We are delighted to report that
the Group has once again made
significant progress in 2007. We
remain committed to focusing
upon niche markets within the
technology sector and have
continued to follow our long-
term strategy of growing our
specialist businesses organically
and adding acquisitions of
suitable companies when
appropriate, complemented by
a strong central administrative
and financial core.
Chairman’s and Chief
Executive Officer’s
statement
This strategy has delivered another
year of impressive financial results,
our third in a row since flotation
in 2005. Two more specialist IT
recruitment businesses have
joined our Group in 2007. Intelect
Recruitment plc, which provides
niche recruitment services
predominantly within the software
engineering and manufacturing
software sectors, was acquired in
July 2007. In September 2007, e-CRM
People Limited which focuses on the
Enterprise Asset Management, IT
Service Management, IT Storage
and Security sectors also joined the
Group. Both businesses have both
performed well since acquisition.
As ever, our key asset is our people
and we thank our dedicated sales
and administrative teams for their
hard work, thorough knowledge of
their individual markets and their
dedication to growing the business
in the last twelve months.
Results_During the year the Group’s
existing businesses grew organically
on a like-for-like basis by 18%.
Contractors working on assignments
grew by 40% during the year
(including acquisitions), of which
10% was organic growth. We are
particularly pleased with the
performance of PeopleCo Worldwide
and Sand Resources as they
represented significant investments
for the Group when they were
acquired in 2006. Both have
delivered very strong growth in net
fee income, contractors working and
operating profits during 2007.
Total revenues, including part year
figures for the two acquisitions, grew
by 52% to £86.7m, and gross profit
(“net fee income”) grew by 43% to
£12.9m. This contributed to the
Group increasing its EBITA to £4.5m
after adding back the charge for
IFRS 2 share-based payments. Profit
before tax increased by 41% to £3.1m
and basic adjusted earnings per
share (see note 6) increased by 38%
to 11.0 pence (2006: 8.0 pence).
Operations_We have continued to
grow our client base during 2007 by
adding a number of significant new
wins including Serco Group, Turner
Broadcasting and the Foreign &
Commonwealth Office. The two
Catalist accreditations which were
awarded to us during 2006 for at
least a three year period by the
Office of Government Commerce
to allow us to supply specialist IT
contractors and interim managers
to public sector organisations have
underpinned exceptional growth for
us in the public sector.
We expanded our “Academy”
training and development
programme for new recruits into the
industry during 2007 and this has
continued to deliver new fee earners
into the different business units.
We consider the Academy to be an
essential driver for future growth.
I’d been in recruitment for 2 years and I was looking for a chance to
begin to specialise in certain areas of IT and Finance. The
InterQuest Group, and Genesis in particular were strongly
recommended to me and in my 5 months here I’ve not been
disappointed.
My manager backed my plans and I was immediately given the
freedom to build my own specialism in Risk. Already I’ve now
become the sole supplier to one of the larger consultancies, and
have begun doing business with two more. My business has spread
beyond the UK and things are looking very exciting going forward.
Billings and earnings are excellent and I’ve got my sights firmly
fixed on the next sales incentive trip!

Cairn Energy
Slick, but refined…
When Cairn Energy was formed over 20 years ago, the Company
set out on a spectacular journey which has seen it grow from a
standing start to FTSE100 status. Emperor was appointed to update
the existing PLC identity, retaining the characteristics of the original
brand, but making it more contemporary and relevant for today’s
market and, more importantly, introducing corporate standards
and guidelines for consistent implementation in the future.
Cairn also asked us to develop a differentiated but complementary
brand identity for its Indian subsidiary – Cairn India. The finished identity
recalls its Cairn Energy heritage in the use of the iconic oval shape and
retention of blue as it’s primary colour. The hand-drawn typography gives
the logo a contemporary, international feel. The positioning statement
of ‘Energy for India’ was developed in parallel with the identity.

RMJM
Building brands
RMJM, Scotland’s pre-eminent architects, asked Emperor to
produce a visually stunning brochure and website to tell the story
behind their successful bid to design Gazprom’s new headquarters
in the world heritage city of St Petersburg. Following this we
have also produced mailshot marketing packs showcasing their
credentials and portfolio to both new and existing customers.
31. 29
Brandandmarketingcommunications
RMJM was appointed to design Gazprom’s new headquarters in
St Petersburg, close to the Bolsheokhtinsky Bridge. This includes a new
masterplan for Gazprom City, a 70-hectare site to be regenerated on the
edge of the historic centre of St Petersburg, 5km from Palace Square.RMJM was selected following an international design competition involving
five internationally renowned architects, and the purpose of this publication
is to describe the design proposals by RMJM which formed the submission
for our winning entry.
St Petersburg is a very special place and has been recognised by UNESCO,
which has awarded it world heritage status. It has a tradition of producing
the highest quality of buildings which come together to form the highest
quality of urban environment. The design ideas included within this publication
continue that tradition. The proposals are formed from an understanding
and respect for the city, an entirely contextual response which is rooted in
the ‘place’. The buildings are designed specifically for the site and are not
transferable. They respond to the bridge which provides the link to the city,
to the city grain with its spires of gold, to the colour and richness of the
baroque Smolny Cathedral opposite and to the historical fortress which
once occupied the site.
The proposals follow studies in precedent, studies in the history of the city
and the site.
As well as respecting the history of the context, the design concept looks
forward to create a new landmark which relates to the contemporary age
and has meaning today.

RMJM has been appointed to design the new headquarters of one of the
world’s largest companies, Russian gas giant Gazprom, who invited six
internationally renowned architects to develop proposals for a tower to be
5km from the historic heart of the city, close to the Bolsheokhtinsky Bridge
and Smolny Cathedral.
This publication outlines the brief and background to the project and explains
RMJM’s underlying concept - creating a new spire comprised of five elements
whose individual footprints gently rotate on their own axis as the building
rises and tapers to create a dynamic new landmark.

Partners in Adoption
Fostering confidence
Emperor has worked with Thurrock’s fostering and adoption
team to develop striking yet durable marketing campaigns. The
objectives of the campaigns have been to raise the profile of the
team, promote its services both locally and further afield, and to
increase both the numbers and diversity of potential adopters.
We have redesigned adverts, printed new marketing material
including flyers, leaflets and folders and updated the website.

Important FAQ’s
Who can adopt?
Adopters come from all age groups and
backgrounds, living in all kinds of homes. They
may be working, married, living with their partner,
single or unemployed, and may or may not have
children of their own. What they have in common
is empathy, the ability to be a sensitive parent with
their adopted child and a commitment to making a
difference to a child’s life.
Who needs adopting?
Adoption is no longer just about babies: adoptive
families are needed for a variety of children
especially children of school age, children from
minority ethnic backgrounds, sibling groups; children
with behavioural problems and children who have a
physical or learning disability. The children will come
from a diverse range of backgrounds and their ages
may range from birth to teenagers. All have one thing
in common; they need a permanent adoptive family.
10678 Partners FAQ A4_AW.indd 1 28/8/08 14:53:30
Could you be someone who’s not
going to give up on me?
Children need positive role models and Partners
in Adoption, the adoption consortium for Thurrock,
Southend and Havering councils, needs more people
to think about becoming adoptive parents.
We want to find safe, caring, permanent families for
siblings, for children over 2 years of age and
especially for school age children. Every child
deserves a home where they feel safe and cared
for. It doesn’t matter how old you are, as long as
you’re over 21, or what your background is –
whatever your culture, race, religion or sexuality,
you can apply to adopt.
What’s important is that you have the room,
empathy, patience, energy and determination to
make a difference. Choosing to adopt is a huge
commitment but we’ll ensure you receive all the
guidance, information and support you need before
and after adoption.

performance
Invista Real Estate Investment Management is the UK’s largest
listed property fund manager. We aim to deliver superior returns
from investment in real estate across a range of innovative
funds providing investors with transparency and liquidity.
84% and 86% of funds under management out-performed their
benchmarks over 1 and 3 years respectively (to 31 December 2006)*.
Past performance is not a guide to future performance and the past performance of property funds may not be
the same as the performance of the property market as a whole. Our property funds are generally more liquid
than direct property investments but property is a relatively illiquid asset class and more difficult to realise than
equities and bonds. The value of property is a matter of a valuer’s opinion rather than one of fact.

The performance data above refers to past performance and should not be seen as an indication of future returns. The past performance of property funds is not always represented by the performance of the property

The value of property is a matter of a valuer’s opinion rather than one of fact and investments in property are relatively illiquid and more difficult to realise than equities or bonds. The value of investments and any income
from them can go down as well as up and you may get back less than you invested. Cash on deposit is secure, generally more accessible and provides greater certainty of growth.

The IPD Monthly Index shows that UK commercial property values fell by -4.3% in October
2008, making a total of -18.0% since 2007 year-end. Despite cuts in Base Rates, debt
facilities remain scarce and borrowing costs remain high. UK economic prospects are poor
in the short term; occupier demand has reduced and there is an increased risk of tenant
failures. We expect better quality assets to recover more quickly than secondary properties
and the Fund is reasonably positioned to benefit from this.

What we offer our
consultants
VEGA consultants have the opportunity to apply their particular skills and
domain expertise to influence corporate decision makers and impact strategic
policy. VEGA works directly alongside our clients, as well as contributing to
large consortiums charged with transforming major national initiatives.
To ensure that we remain relevant and of value to our clients,
VEGA has created an environment that encourages and rewards
innovation and entrepreneurial spirit. This, offered with the
financial stability afforded us as part of the Finmeccanica group
of companies, means that valid business ideas are given the
appropriate backing and support to enable them to succeed.
We also recognise that each individual has their own aspirations for
personal development. VEGA therefore offers a range of career options
that enable consultants to enhance individual niche capabilities,
embrace the challenge of business development, and take on the
responsibility of a management role. We recognise and support all these
ambitions and look to retain a rich mix of skills and capabilities that
will continue to support our clients’ evolving business requirements.
VEGA faces an exciting future. We are proud of our people and of the
work they do. Should you feel that you can contribute to VEGA’s future
and at the same time take the opportunity to fulfil your professional
ambitions, we would like to hear from you. You can contact VEGA through
the careers section of our website or simply by e-mailing: cv@vega.co.uk.“I am in my element, developing

Alan Rowe
I am an Enterprise Architect who has worked in
the domain of IT-enabled business change for
40 years. I regard myself as a specialist in the
methods and tools used to analyse complex
business and technical change. Working at VEGA
has afforded me a unique challenge: applying
enterprise architecture techniques to manage the
complexity of large-scale Systems-of-Systems,
where the ‘enterprise’ is made up of multiple,
independent organisations with different, and
often competing, agendas. I have worked with
VEGA in the two sectors at the forefront of this
latest evolution, Defence and Space, and am in my
element, developing new approaches to complex

as they learn to apply their skills to the real world.

Securing the future
Following the takeover of VEGA by Finmeccanica, an international
company focused on IT for the Ministry of Defence and the Government,
we created three distinct visual identities for the different lines of
business (VEGA, Selex and VEGA Space). Each retained an element
of the parent company’s brand, whilst building an individual style
that worked across all communications online and offline.

Securing the future
VEGA is at the heart of the Government
Connect programme, providing specialist
support to help create and roll out a
private, secure, managed network for
English and Welsh Local Authorities to
support better strategic collaboration
between themselves and central
government.
What is Government Connect?
Government Connect is a strategic partnership between
central government departments and the local government
community that is delivering a private, secure, managed
network for English and Welsh Local Authorities.
As part of the UK Government’s ‘Transformational
Government: Enabled by Technology’ IT strategy and shared
services agenda, Government Connect was established to
create and roll out a secure IT infrastructure to support better
collaboration between central and local government.
This is intended to enabling local and central government to
share sensitive information online, quickly, easily, accurately
and in real time. It also provides secure email and data
exchange for local government employees, so that they can
transmit and access sensitive information appropriately.
Government Connect partners include the Department
for Work and Pensions (DWP), Communities and Local
Government (CLG), the Department for Children, Schools and
Families (DCSF) and the Local Government Association (LGA),
who have collectively invested £33m in the programme.
How VEGA has helped
VEGA began providing specialist support to Government
Connect in November 2006, undertaking an independent
system assurance task, which contributed significantly to a
major programme re-organisation. Four months later, VEGA’s
team was extended to provide Government Connect with
critical resources that understood and had experience of
secure system delivery and rollout.
Government Connect
SELEX Systems Integration is a Prime Contracting and Systems
