"I have known Preston for over thirty years during which time I have come to watch a young man aggressively
pursue several academic programs, mastering each one as he continued to attain his ambitions to become a
knowledgeable and capable professional. I watched his career as he became a valuable member of several
major corporations including Price Waterhouse, Andersen Consulting, IBM and then establishing his own
     company, GBC.

As a close friend and business associate, I had the opportunity to work with Preston on a number of business
opportunities over the years including a Learning Management System Assessment & Selection project with a
state Board of Regents and an ERP solution with a north-eastern university. The engagements gave me an
opportunity to experience and appreciate his integrity, intellect and professionalism. I was quite impressed
with his leadership, knowledge and professionalism. Preston has accomplished a number of milestones during

"I first met Preston Williams III in 1999 at a customer appreciation seminar. At the time he was a Project
Executive with IBM Global Services and I was an enterprise Solutions Manager at an IBM client. In 2002
Preston called to offer me an opportunity with a startup company, GBC® – General Business Consultants, Inc. I
found the business plan quite enticing and made a leap of faith to join the firm as Associate Partner for Small
& Medium Business Solutions. Over the next couple of years, I watched as he established new service lines
and negotiated recapitalization financing. He later established the Global Services Division and created
satellite offices in the Republic of Liberia, Kenya and Uganda. I was even more excited when he offered me the
opportunity to take on the helm of leadership as Managing Partner for the firm while he transitioned to the
role of Senior Partner and Chief Information Officer.

During these past several years I have come to appreciate his sense of teamwork which is a driving force for
who we are and the mission of our firm. I respect his integrity, his understanding of the needs of our clients
and his flexibility to directly engage with clients. Preston is a visionary. His perception of the world community
is quite engaging and challenging. I appreciate his guidance as Chairman of the GBC Board of Directors and his
willingness to provide advice and direction without being disruptive or intrusive. He has been a colleague,
friend, and mentor and I continue to be impressed with his leadership as a veteran Senior Partner and CIO in
     the company he founded."

Preston Williams III
                                      Recommendations / Endorsements

" This letter is my personal recommendation for Preston Williams. I met Mr. Williams, August 2006 through
our employment at Langston University. He was the Chief Information Officer at Langston University and I was
an Assistant Professor with the university. He was the first Chief Information Officer a the the university and
he quickly defined this role. He understood the limited resources of the university, but he did not allow those
     limitations to deter his efforts.

I found him focused and result oriented. During Mr., Williams’ tenure he successfully managed the technology
aspect of the university during an on site accreditation assessment. He successfully developed a new web site
for Langston University. He provided technical support for three campuses, the main campus in Langston,
Oklahoma and two satellite campuses, Oklahoma City and Tulsa. He introduced online enrollment to the
university community. This program was long overdue and very well received by the students and faculty.

Mr. Williams is a strong leader with the ability to work well with others. He worked diligently to address the
issues raised by all the stakeholders. Mr. Williams personally met with all the departments on campus to
assess the needs and provide relevant solutions. He also talked with the students about the needs of the
students. He seamlessly communicated with faculty, students and the administration.

He was a valuable asset to the university community. He meticulously laid the foundation for future growth at
Langston University and his presence is memorialize by his accomplishments. I highly recommend Mr.
     Williams. "

Preston Williams III
                                    Recommendations / Endorsements

" This is a Letter of Recommendation for Mr. Preston Williams III. I had the pleasure of working directly
with Preston when he was the Chief Information Officer at Langston University. Preston is an
outstanding and gifted individual and I was able to witness first hand, many of his skills and leadership
qualities. I would like to provide some examples of these:

Leadership. Preston was able to effectively “lead” the technology aspects of the CoIT Group – a
collection of 38 Universities and Colleges in OK. Through his insight and aptitude to understand the
evolving landscape he was given the leadership role to assemble the group, introduce novel
technologies and suggest where these would fit into everyday use. He was able to then translate these
key learnings and was able to transfer this knowledge to the highest levels at the Chancellor Office of
     Education in OK.

Communication Skills: Preston’s communication skills are amongst some of the highest I have
witnessed. On multiple occasions I was able to watch Preston effectively take complex subject matter
and translate this into understandable bites resulting in clear, effective next steps and results with
     various groups.

Technical Expertise: Very skilled in the art of technology and most importantly its practical application.
In my opinion very few people with technical backgrounds can talk effectively to both the CEO, and
CTO levels effectively – Preston is highly skilled in this area.
Preston Williams III
                                     Recommendations / Endorsements

Results Oriented: Preston demonstrates this skill every day. He was able to explain the vision and then
define all the next steps and timing to make things happen. This was evidenced in him setting up
meetings, being asked to join on advisory boards, conducting pilot projects, etc. He shared his resume’
with me and it speaks volumes of his skill level as a results driven executive.

Integrity: One of the areas I feel very strong about is a person’s integrity. The ability to deliver what
you say you can in a timely fashion is a key ingredient for success. I have first-hand knowledge of this
with Preston as he set up and delivered on all the agenda items we defined together. These included
getting his team involved in a pilot study, getting approval for budgets, setting up key meetings with
stakeholders. Being there on time and organized is a strength of Preston’s.

I have had the good fortune to work closely with Preston in a professional work environment. I have no
hesitation in recommending him in a position that requires a results driven executive who is an
effective communicator and organizer. He is very good people of sound moral character and I look
forward to finding the ways we can continue to work together.

Please do not hesitate to contact me directly if you require any further information."

"I’ve had the opportunity to work with Mr. Preston Williams III on a number of business
opportunities over the years. The engagements gave me an opportunity to experience
and appreciate his integrity, intellect and professionalism. Preston’s knowledge of financial
management and the use of appropriate technology integration to drive customer
satisfaction and retention is quite insightful. His leadership style of inclusion, business
acumen and work ethics are exemplary. He is an innovator and a visionary."

Preston Williams III
                                    Recommendations / Endorsements

" I have known Mr. Preston Williams III since 2006. During this time, I have been impressed by his in
depth understanding of the human condition on so many different levels. I believe that his exposure to
different cultures encountered through living and working abroad has shaped his understanding of
people and their outlook on life.

He has a deep appreciation and respect for his fellow human beings and has shown his willingness to
make sacrifices to uplift the desperate and downtrodden. As an educator, I have had numerous
discussions with Mr. Williams regarding the plight of the less educated and less fortunate in our
society. We discussed the impact of the UNCF Technology Enhancement Campaign Project on the lives
of students attending the thirty-nine Historically Black Colleges and Universities (HBCUs) which
participated in the program, their families and their communities. Mr. Williams was happy to share his
experiences as Project Executive with IBM Global Services during the 2 ½ years that it took to fully
     implement this project.

So it was with great pride and joy when I learned that Mr. Williams was making the sacrifice to leave
the social amenities of a cosmopolitan lifestyle in New Jersey and relocate to rural Oklahoma in order
to take the position of CIO – Chief Information Officer at a struggling state-supported HBCU in
     Langston, Oklahoma.
Preston Williams III
                                   Recommendations / Endorsements

As a friend and colleague, I watched him work tirelessly to ensure that his division would meet and
exceed the requirements for accreditation by the North Central Higher Learning Commission. That feat
accomplished, I listened to his excitement in changing the statewide and national perception of the
rural university. His willingness to go to whatever degree was necessary and appropriate to ensure the
creation of a technologically sound and student-centric environment was clear in the projects and
initiatives which he undertook. I was pleased to hear about his work with the Oklahoma State Board of
Regents and his role as a member of the Oklahoma State Council on Information Technology.

He worked with the university’s leadership to introduce online registration, a wireless network
environment, online transaction processing and a new web site to transform the institution and
engage the community of scholars. These are important issues which need to be addressed in order to
create a robust and engaged student population. These are incentives which attract and retain
students in a contemporary learning environment.

I am pleased to see that he has taken the knowledge acquired while working with such major
companies as Price Waterhouse, Dun & Bradstreet and IBM to serve an underserved community of
Minority and Women Owned Business Enterprises through his own company – GBC Global Services.
I am very pleased to recommend Mr. Preston Williams III as a very resourceful, experienced and
     visionary executive. "

  • 37. Preston Williams III Recommendations / Endorsements "I first met Preston Williams III in 1999 at a customer appreciation seminar. At the time he was a Project Executive with IBM Global Services and I was an enterprise Solutions Manager at an IBM client. In 2002 Preston called to offer me an opportunity with a startup company, GBC® – General Business Consultants, Inc. I found the business plan quite enticing and made a leap of faith to join the firm as Associate Partner for Small & Medium Business Solutions. Over the next couple of years, I watched as he established new service lines and negotiated recapitalization financing. He later established the Global Services Division and created satellite offices in the Republic of Liberia, Kenya and Uganda. I was even more excited when he offered me the opportunity to take on the helm of leadership as Managing Partner for the firm while he transitioned to the role of Senior Partner and Chief Information Officer. During these past several years I have come to appreciate his sense of teamwork which is a driving force for who we are and the mission of our firm. I respect his integrity, his understanding of the needs of our clients and his flexibility to directly engage with clients. Preston is a visionary. • 41. Preston Williams III Recommendations / Endorsements " This letter is my personal recommendation for Preston Williams. I met Mr. Williams, August 2006 through our employment at Langston University. He was the Chief Information Officer at Langston University and I was an Assistant Professor with the university. He was the first Chief Information Officer a the the university and he quickly defined this role. He understood the limited resources of the university, but he did not allow those limitations to deter his efforts. I found him focused and result oriented. During Mr., Williams’ tenure he successfully managed the technology aspect of the university during an on site accreditation assessment. He successfully developed a new web site for Langston University. He provided technical support for three campuses, the main campus in Langston, Oklahoma and two satellite campuses, Oklahoma City and Tulsa. He introduced online enrollment to the university community. This program was long overdue and very well received by the students and faculty. Mr. Williams is a strong leader with the ability to work well with others. He worked diligently to address the issues raised by all the stakeholders. Mr. Williams personally met with all the departments on campus to assess the needs and provide relevant solutions. He also talked with the students about the needs of the students. He seamlessly communicated with faculty, students and the administration. He was a valuable asset to the university community. He meticulously laid the foundation for future growth at Langston University and his presence is memorialize by his accomplishments. I highly recommend Mr. Williams. " — Dr. Nicole Williams Esq. • 46. Preston Williams III Recommendations / Endorsements " This is a Letter of Recommendation for Mr. Preston Williams III. I had the pleasure of working directly with Preston when he was the Chief Information Officer at Langston University. Preston is an outstanding and gifted individual and I was able to witness first hand, many of his skills and leadership qualities. I would like to provide some examples of these: Leadership. Preston was able to effectively “lead” the technology aspects of the CoIT Group – a collection of 38 Universities and Colleges in OK. Through his insight and aptitude to understand the evolving landscape he was given the leadership role to assemble the group, introduce novel technologies and suggest where these would fit into everyday use. He was able to then translate these key learnings and was able to transfer this knowledge to the highest levels at the Chancellor Office of Education in OK. Communication Skills: Preston’s communication skills are amongst some of the highest I have witnessed. On multiple occasions I was able to watch Preston effectively take complex subject matter and translate this into understandable bites resulting in clear, effective next steps and results with various groups. Technical Expertise: Very skilled in the art of technology and most importantly its practical application. In my opinion very few people with technical backgrounds can talk effectively to both the CEO, and CTO levels effectively – Preston is highly skilled in this area.
  • 47. Preston Williams III Recommendations / Endorsements Results Oriented: Preston demonstrates this skill every day. He was able to explain the vision and then define all the next steps and timing to make things happen. This was evidenced in him setting up meetings, being asked to join on advisory boards, conducting pilot projects, etc. He shared his resume’ with me and it speaks volumes of his skill level as a results driven executive. Integrity: One of the areas I feel very strong about is a person’s integrity. The ability to deliver what you say you can in a timely fashion is a key ingredient for success. I have first-hand knowledge of this with Preston as he set up and delivered on all the agenda items we defined together. These included getting his team involved in a pilot study, getting approval for budgets, setting up key meetings with stakeholders. Being there on time and organized is a strength of Preston’s. I have had the good fortune to work closely with Preston in a professional work environment. I have no hesitation in recommending him in a position that requires a results driven executive who is an effective communicator and organizer. He is very good people of sound moral character and I look forward to finding the ways we can continue to work together. Please do not hesitate to contact me directly if you require any further information." — Jeff Maynard President & CEO Biometric Signature ID

The engagements gave me an opportunity to experience and appreciate his integrity, intellect and professionalism. Preston’s knowledge of financial management and the use of appropriate technology integration to drive customer satisfaction and retention is quite insightful. • 49. Preston Williams III Recommendations / Endorsements " I have known Mr. Preston Williams III since 2006. During this time, I have been impressed by his in depth understanding of the human condition on so many different levels. I believe that his exposure to different cultures encountered through living and working abroad has shaped his understanding of people and their outlook on life. He has a deep appreciation and respect for his fellow human beings and has shown his willingness to make sacrifices to uplift the desperate and downtrodden. As an educator, I have had numerous discussions with Mr. Williams regarding the plight of the less educated and less fortunate in our society. We discussed the impact of the UNCF Technology Enhancement Campaign Project on the lives of students attending the thirty-nine Historically Black Colleges and Universities (HBCUs) which participated in the program, their families and their communities. Mr. Williams was happy to share his experiences as Project Executive with IBM Global Services during the 2 ½ years that it took to fully implement this project. So it was with great pride and joy when I learned that Mr. Williams was making the sacrifice to leave the social amenities of a cosmopolitan lifestyle in New Jersey and relocate to rural Oklahoma in order to take the position of CIO – Chief Information Officer at a struggling state-supported HBCU in Langston, Oklahoma.
  • 50. Preston Williams III Recommendations / Endorsements As a friend and colleague, I watched him work tirelessly to ensure that his division would meet and exceed the requirements for accreditation by the North Central Higher Learning Commission. That feat accomplished, I listened to his excitement in changing the statewide and national perception of the rural university. His willingness to go to whatever degree was necessary and appropriate to ensure the creation of a technologically sound and student-centric environment was clear in the projects and initiatives which he undertook. I was pleased to hear about his work with the Oklahoma State Board of Regents and his role as a member of the Oklahoma State Council on Information Technology. He worked with the university’s leadership to introduce online registration, a wireless network environment, online transaction processing and a new web site to transform the institution and engage the community of scholars. These are important issues which need to be addressed in order to create a robust and engaged student population. These are incentives which attract and retain students in a contemporary learning environment. I am pleased to see that he has taken the knowledge acquired while working with such major companies as Price Waterhouse, Dun & Bradstreet and IBM to serve an underserved community of Minority and Women Owned Business Enterprises through his own company – GBC Global Services. I am very pleased to recommend Mr. Preston Williams III as a very resourceful, experienced and visionary executive. " - Diana K. Durham Campus Administrator Thomas Nelson Community College
