IHRSA, the International Health, Racquet & Sportsclub Association has a mission to Grow, Promote & Protect health clubs. To grow club membership, IHRSA advocates for legislation that encourages physical activity.

advocates against legislative
threats that are harmful to
health club operations and
profitability.

5. Pro-Industry Legislation that IHRSA
advocates for includes:
 Financial Incentives to Exercise,
 Efforts to Repeal a Sales Tax, and
 Wellness Promotion.

6. IHRSA advocates by:
 Working with state lawmakers to write “pro-
industry” legislation,
 Alerting clubs on actions they and their
members should take to support the
legislation, and
 Implementing grassroots campaigns to put the
weight of the industry behind the legislation.

7. IHRSA pursues financial
incentives, such as:
 Tax credits and
deductions for health
club membership,
 exercise equipment,
and
 other physical activity-
related expenditures
to make health club
memberships and
services more affordable.

8. Sales Tax Repeal
25 states* plus DC currently impose a
sales tax on dues or services or both.
IHRSA is constantly working to repeal
these taxes, as well as to stop tax
impositions where proposed.
IHRSA encourages States to exempt
health clubs from a sales tax to send
the message that active lifestyles are
encouraged, and that preventive
health is vital to a healthy economy.

9. Wellness Promotion
An increasing number of states

IHRSA works with these states
to support proposals that:
 Increase physical education
time
 Implement promising
wellness programs
 Incentivizes small business
owners to provide employee
wellness programs,
especially those that include
