A key player in the field of research and innovation in
Luxembourg, CRP Henri Tudor mobilises its skills in advanced
materials technologies, environmental technologies, healthcare
technologies, information and communication technologies, and
business organisation and management, in order to respond to
market and society needs. Combined with the motivation of more
than 450 collaborators, these skills enable the Centre to pursue its
objectives: to reinforce the innovation capacity within organisations
and companies, to provide scientific and technological support for
national policies and to contribute to the international reputation
of the Luxembourg scientific community.

Types OF COLLABORATION
-51.	COLLABORATIVE RESEARCH
Through collaborative research projects, partners from various fields
(SMEs, major corporate groups, research centres, universities, professional associations, groups of companies, administrative bodies, etc.)
decide to pool their knowledge and expertise to resolve a mutual problem. The project is realised jointly, with tasks distributed in accordance
with the skills of each party and with project management that respects
the interests of all those involved.
Main characteristics:
•	 Identification of common interests, joint design and implementation
•	 Joint financial participation and risk-taking
•	 Possible national or European co-financing
•	 Sharing of results and profits
•	 Confidentiality
Benefits of this type of collaboration:
What makes this partnership interesting is the complementarity. It allows
us to:
•	 Address extremely complex problems with regard to scientific research and innovation, which a business or research centre could not
overcome alone due to limited skills, time constraints, risks or costs;
•	 Consider different perspectives when addressing a problem and to
open new lines of research, ultimately resulting in greater opportunities for success and results that, as a general rule, surpass the
individual expectations of each partner;
•	 Let partners benefit from the knowledge and expertise of others.

GOOD TO KNOW
•	

At a national level, activities that fit into this type of research can
benefit from financial assistance from the Ministry of the Economy
and Foreign Trade within the context of the "R&D Projects or Programmes" aid scheme (RDI law of 5 June 2009), from the Ministry of
Small and Medium-Sized Enterprises and Tourism within the context
of the innovation and R&D scheme for the promotion of Small and
Medium-Sized Enterprises (SMEs) (law of 30 June 2004), as well as
from the National Research Fund (FNR) within the framework of its
CORE measures and many more.

•	

At a European level, several programmes support these collaborations, such as ERDF (regional competitiveness and employment),
certain FP7 programmes (e.g. COOPERATION, PEOPLE, JTI), Life+
(environmental protection), CIP (market placement and economic
exploitation of technologies or innovative products), ESA (space
technologies), AAL (Ambient Assisted Living), etc.

3.	 DELIVERY OF INNOVATIVE SERVICES

This type of collaboration provides a tailor-made response to a Research, Development and Innovation (RDI) problem specific to a company. It is aimed
at both small and medium-sized companies that do not have the resources
required to conduct research, as well as large corporate groups that wish to
outsource a proportion of their RDI, while retaining ownership of the results.

Through this type of collaboration, the Centre makes available the skills and
expertise that it has built up over the years, as well as the scientific and technological means, mainly from the laboratory for material characterisation
(tests, analyses, measurements, trials) belonging to its Advanced Materials &
Structures (AMS) department. These services have a positive impact on innovation within a company.

Main characteristics:
•	 A customised response to the business’s RDI needs
•	 Financial coverage of the project met by the business
•	 Possible national co-financing
•	 The business retains the material rights to the results and profits of the
collaboration
•	 Calculation of the business’s investment using pre-defined commercial
pricing
•	 Confidentiality
Benefits of this type of collaboration:
•	 The company’s problem is approached from an external perspective, thus
providing a greater chance of finding a solution.
•	 The business avoids having to develop specialist internal skills which are
available elsewhere.
•	 The business benefits from a tailor-made solution that enables it to exercise sustainable competitive advantage.

Main characteristics:
•	 Commercial offer established at the beginning of the collaboration
•	 Possible national co-financing
•	 The business retains the material rights to the results and profits of the
collaboration
•	 Calculation of the business’s investment using commercial pricing
•	 Possibility of working per day or per project
•	 Confidentiality
Benefits of this type of collaboration:
•	 The company acquires concrete results within a short period of time.
•	 The company benefits from hands-on advice.

GOOD TO KNOW
Companies can receive several types of financial support:
•	

Certain technical feasibility studies, which are a prerequisite to R&D
projects, can be subsidised through the "Technical Feasibility Studies"
aid scheme (RDI law of 5 June 2009).

•	

The RDI law of 5 June 2009 also co-finances innovation advisory services and innovation support services within SMEs.

•	

In the fields of ecotechnology and sustainable development, certain
studies may benefit from financial support from the Ministry of the
Economy and Foreign Trade.

•	

The Ministry of Small and Medium-Sized Enterprises and Tourism assists
SMEs in their investments in expertise and advice, primarily with regard
to technology watch operations, feasibility studies or through advisory
activities regarding environmental protection.

GOOD TO KNOW
•	

•	

The activities that fit into this type of research can benefit from a
subsidy from the Ministry of the Economy and Foreign Trade within the
context of the "R&D Projects or Programmes" aid scheme (RDI law of
5 June 2009).
More specifically, further financial assistance is allocated to SMEs by the
Ministry of Small and Medium-Sized Enterprises and Tourism within the
context of the innovation and R&D scheme for the promotion of SMEs
(law of 30 June 2004).

5. WELCOMING RESEARCHERS

CRP Henri Tudor participates in many European research projects involving
scientific research and innovation networks with the aim of benefitting companies in Luxembourg.

In this type of collaboration highly qualified personnel (doctoral students,
post-doctoral students, research engineers) are made available to the company, or alternatively, our Centre hosts company collaborators seeking training.

Main characteristics:
•	 Joint participation in innovation networks
•	 Possible national or European co-financing
•	 Sharing of network results

Main characteristics:

•	 Joint participation with a public research centre in international networking projects represents an introduction to research and innovation for

Companies can receive several types of financial support for this activity:
•	

The "Investment in Innovation Clusters" and "Management of
Innovation Clusters" aid schemes from the Ministry of the Economy
and Foreign Trade (RDI law of 5 June 2009) encourage interaction, the
sharing of equipment, the exchange of expertise and knowledge and
technology transfer.

•	

At a European level, networking opportunities exist through the
European programmes FP7 and CIP.

•	

The COST programme also supports the coordination of national
research in carefully targeted fields, through the funding of activities.

•	

As regards the LuxLAUNCH measure, this is aimed at studies on the
positioning of companies or research bodies in the aerospace field with
satellite telecommunications, satellite navigation and Earth observation
as key priorities.

•	

Finally, the Fit4Europe measure encourages the participation of
Luxembourgish companies in European research programmes.

CRP Henri Tudor and Luxinnovation, the National Agency
for Innovation and Research, work in close collaboration
in order to be better able to advise and assist businesses.

Benefits of this type of collaboration:
•	 The company benefits from the specialist skills of a doctoral student,
post-doctoral student or research engineer in implementing concrete
and tailored innovation within the company.
•	 The company can train its collaborators in a new technology over an
extended period of time and within the scientific environment of CRP
Henri Tudor.

GOOD TO KNOW
•	

The Ministry of the Economy and Foreign Trade co-finances SMEs
interested in this type of collaboration through the "Temporary
Secondment of Highly Qualified Personnel" aid scheme.

•	

The ‘Marie Curie Actions’ under the ‘People’ Programme of the 7th
European Framework Programme helps companies wanting to develop
links with universities.

•	

Finally, FNR (www.fnr.lu) finances doctoral theses through its research
training grants (Aides Formation-Recherche, AFR).

Thanks to the scientific quality of our work and to continuous investment

expertise with international standing. This scientific excellence is placed at
the disposal of our clients/partners.

4.	 International gateway
For many companies, the Centre represents a gateway to international
scientific expertise, innovation networks and technological platforms, as
well as to sources of third-party funding. We are involved in numerous
European projects, including as coordinator. This gateway together with
our specific knowledge of the Luxembourg market means that we are
able to create innovative solutions in line with the problems faced by local
businesses.

5.	 A business geared towards performance
Even though we are a public organisation we are managed like a private
company, guided by market needs and geared towards results. Our financial, scientific, and socio-economic performance are periodically assessed
within the framework of our performance contract with the Luxembourg
government.

6.	 Client satisfaction
Being geared towards clients, their satisfaction is very important to us.
This is why we carry out satisfaction surveys every year with our clients/
partners and continuously improve the way in which we work. We have
ISO 9001 certification for all of our operations and have ISO 17025 accreditation for some analysis and testing operations. Our partners/clients can
consequently count on our reliable and rigorous methods in RDI project
management.

HOW DOES COLLABORATION
WITH THE CENTRE WORK?
Phase 1 	 Assessment, together with the partner, of the interest and scope
of the project
Phase 2 	

Joint definition of the terms and content of the partnership and
signature of a collaboration contract. In particular, this specifies
what each partner will bring to the project, the financing of the
project, to whom the results and benefits of the collaboration will
belong, confidentiality clauses etc.

Phase 3 	

Implementation of the project and its various work packages
under the coordination of an experienced project manager

Phase 4 	

Joint evaluation of the project results

Phase 5 	

Collaboration follow-up over the medium- and
long-term

  • 2. -2- WHO WE ARE A key player in the field of research and innovation in Luxembourg, CRP Henri Tudor mobilises its skills in advanced materials technologies, environmental technologies, healthcare technologies, information and communication technologies, and business organisation and management, in order to respond to market and society needs. Combined with the motivation of more than 450 collaborators, these skills enable the Centre to pursue its objectives: to reinforce the innovation capacity within organisations and companies, to provide scientific and technological support for national policies and to contribute to the international reputation of the Luxembourg scientific community. COLLABORATIVE RESEARCH Through collaborative research projects, partners from various fields (SMEs, major corporate groups, research centres, universities, professional associations, groups of companies, administrative bodies, etc.) decide to pool their knowledge and expertise to resolve a mutual problem. The project is realised jointly, with tasks distributed in accordance with the skills of each party and with project management that respects the interests of all those involved. Main characteristics: • Identification of common interests, joint design and implementation • Joint financial participation and risk-taking • Possible national or European co-financing • Sharing of results and profits • Confidentiality Benefits of this type of collaboration: What makes this partnership interesting is the complementarity. It allows us to: • Address extremely complex problems with regard to scientific research and innovation, which a business or research centre could not overcome alone due to limited skills, time constraints, risks or costs; • Consider different perspectives when addressing a problem and to open new lines of research, ultimately resulting in greater opportunities for success and results that, as a general rule, surpass the individual expectations of each partner; • Let partners benefit from the knowledge and expertise of others. This is collective enrichment! • Create synergies between players and thus develop new long-term partnerships. GOOD TO KNOW • At a national level, activities that fit into this type of research can benefit from financial assistance from the Ministry of the Economy and Foreign Trade within the context of the "R&D Projects or Programmes" aid scheme (RDI law of 5 June 2009), from the Ministry of Small and Medium-Sized Enterprises and Tourism within the context of the innovation and R&D scheme for the promotion of Small and Medium-Sized Enterprises (SMEs) (law of 30 June 2004), as well as from the National Research Fund (FNR) within the framework of its CORE measures and many more. • At a European level, several programmes support these collaborations, such as ERDF (regional competitiveness and employment), certain FP7 programmes (e.g. COOPERATION, PEOPLE, JTI), Life+ (environmental protection), CIP (market placement and economic exploitation of technologies or innovative products), ESA (space technologies), AAL (Ambient Assisted Living), etc.

DELIVERY OF INNOVATIVE SERVICES This type of collaboration provides a tailor-made response to a Research, Development and Innovation (RDI) problem specific to a company. It is aimed at both small and medium-sized companies that do not have the resources required to conduct research, as well as large corporate groups that wish to outsource a proportion of their RDI, while retaining ownership of the results. Through this type of collaboration, the Centre makes available the skills and expertise that it has built up over the years, as well as the scientific and technological means, mainly from the laboratory for material characterisation (tests, analyses, measurements, trials) belonging to its Advanced Materials & Structures (AMS) department. These services have a positive impact on innovation within a company. Main characteristics: • A customised response to the business’s RDI needs • Financial coverage of the project met by the business • Possible national co-financing • The business retains the material rights to the results and profits of the collaboration • Calculation of the business’s investment using pre-defined commercial pricing • Confidentiality Benefits of this type of collaboration: • The company’s problem is approached from an external perspective, thus providing a greater chance of finding a solution. • The business avoids having to develop specialist internal skills which are available elsewhere. • The business benefits from a tailor-made solution that enables it to exercise sustainable competitive advantage. Main characteristics: • Commercial offer established at the beginning of the collaboration • Possible national co-financing • The business retains the material rights to the results and profits of the collaboration • Calculation of the business’s investment using commercial pricing • Possibility of working per day or per project • Confidentiality Benefits of this type of collaboration: • The company acquires concrete results within a short period of time. • The company benefits from hands-on advice. GOOD TO KNOW Companies can receive several types of financial support: • Certain technical feasibility studies, which are a prerequisite to R&D projects, can be subsidised through the "Technical Feasibility Studies" aid scheme (RDI law of 5 June 2009). • The RDI law of 5 June 2009 also co-finances innovation advisory services and innovation support services within SMEs. • In the fields of ecotechnology and sustainable development, certain studies may benefit from financial support from the Ministry of the Economy and Foreign Trade. • The Ministry of Small and Medium-Sized Enterprises and Tourism assists SMEs in their investments in expertise and advice, primarily with regard to technology watch operations, feasibility studies or through advisory activities regarding environmental protection. GOOD TO KNOW • • The activities that fit into this type of research can benefit from a subsidy from the Ministry of the Economy and Foreign Trade within the context of the "R&D Projects or Programmes" aid scheme (RDI law of 5 June 2009). More specifically, further financial assistance is allocated to SMEs by the Ministry of Small and Medium-Sized Enterprises and Tourism within the context of the innovation and R&D scheme for the promotion of SMEs (law of 30 June 2004).
  • 7. -74. NETWORKING 5. WELCOMING RESEARCHERS CRP Henri Tudor participates in many European research projects involving scientific research and innovation networks with the aim of benefitting companies in Luxembourg. In this type of collaboration highly qualified personnel (doctoral students, post-doctoral students, research engineers) are made available to the company, or alternatively, our Centre hosts company collaborators seeking training. Main characteristics: • Joint participation in innovation networks • Possible national or European co-financing • Sharing of network results Main characteristics: • Identification of common interests, joint design and implementation • Joint financial participation and risk-taking • Possible national or European co-financing • Sharing of results and profits Benefits of this type of collaboration: • Joint participation with a public research centre in international networking projects represents an introduction to research and innovation for many companies. • Companies share their experiences and expertise, acquire new knowledge, and pool and share their resources. GOOD TO KNOW Companies can receive several types of financial support for this activity: • The "Investment in Innovation Clusters" and "Management of Innovation Clusters" aid schemes from the Ministry of the Economy and Foreign Trade (RDI law of 5 June 2009) encourage interaction, the sharing of equipment, the exchange of expertise and knowledge and technology transfer. • At a European level, networking opportunities exist through the European programmes FP7 and CIP. • The COST programme also supports the coordination of national research in carefully targeted fields, through the funding of activities. • As regards the LuxLAUNCH measure, this is aimed at studies on the positioning of companies or research bodies in the aerospace field with satellite telecommunications, satellite navigation and Earth observation as key priorities. • Finally, the Fit4Europe measure encourages the participation of Luxembourgish companies in European research programmes. . CRP Henri Tudor and Luxinnovation, the National Agency for Innovation and Research, work in close collaboration in order to be better able to advise and assist businesses. To learn more about the different aid schemes, visit the websites www.luxinnovation.lu and www.innovation.public.lu Benefits of this type of collaboration: • The company benefits from the specialist skills of a doctoral student, post-doctoral student or research engineer in implementing concrete and tailored innovation within the company. • The company can train its collaborators in a new technology over an extended period of time and within the scientific environment of CRP Henri Tudor. GOOD TO KNOW • The Ministry of the Economy and Foreign Trade co-finances SMEs interested in this type of collaboration through the "Temporary Secondment of Highly Qualified Personnel" aid scheme. • The ‘Marie Curie Actions’ under the ‘People’ Programme of the 7th European Framework Programme helps companies wanting to develop links with universities. • Finally, FNR (www.fnr.lu) finances doctoral theses through its research training grants (Aides Formation-Recherche, AFR).

Our approach is that, in order to be sustainable, an innovation cannot be limited to only technological factors, but must also take organisational and human factors into account. 3. First-class scientific expertise Thanks to the scientific quality of our work and to continuous investment in developing our partners’ expertise, we have reached a high level of expertise with international standing. This scientific excellence is placed at the disposal of our clients/partners. 4. International gateway For many companies, the Centre represents a gateway to international scientific expertise, innovation networks and technological platforms, as well as to sources of third-party funding. We are involved in numerous European projects, including as coordinator. This gateway together with our specific knowledge of the Luxembourg market means that we are able to create innovative solutions in line with the problems faced by local businesses. 5. A business geared towards performance Even though we are a public organisation we are managed like a private company, guided by market needs and geared towards results. Our financial, scientific, and socio-economic performance are periodically assessed within the framework of our performance contract with the Luxembourg government. 6. Client satisfaction Being geared towards clients, their satisfaction is very important to us. This is why we carry out satisfaction surveys every year with our clients/ partners and continuously improve the way in which we work. We have ISO 9001 certification for all of our operations and have ISO 17025 accreditation for some analysis and testing operations. Our partners/clients can consequently count on our reliable and rigorous methods in RDI project management. HOW DOES COLLABORATION WITH THE CENTRE WORK? Phase 1 Assessment, together with the partner, of the interest and scope of the project Phase 2 Joint definition of the terms and content of the partnership and signature of a collaboration contract. In particular, this specifies what each partner will bring to the project, the financing of the project, to whom the results and benefits of the collaboration will belong, confidentiality clauses etc. Phase 3 Implementation of the project and its various work packages under the coordination of an experienced project manager Phase 4 Joint evaluation of the project results Phase 5 Collaboration follow-up over the medium- and long-term 7. Independence As a public research actor we are independent of any particular economic or social interests. 8. A solid partnership We build lasting relationships with our clients/partners rooted in trust, dialogue and openness. To this end, we encourage a co-designed and collaborative approach.
