Fundamental Differences Between Strong Mayor And...
Discuss the fundamental differences between weak mayor, strong mayor and council–manager
forms of government. In the United States of America, there are two forms of government that most
cities adhere to, Mayor–Council and Council–Manager. However, there is a third form of
government that a smaller few adhere to call the commission. Moreover, approximately 59% of the
cities in the United States utilize the Council–Manager form of government; conversely 33% utilize
the Mayor–Council form of government, which means the remaining 8% more than likely utilize the
commission form of government. Council–Manager Government In the State of Texas, the Council–
Manager form of government is preferred by all of the major cities, except for Houston who prefer
the Mayor–Council form of government. Under the Council–Manager form of government, the
voters are at the top of the hierarchical structure. In this capacity, the voters elect a small City
Council, including a mayor, who is the presiding officer over the City Council. Although the Mayor
is symbolically the "Head of State", he or she is not the head of government. The Mayor and City
Council have the authority to appoint four of the city's government officials: the City Manager, the
City Attorney, the City Clerk and the Municipal Judge (some cities elect this position). Moreover,
although weak in this form of government, the Mayor has a vote on many issues impacting the city;
however, lacks any type of veto authority (except in a few cities), which means that laws are passed
by on a majority–rule voting system of the total City Council Members, meaning all City Council
Members must vote in order to pass a law. Most importantly, the Mayor and City Council primary
role lies in the establishment of a strategic vision for the city. Once this is accomplished, the Mayor
and the City Council are responsible for generating a strong mission statement that aligns with a set
of clear goals, resulting in effective government policy guidance for execution by the City Manager
to run the city. Collectively, the Mayor and City Council hire the City Manager who has full

When Alexis de Tocqueville had begun noticing the way that his native country France had been
slowly but surely moving towards a more democratic ideal, he searched for a place where he could
find solutions to hopefully benefit France. What he found was the United States. There he looked
into studying the prison system but instead found himself perplexed by the state of equality that
seemed to thrive there. In America he observed how "equality of conditions" strongly affected
American society, and how the people lived (3). He saw that over the past 700 years events
seemingly beyond anyone's control had been driving the nation towards that specific form of
government; not to the extreme of America, but drawing closer and closer. He believed that
eventually the rest of France would follow at least in the principles of equality shown in the New
World. There was almost no way to fight this force that seemed to bring equality closer and closer
every fifty years. Tocqueville did not think that democracy was the right form of government for

Human nature signifies the set of principles that define how mankind operates on a daily basis.
Generations have often debated the nature of man, with both optimistic and cynical views.
Government represents the organized structure that controls man. In Leviathan, Thomas Hobbes
advocates for an absolute monarchy to keep citizens well behaved because man is inherently self–
interested. John Locke, on the other hand, depicts in Second Treatise of Government that a bipartite

responsibilities and promises regarding general welfare of the public without fail because failure to

The philosopher, Thomas Hobbes, started out on with philosophy of political science while on his
trips and visits to other countries outside of England to listen to other scientists and learn different
forms of government. While studying, Thomas Hobbes wondered about why people were allowing
themselves to be ruled and what would a great form of government for England. He reasoned that
people were naturally wicked and shouldn't be trusted to govern themselves because they were
selfish creatures and would do anything to better their position and social status. These people, when
left alone will go back to their evil impulses to get a better advantage over others. So Thomas

that, there is a misconception between both the defenders of the free market and the critics of
libertarianism. To explain, those who believe in the misconception think that the libertarian society
is aligned with the capitalism society. However, this misconception prevents them from observing
how corporations pervert and twist a natural free market. Ultimately, he argues that there can only
exist an antithetical relationship between free markets and corporate power when libertarianism
advocacy is not misperceived or is correctly perceived as pro–corporate apologetics.
Roderick T. Long claims that the Wal–Mart Corporation is receiving direct beneficiary through
government intervention. He claims the reasons behind his assumption is due to the fact that Wal–
Mart uses the tax–funded highway system and provides low prices to its consumers while its
employees receive minimum wage. I argue that Long is being extremely abstract on the examples he
has provided in which case, he provides poor and insufficient evidence behind the government's
involvement with Wal–Mart's corporation. In other words, Long's reasons tie a poor connection of
Wal–Mart having government intervention.

According to Federalist #10, a majority faction is when the majority of the people brought together
by a common passion or interest adverse to the rights of other citizens or to the permanent and
aggregate interests of the community. A direct democracy simply cannot can't solve the problem of
faction because the majority can simply have whatever way they want. It's too easy to get want they
want. History has shown that majority faction is a real thing. An example is slavery. The African
Americans were the minority so people took advantage of them and used them for their work. The

For example, one of democracy's most important concepts is the belief in majority rule. This is the
idea that the majority of people are right more often than they are wrong, and they are right more
often than any single person is. This concept is also contradictory to democracy's focus on
individuality. With the system of majority rule, whatever the majority says goes. This can be

States like Sparta kept oligarchic form of government for the most of its history, while Athens
changed from somewhat monarchic state what we know as democracy today. So it's worth
examining each form of government in order to better understand their pros and cons.
MONARCHY: Monarchy can be defined as "political system based upon the undivided sovereignty
or rule of a single person." (Kostiner, par. 1, 2016) While monarchies weren't most popular forms of
government in the Ancient Greece, some states like Athens still went through this transformation
before becoming a democratic state. Yet, there were states where power was in hands of only a
single individual who worked alongside other governmental bodies to run the country. "The most

Government In Rousseau As A Form Of Government
In Rousseau's social contract, the people must submit some of their individual wills to the collective
or general will, created through the agreement with the other free and equal people of society. This
implies a direct democracy as Rousseau's form of government. The general will depends on the
coming together of the entire democratic body to collectively decide what laws to create. The
problem with his social contract is, in order for the general will to continue; to keep up with
changing societal beliefs, the individual people of society must be able to come together regularly.
Therefore this form of social contract would only be possible in small states where they can come

legislative system and the executive. The supremacy of the legislative government has been replaced
with a cabinet and has since been called a cabinet government. A parliamentary system has a head of

Totalitarianism is a political system in which the government has the authority to regulate every
aspect of public and private behavior. Since totalitarianism is based off of a specific ideology, every
totalitarian government or group can be different from each other. There is no single established
definition for the term, however all definitions of totalitarianism contain commonalities. New World
Encyclopedia states that these commonalities include getting a mass population to follow a specific

St. Thomas Aquinas : Tyranny : The Worst Form Of Government
In St. Thomas Aquinas' discussion on the various forms of government, he came to the conclusion
that others before him have; tyranny is by far the worst form of government. He also agreed that
monarchy was the best possible form. However, unlike his predecessors, he did not believe that a
monarchy held the greatest risk of tyranny, instead pointing to the rule by the many or by the few.
Overall, Aquinas' view on tyrants and dealing with tyrannical rule is flawed in terms of what type of
government is endangered, how the populace should respond, and how the tyrant should ultimately
be dealt with. He begins the discussion by bringing up the common good, a goal every proper
government should be striving for. Aquinas is an advocate for the monarchy, not only because it is
deemed to be the best form of government, but because it also does not hold the risk of tyranny as
others believe. In this he states that "When many people are exercising rule and one of them ...
[ignores] the common good, there is danger of strife among their subjects because dissension among
the rulers leads to general dissension", which brings up his original statement that the rule of the
many is less favorable than the rule of the one (22). Aquinas favors this form of government due to
the lack of dissension among the rulers, but by giving one person all that power the ruler would be

Democracy As A Form Of Government
"Man was born free, and he is everywhere in chains." ("The Social Contract Book 1"1) These chains
symbolize the constant pulls and ties the people have in their every day life. The chains can
symbolize: taxes, education, healthcare, democracy, social norms, and political authority. The chains
can symbolize anything that makes man more obedient to the state rather than himself. Rousseau
opens his book with the question if there is such thing as a legitimate political authority that will

as disrupting everyday reality and developing new practices of popular power, and lastly Ranciere,
Ranciere describes democracy as, "the reality of the power of the people that can never coincide
with the form of a State." These four political theorists all agree, democracy would not exist without
the people. Through Aristotle, Rousseau, James Cairns and Alan Sears, and Ranciere I will explain

Much of the English goods were imported from other countries as well. Beginning in the mid
seventeenth century England went through many changes including moving to a commercial and
urbanizing country. The first set of changes occurred as England began producing different types of
goods. Originally England was making thick types of clothes that were made for the colder
weathers. In the late seventeenth century lighter fabrics began to be created. As the change shifted in
clothing construction, goods of other markets began taking over the industry. "A wide range of
English products replaced imports on the English market and began to compete successfully
abroad." This shift to exporting goods instead of importing greatly improved England's economy.
These goods included sugar, glass, pottery, iron, ships, and different typed of mined goods. Instead
of paying to import these goods, England began exporting goods and bringing in a huge amount of
money to the English economy. As the economy began to boom, a change in the way society lived
had also changed. Instead of living in large cities, citizens began moving outward in the urban areas
further away. Although most of the urbanization movement can be contributed to the raise in
population, there were also many other changes that were occurring. Stagecoaches began having
more frequent routes to all of the major cities and also most of the smaller outlying cities.

  • 1. Fundamental Differences Between Strong Mayor And... Discuss the fundamental differences between weak mayor, strong mayor and council–manager forms of government. In the United States of America, there are two forms of government that most cities adhere to, Mayor–Council and Council–Manager. However, there is a third form of government that a smaller few adhere to call the commission. Moreover, approximately 59% of the cities in the United States utilize the Council–Manager form of government; conversely 33% utilize the Mayor–Council form of government, which means the remaining 8% more than likely utilize the commission form of government. Council–Manager Government In the State of Texas, the Council– Manager form of government is preferred by all of the major cities, except for Houston who prefer the Mayor–Council form of government. Under the Council–Manager form of government, the voters are at the top of the hierarchical structure. In this capacity, the voters elect a small City Council, including a mayor, who is the presiding officer over the City Council. Although the Mayor is symbolically the "Head of State", he or she is not the head of government. The Mayor and City Council have the authority to appoint four of the city's government officials: the City Manager, the City Attorney, the City Clerk and the Municipal Judge (some cities elect this position). Moreover, although weak in this form of government, the Mayor has a vote on many issues impacting the city; however, lacks any type of veto authority (except in a few cities), which means that laws are passed by on a majority–rule voting system of the total City Council Members, meaning all City Council Members must vote in order to pass a law. Most importantly, the Mayor and City Council primary role lies in the establishment of a strategic vision for the city. Once this is accomplished, the Mayor and the City Council are responsible for generating a strong mission statement that aligns with a set of clear goals, resulting in effective government policy guidance for execution by the City Manager to run the city. The Right Form Of Government When Alexis de Tocqueville had begun noticing the way that his native country France had been slowly but surely moving towards a more democratic ideal, he searched for a place where he could find solutions to hopefully benefit France. What he found was the United States. There he looked into studying the prison system but instead found himself perplexed by the state of equality that seemed to thrive there. In America he observed how "equality of conditions" strongly affected American society, and how the people lived (3).
