BACKGROUND
The global LNG industry is set to see some radical changes in the coming years. Historically, the average growth in LNG demand since
2000 has been 7.5 % per annum. While the market continues to be tight and remain so for some time, the global foot prints of LNG are
continuously expanding as new supply sources and new importing countries keep adding. Coming few years will see emergence of
newer and material supply sources, demand growth in traditional and emergence of new demand centers, greater application of new
technologies in LNG production and expansion in the end use of LNG mainly in the transport sector. The harsh realties of changes in
global weather phenomenon led by global warming and need to arrest emissions too is expected to have Gas Demand Push effect
which in turn would lead to growth in global LNG demand.
As regards the supply side, the supply sources will become more dispersed globally with USA, Canada Russia and East Africa emerging
new and major supply sources within the next five years or so. Australia will emerge as a major supplier of LNG as its numerous projects
get commissioned. Led by shale gas boom, USA is set to emerge as one of the leading LNG exporting country. Intersetingly, the LNG
export proposals seeking US Govt approvals aggregate to about 280 million tones while till recently US Department of Energy has
approved 7 LNG export projects aggregating to about 11 mmt of LNG. The key question is ‘ How much LNG USA will like to export?
Likewise , in neighboring Canada similar efforts are underway with potential LNG export projects totaling to some 120 mmt of LNG.
Mozambique and Tanzania too are progressing with their LNG export projects which are expected to go on stream in 2018-19. Few
years down the road, we could have very large LNG supplies emerging from North America, East Africa and Australia beside the existing
large volume supplier- Qatar. However USA, Canada, East Africa face numerous policy and regulatory challenges and hence commercial
risks too. Are we therefore looking at comfortable or excess LNG supply scenario? Will the pricing mechanisms and contract terms
undergo adjustments( oil indexation, hub indexation, hybrids, long term and non long term volumes, re-exports and flexible destinations
etc) ? How newer end use of gas/LNG shape the LNG demand growth? These are some of the interesting questions which naturally
come to the mind.
The LNG demand growth is expected to come primarily from Asian markets and Latin America markets and, to some extent from,
European markets. Role of nuclear generation in energy mix will strongly influence the LNG demand ramp up. It is believed that Japan
and South Korea might start their nuclear plants and, likewise, few European countries too follow this route as well as add further
capacities. While China and India would be strong Asian demand centers, it will be interesting to watch how China shale gas scenario
unfolds in the coming five years. Success with its shale gas projects will dent the demand for LNG by China.
While Shale gas , so far, continues to be US success story however this may change in coming years. China , Argentina, Canada,
Poland and many other countries would be carefully monitored for developments on unconventional gas front mainly led by resources
endowments, technology developments/adaptations and govt and industry programs to progress on unconventional gas projects in
more focused and time bound manner. Technology developments are notable when it comes to small LNG plants. China has currently
more than 400 small LNG projects operating. Such technologies will support exploitation of stranded gas reserves as well as exploration
and development of smaller gas accumulations.
Where would India land itself in the changing dynamics of global LNG trade? It has been considered at this stage that the new Govt. in
India would put in place a new blue print for economic development and India would soon climb on the GDP growth trajectory. LNG could
thus become growingly important for the Indian energy basket. Over the past few years Indian companies have achieved backward
integration in LNG supply chain with large investments in upstream and liquefaction facilities. How these and other Indian companies will
pursue their LNG business strategies to secure cost competitive gas supplies and improve security of energy supplies.
The conference targets focused deliberations on many aspects highlighted above. The Indian LNG story perhaps needs more proactive
strategic approach as the dynamics of global LNG industry enters yet another exciting phase where many traditional practices are likely
to be altered to establish a new paradigm.

  • 2. BACKGROUND The global LNG industry is set to see some radical changes in the coming years. Historically, the average growth in LNG demand since 2000 has been 7.5 % per annum. While the market continues to be tight and remain so for some time, the global foot prints of LNG are continuously expanding as new supply sources and new importing countries keep adding. Coming few years will see emergence of newer and material supply sources, demand growth in traditional and emergence of new demand centers, greater application of new technologies in LNG production and expansion in the end use of LNG mainly in the transport sector. The harsh realties of changes in global weather phenomenon led by global warming and need to arrest emissions too is expected to have Gas Demand Push effect which in turn would lead to growth in global LNG demand. As regards the supply side, the supply sources will become more dispersed globally with USA, Canada Russia and East Africa emerging new and major supply sources within the next five years or so. Australia will emerge as a major supplier of LNG as its numerous projects get commissioned. Led by shale gas boom, USA is set to emerge as one of the leading LNG exporting country. Intersetingly, the LNG export proposals seeking US Govt approvals aggregate to about 280 million tones while till recently US Department of Energy has approved 7 LNG export projects aggregating to about 11 mmt of LNG. The key question is ‘ How much LNG USA will like to export? Likewise , in neighboring Canada similar efforts are underway with potential LNG export projects totaling to some 120 mmt of LNG. Mozambique and Tanzania too are progressing with their LNG export projects which are expected to go on stream in 2018-19. Few years down the road, we could have very large LNG supplies emerging from North America, East Africa and Australia beside the existing large volume supplier- Qatar. However USA, Canada, East Africa face numerous policy and regulatory challenges and hence commercial risks too. Are we therefore looking at comfortable or excess LNG supply scenario? Will the pricing mechanisms and contract terms undergo adjustments( oil indexation, hub indexation, hybrids, long term and non long term volumes, re-exports and flexible destinations etc) ? How newer end use of gas/LNG shape the LNG demand growth? These are some of the interesting questions which naturally come to the mind. The LNG demand growth is expected to come primarily from Asian markets and Latin America markets and, to some extent from, European markets. Role of nuclear generation in energy mix will strongly influence the LNG demand ramp up. It is believed that Japan and South Korea might start their nuclear plants and, likewise, few European countries too follow this route as well as add further capacities. While China and India would be strong Asian demand centers, it will be interesting to watch how China shale gas scenario unfolds in the coming five years. Success with its shale gas projects will dent the demand for LNG by China. While Shale gas , so far, continues to be US success story however this may change in coming years. China , Argentina, Canada, Poland and many other countries would be carefully monitored for developments on unconventional gas front mainly led by resources endowments, technology developments/adaptations and govt and industry programs to progress on unconventional gas projects in more focused and time bound manner. Technology developments are notable when it comes to small LNG plants. China has currently more than 400 small LNG projects operating. Such technologies will support exploitation of stranded gas reserves as well as exploration and development of smaller gas accumulations. Where would India land itself in the changing dynamics of global LNG trade? It has been considered at this stage that the new Govt. in India would put in place a new blue print for economic development and India would soon climb on the GDP growth trajectory. LNG could thus become growingly important for the Indian energy basket. Over the past few years Indian companies have achieved backward integration in LNG supply chain with large investments in upstream and liquefaction facilities. How these and other Indian companies will pursue their LNG business strategies to secure cost competitive gas supplies and improve security of energy supplies. The conference targets focused deliberations on many aspects highlighted above. The Indian LNG story perhaps needs more proactive strategic approach as the dynamics of global LNG industry enters yet another exciting phase where many traditional practices are likely to be altered to establish a new paradigm.
