For example, North Carolina is facing exponential growth
from migration. Citizens and State can’t decide how to
manage this growth. The government attempted to pass
a bill in 2005 giving undocumented immigrants in-state
tuition to address one condition within its control, but the
bill failed to pass, resulting in a split between constituents
and representatives. Division remains.
