18. Letter from the 2010-2011 President
It has been a very busy and fulfilling year and I have been honoured
to serve as the president of IPLOCA during this 2010-2011 term.
I owe a great deal to the other members of the Board of Directors
who have worked closely with me over the past months.
During the year we continued to emphasise Health Safety, and saw
a marked improvement in the number of statistics returns. We also
focused on the issue of road traffic accidents (RTAs) in an attempt to
draw greater attention to, and to mitigate, these serious concerns.
We held three HSE meetings in Geneva during the year and recruited
a new member to the committee. We also saw greatly improved submission numbers for the
health and safety statistics over previous years, along with 21 submissions for the IPLOCA
Health Safety Award, sponsored by Chevron, and 13 submissions for our new Corporate
Social Responsibility Award, presented for the first time in Beijing.
In New Technologies, thanks to the continued support and collaboration of a large number of
our members, we were able to launch the Second Edition of Onshore Pipelines: The Road to
Success. The new two-volume format, in ring binders (as well as on DVD) includes a significant
amount of new material. We hope that this will serve as a live document going forward, with
additional contributions and collaboration online to maintain the document as a valuable
source of information for clients and contractors alike.
Our involvement with the European Pipeline Research Group (EPRG), the Pipeline Research
Council International (PRCI) and the Australian Pipeline Industry Association (APIA) continues,
and we anticipate making a financial contribution to pipeline-specific research in 2011 for the
benefit of the industry at large.
This year we received 12 entries for the bi-annual New Technologies Award sponsored by BP,
presented in Beijing. The winning entries are at www.iploca.com.
Training initiatives included research into pipeline-related degrees (now available on the
website) and the creation of online training tools on safety and for pipeline operators.
Our membership gained 12 new Regular Members and 13 new Associate Members during the
year, bringing the total to 261 companies. The Americas region was split into America North
and Latin America which had gained new Regular Members. Regional Meetings were held in
Beirut, Paris, New Delhi, Munich and Istanbul to engage our members worldwide and hear
about their needs and local issues.
We look forward to another busy and successful year for the association in 2012 and, in
handing over to my successor, I offer my sincere thanks to our members, the staff in Geneva
and our many IPLOCA friends for their continuing support of the association.

20. Treasurer’s Report
September, 2011
It was with pleasure that I took over the position as Treasurer of
IPLOCA in October last year. I would like to take this opportunity to
thank Phil Bond for doing such a great job in the past years.
The independent Audit Report of 2010 IPLOCA finances was issued in
April this year along with confirmation and statement of compliance
with Swiss Law. The audit showed paper losses based on the
currency exchange situation of CHF 166,340 in the FY10 Operating
Statement. Total IPLOCA assets at 31 December 2010 were stated
at CHF 3.68 million. This includes CHF 1.8 million which have been allocated and set aside as
contingency funds in case of convention cancellation, association dissolution or any other
unexpected event.
During 2010 and 2011 IPLOCA has been very visible around the world with Regional Meetings
held in France, Germany, India, Lebanon and Turkey in addition to our regularly scheduled
board and committee meetings held throughout the year.
Participation at the Regional meetings was very strong and the membership has grown with
12 new Regular Members and 13 new Associate Members since this time last year.
IPLOCA finances are very sound and allow for the development of new initiatives to support
the industry, such as our involvement in pipeline-related research. A number of projects for
IPLOCA funding are being discussed including EUR 175,000 with PLCAC (Canada) for an
HSE training course, and EUR 50,000 for the European Pipeline Research Group (EPRG)
and the Pipeline Research Council International (PRCI) for research.
I would like to thank my colleagues on the Board of Directors, Executive Secretary
Juan Arzuaga, and the staff of the Geneva Secretariat for their support during the year.
