society. We discussed the impact of the UNCF Technology Enhancement Campaign Project on the lives
of students attending the thirty-nine Historically Black Colleges and Universities (HBCUs) which
participated in the program, their families and their communities. Mr. Williams was happy to share his
experiences as Project Executive with IBM Global Services during the 2 ½ years that it took to fully
implement this project.
So it was with great pride and joy when I learned that Mr. Williams was making the sacrifice to leave
the social amenities of a cosmopolitan lifestyle in New Jersey and relocate to rural Oklahoma in order
to take the position of CIO – Chief Information Officer at a struggling state-supported HBCU in
Langston, Oklahoma.

As a friend and colleague, I watched him work tirelessly to ensure that his division would meet and
exceed the requirements for accreditation by the North Central Higher Learning Commission. That feat
accomplished, I listened to his excitement in changing the statewide and national perception of the
rural university. His willingness to go to whatever degree was necessary and appropriate to ensure the
creation of a technologically sound and student-centric environment was clear in the projects and
initiatives which he undertook. I was pleased to hear about his work with the Oklahoma State Board of
Regents and his role as a member of the Oklahoma State Council on Information Technology.
He worked with the university’s leadership to introduce online registration, a wireless network
environment, online transaction processing and a new web site to transform the institution and
engage the community of scholars. These are important issues which need to be addressed in order to
create a robust and engaged student population. These are incentives which attract and retain
students in a contemporary learning environment.
I am pleased to see that he has taken the knowledge acquired while working with such major
companies as Price Waterhouse, Dun & Bradstreet and IBM to serve an underserved community of
