A2AD Zones -The Submarine's Role in Establishing and Degrading Them

More and more it’s becoming credible that technologies exist or are close to being fielded, which include the use of
submarines, that could enable a coastal nation to establish a “no fly/no sail” zone in its littorals that would keep air and surface
forces from having a significant effect on events ashore. A notable flaw in this “Anti-Access/Area Denial” (A2AD) concept is
its inability to exclude modern submarines. An issue of great importance then becomes how these naval assets, capable of
penetrating and operating within an A2AD zone, are to be controlled and employed to bring down that zone from within,
allowing the greater striking power of the previously excluded air and surface forces to safely enter.
It must be done right the first time, however, and there will not be time for the “learning curve” which preceded the U.S.
Submarine Force’s successes in WWII. As always, we must also “train like (and where) we would fight”, and practice the
necessary anti-A2AD TTPs in peacetime.
This workshop will stimulate discussion about what TTP variants are available and appropriate in a modern A2AD environment
established by a militarily competent entity, and suggest what offensive options are available to the submarines who have
successfully infiltrated that exclusion zone. Discussions will include the most effective sequencing of offensive actions plus
submarine survivability considerations when weighed against maximum persistency and minimum time-bandwidth products
of connectivity required.
By attending this workshop, you will :
Gain a detailed understanding of the challenges associated with utilizing submarines for A2AD operations
Isolate specific challenges relating to your vessels and identifying what TTP’s and solutions are available to help
combat these challenges.

Submariners have, with good reason, traditionally been most reluctant to indulge in communications with the outside
world except under the most protected and necessary circumstances. The submarine role is now rapidly evolving. New
technologies are now making possible some types of communication, such as high-bandwidth at speed and depth, for the
first time. The combination of these two influences is rapidly re-shaping the operational paradigm.
This workshop will explore, with active contribution from the participants, key aspects of the following topics:
