New tools for making corporate and
political corruption visible, as well as ones
for following data trails across various
shadow entities, will increase transparency
through “name and shame” methods.
Perhaps more importantly, the distributed
capabilities of the Internet make it possible for
groups of people to point out corrupt behaviors
while maintaining individual anonymity.
Backlash against these practices, however,
will include intolerance of whistle-blowers,
leakers, and attempts to subvert data services.
Super-empowered citizens, however, will
continue to find ways to support open and
sustained dialogue through Tor networks and
the like, building a voice for marginalized
communities on a global stage.

The effects that corruption has on development efforts were of great
concern to players.
While much discussion focused on this topic, the most innovative solutions linked
anti-corruption efforts to mobile tracking systems and participatory mapping that
distribute the risk of whistle blowing. Combining these efforts with increased
transparency about money flows will only strengthen wider anti-corruption efforts.
While many alternative Internet networks are considered nefarious in today’s
media, players didn’t hesitate to point out the importance and potential use of
darknets and Tor networks for anti-corruption and transparency efforts.

Bribr is an iPhone/iPad app that allows
anonymous users in Russia to submit the
locations and amount of bribes they pay.
Egunje
Egunje, or bribery in Yoruba, is a Nigerian
website that allows citizens to “name & praise or
name & shame” government officials and offices
through multiple platforms.

I Paid a Bribe, which started
in India and has spread to
Kenya, Greece, Zimbabwe,
Pakistan, Philippines, and
Mongolia, allows citizens to
post stories of bribes.
FabFi
FabFi has been building a free wireless
system in Jalalabad, Afghanistan to prevent
any potential government from cutting off
Internet access and disabling Internet-based
corruption reporting and community
organizing.
