Een hefboom voor ontwikkeling
Het beheersen en beschermen van de strategische informatie voor alle economische
actoren: omdat economische intelligentie een echt hulpmiddel is bij de besluitvorming
bevloeitzevandaagallestrategieënvandeoverheidophetgebiedvanindustrieelbeleid,
economische ontwikkeling en ondersteuning van de export. In Nord-Pas de Calais is
ze zelfs een essentiële hefboom voor de economische ontwikkeling en tewerkstelling,
temeer daar de economie van de regio aan het omschakelen is naar hightech sectoren.
Om deze uitdaging aan te gaan en van economische intelligentie een succes te maken
blijven de overheidsdiensten in Nord-Pas de Calais inzetten op een sterke nabijheid
met de lokale actoren, in het bijzonder met de Regionale Raad. De regio Nord-Pas de
Calais is een pionier en speelt al 15 jaar een toonaangevende rol op het gebied van
economische intelligentie dankzij de grote betrokkenheid van de overheid.

in de strategische domeinen vastgesteld door de Stratégie Recherche Innovation
pour une Spécialisation Intelligente (SRI-SI - Onderzoeks- en Innovatiestrategie voor
Slimme Specialisatie): transport en ecomobiliteit, gezondheid en voeding, materialen
en recyclage, enz. De Stratégie Régionale de l’Intelligence Economique (SRIE -
Regionale Strategie voor Econmische Intelligentie), gesteund door de Overheid en
de Regio, staat in dienst van deze uitdaging. De Regionale Raad Nord-Pas de Calais
heeft in dat opzicht slechts één ambitie: alle economische besluitvormers, en vooral
de 7 000 bedrijven met veel potentieel van Nord-Pas de Calais, toegang geven tot
economische intelligentie. Dankzij deze cultuur van informatie zullen we er in slagen
om de regionale economie te consolideren en nieuwe arbeidsplaatsen te creëren.

Competitive intelligence
A development lever
Master and protect strategic information that is useful for all the actors of the
economic world: it is because competitive intelligence is a real tool to help the
decision-making process that it pervades in all the current strategies of the
state, whether they are linked to industrial politics, economic development or
even support for export. In the Nord-Pas de Calais, it is even a necessary lever
for economic development and employment, especially given that the region is
experiencing a period of conversion of its economy towards high-tech sectors.
In order to meet the challenge and contribute to making competitive intelligence
a success, the state’s services in the Nord-Pas de Calais continue to build on a
close relationship with local actors, in particular the regional council. The Nord-
Pas de Calais has been a pioneer and lead region in the field of competitive
intelligence for 15 years thanks to important involvement of the state.

Located in a consumption pool of 100 million inhabitants, the Nord-Pas de
Calais benefits from a strategic geographical position. To make the most of this
advantage, our region has to become a European leader in the strategic domains

transport and sustainable mobility, health and nutrition, materials and recycling,
etc. The regional strategy for competitive intelligence, jointly backed by the state

4. DIGITAL CREATION: Structuring of the sector
With the official opening, on the 9th
April 2015, of the Serre
Numérique in Valenciennes and the launching of the Totem
building in Lens, the digital images and creative industries sector
is continuing its structuring in the Nord-Pas de Calais.
A sector in the making
Malika Aït Gherbi Palmer, the new director of Pictanovo, describes
her goal the following way: “our aim is to facilitate and contribute to
the development of digital image in the region”. Indeed, Pictanovo
is a catalyst of energies and projects on the territory.To accompany
innovations and research and contribute to the aura of the sector on
the national, European and international levels, Pictanovo supports
the development of its partner sites. The Plaine Images, located
in Tourcoing, hosts 90 companies and two schools dedicated to
digital images and creative industries. The Serre Numérique, in
Valenciennes, uses cross-fertilisation between businesses, higher
education, research and innovation. Mine Créative, located in
Wallers-Aremberg, is also a defining element of Pictanovo turned
towards digital images and media of the future. Finally, the hub
for digital culture of the Louvre Lens Vallée has just unveiled its
Totem building, a true point of entry for entrepreneurs and project
initiators.
A complementary ecosystem
The region’s image community was thus created around symbolic
places that have complementary skills. Digital creation, hosting of
companies and research activities, the sector has many opportuni-
ties. “The ecosystem of the digital images and creative industries
sector relies on sites that are not in competition but that work in
a complementary way, thus enabling the structuring of a coherent
ecosystem”, explains Malika Aït Gherbi Palmer. Since June 2014,
Pictanovo has been at the head of the Strategic Activity Domain
(DAS) “Digital images and creative industries”, whose perimeter
also comprises Lille Design and the Louvre Lens Vallée.The aim: to
reinforce the ecosystem, identify new specialisations and trigger a
real territorial market on the regional level.

aan de digitale beeldvorming en creatieve industrieën. De Serre
Numérique te Valenciennes maakt gebruik van de kruisbestuiving
tussen bedrijven,het hoger onderwijs,onderzoek en innovatie.De Mine
Créative te Wallers-Arenberg is eveneens een structurerend element
van Pictanovo en spitst zich toe op de beeldvorming en de digitale
media van de toekomst. De culturele digitale pool van het Louvre Lens
Vallée, ten slotte, heeft recent het Bâtiment-Totem onthuld, een echte
toegangspoort voor elke ondernemer en projectleider.
Een aanvullend ecosysteem
De regionale gemeenschap van de beeldvorming is dus opgebouwd
rond symbolische plaatsen met competenties die elkaar aanvullen.
Digitale inhoud, onthaal van bedrijven en onderzoeksactiviteiten,... de
sector bulkt van de mogelijkheden. "Het ecosysteem van de sector
van de digitale beeldvorming en creatieve industrieën is gebaseerd op
sites die geen concurrenten zijn van elkaar maar elkaar aanvullen, en
dus de structurering van een coherent ecosysteem mogelijk maken,"
zegt Malika Aït Gherbi Palmer. Sinds juni 2014 stimuleert Pictanovo
de Strategic Business Unit (SBU) "Digitale Beeldvorming en Creatieve
Industrieën" dat ook Lille Design en het Louvre Lens Vallée omvat. Het
doel: het ecosysteem versterken, nieuwe specialisaties vaststellen en
starten met een echte territoriale marketing op regionaal niveau.

images numériques et industries créatives poursuit sa structuration
en région Nord-Pas de Calais.

Un écosystème complémentaire
La communauté régionale de l’image s’est
donc construite autour de lieux embléma-
tiques aux compétences complémentaires.
Création numérique, accueil d’entreprises
ou encore activités de recherche, la filière
regorge d’opportunités. « L’écosystème de
la filière images numériques et industries
créatives repose sur des sites qui ne sont
pas en concurrence mais en complémen-
tarité, permettant ainsi la structuration d’un
écosystème cohérent », explique Malika Aït
Gherbi Palmer. Depuis juin 2014, Pictanovo
anime le Domaine d’Activité Stratégique
(DAS) « Images numériques et industries
créatives » dont le périmètre comprend
également Lille Design et le Louvre Lens
Vallée. L’objectif : renforcer l’écosystème,
identifier les nouvelles spécialisations et
initier un véritable marketing territorial au
niveau régional.

5. EUROPEAN FUNDS:The regionatthe outpost
For the 2014-2020 programming period, the Nord-Pas de
Calais will receive a financing of nearly 673 million euros from
the European Regional Development Fund (ERDF).
Approved by the European Commission at the end of 2014,
the new Operational Programme (OP) ERDF-ESF1
forecasts an
investment of 848 million euros of European funds. Furthermore,
the regions are now fully considered as managing authorities.
Here’s a little focus on the implications this new status will have
for the Nord-Pas de Calais.
An undeniable asset
The region thus becomes a managing authority. This means she
will now be the sole receiver of all the subsidies applications.The
latter will therefore no longer be directed between the regional
prefecture and the regional council, even if the work between
the two institutions remains necessary. The Nord-Pas de Calais,
due to its strategic proximity with the economic actors and
businesses, benefits from a qualitative transversal view of the
regional ecosystem. “This will enable her to efficiently manage
the European funds and thus strengthen her new role”, explains
Charline Rouillon, promotion manager of European funds at the
regional council.
A qualitative programming
The ERDF-ESF OP for the 2014-2020 programming period
is divided into six strategic and interdependent areas of
work: research, innovation and technological development;
development of digital uses and services; the energetic transition;
attractiveness and development of the territory; training; and
finally youth inclusion. The new programming follows what has
already been done on the field, with a few exceptions.As Charline
Rouillon recalls, “the aim of the new ERDF-ESF OP is to provide
the regions with means to carry out economic actions,with a great
importance being given to research, regional economy, energetic
transition and the training of young people”.

EUROPESE FONDSEN: De Regio loopt voorop
Voor de periode 2014-2020 krijgt Nord-Pas de Calais van het
EFRO (Europees Fonds voor Regionale Ontwikkeling) een bedrag
van bijna 673 miljoen euro.
Het nieuwe Operationeel Programma (OP) EFRO-ESF1
, dat eind
2014 door de Europese Commissie werd bekrachtigd, voorziet
een investering van 848 miljoen Europese fondsen. Bovendien
zijn de Regio's vandaag erkend als beheersautoriteiten. We
gaan nader in op de gevolgen van deze statuutwijziging voor
Nord-Pas de Calais.
Een grote troef
De Regio wordt dus beheersautoriteit: dat betekent dat
alle subsidieaanvragen voortaan aan haar moeten worden
gericht. De dossiers zullen op die manier beter afgestemd zijn
tussen de Regioprefectuur en de Regionale Raad, ook al blijft
samenwerking tussen de twee instellingen noodzakelijk. Door
de strategische nabijheid van de actoren en bedrijven geniet
Nord-Pas de Calais vanuit kwalitatief transversaal opzicht van
het regionale ecosysteem. "Dit zal het goede beheer van de
Europese fondsen verzekeren en bevestigt dus de nieuwe rol
van de Regio", zegt Charline Rouillon, verantwoordelijk voor het
promoten van de Europese fondsen bij de Regionale Raad.
Een kwalitatief programma
Het OP EFRO-ESF voor de periode 2014-2020 is onderverdeeld
in zes strategische en onderling afhankelijke hoofdlijnen: het
onderzoek, de innovatie en de technologische ontwikkeling;
de ontwikkeling van digitale toepassingen en diensten; de
omvorming van het energiesysteem; de aantrekkingskracht en
de ontwikkeling van het gebied; de opleiding; en ten slotte de
integratie van jongeren.Het nieuwe programma ligt in de lijn van
het werk dat eerder werd ondernomen op dit gebied, op enkele
uitzonderingen na. Zoals Charline Rouillon zegt: "het doel van de
nieuwe OP EFRO-ESF is economische werkmiddelen bezorgen
aan Regio's afgestemd op onderzoek, de regionale economie,
de omvorming van het energiesysteem en de opleiding van
jongeren."

Préfecture de région et le Conseil régional,
même si le travail entre les deux institutions
reste nécessaire. Le Nord-Pas de Calais,
du fait de sa proximité stratégique avec les
acteurs et entreprises, bénéficie d’une vue
transversale qualitative de l’écosystème
régional. « Cela lui permettra d’assurer la
bonne gestion des fonds européens et
conforte donc son nouveau rôle », explique
Charline Rouillon, chargée de promotion
des fonds européens au Conseil régional.
Une programmation
qualitative
Le PO FEDER-FSE pour la période
2014-2020 est réparti en six axes stra-
tégiques et interdépendants : la recherche,
l’innovation et le développement
technologique ; le développement des
usages et services numériques ; la
transition énergétique ; l’attractivité et le
développement du territoire ; la formation ;
et enfin l’insertion des jeunes. La nouvelle
programmation s’inscrit dans la continuité
du travail déjà mené sur le terrain, à
quelques exceptions près. Comme le
rappelle Charline Rouillon, « l’objectif du
nouveau PO FEDER-FSE est de donner
des moyens d’actions économiques aux
Régions avec une grande importance
accordée à la recherche, l’économie
régionale, la transition énergétique et la
formation des jeunes ».

6. SEA AND TEXTILE: The birth of a cluster
From October 2012 to December 2014, the ZEETEX project
brought together actors from the textile and maritime fields with
one idea in mind: to develop innovative textile products destined for
maritime applications.
A high potential collaboration…
In Flanders and the Nord-Pas de Calais, the maritime industry is
known worldwide and the textile activity is turning towards technical
textiles. In this context, four actors – UpTex and Aquimer in France,
Centexbel and Flander’s in Belgium – came up with the idea to
facilitate and prompt meetings between the textile and maritime
world. This idea was materialised in the ZEETEX project, which
benefited from an Interreg IV financing of nearly 600 000 euros.
“The aim was to get the actors of the two sectors to work together
in a structured way in order to create added value”, explains Edith
Degans, R&D engineer at the competitiveness hub UpTex. The
economic development opportunities are indeed numerous, and
four areas of work have been identified: security at sea, fishing and
aquaculture, protection of the coasts and shipbuilding.
Thanks to actions such as the creation of a database in which all
the actors of the sector are listed or the organisation of meetings,
the ZEETEX project works for the emergence of “Sea and Textile”
cluster that would be attractive on the European level.
… that has already led to projects
Many projects, accompanied by INNOTEX, have thus come to life,
such as the one led by DELTA10, a company based in Tourcoing
that created technical clothes made of innovative textiles. Their
first brand – Wear is my boat – was launched in 2014. Its primary
purpose is to develop clothing to improve the resistance to sea
sickness. That’s right, DELTA10 has invented technical clothes
against sea sickness!This is a good example of an original idea that
seeks to answer to a real need, just like the ZEETEX project likes to
stimulate them. Even if the project has come to an end, its creators
hope to continue to “match needs with an offer that we had not
thought of”, summarises Edith Degans.
ZEE ENTEXTIEL:De geboortevan een cluster
Van oktober 2012 tot december 2014 heeft het project ZEETEX
de actoren uit de textielindustrie en uit de maritieme sector dichter
bijeen gebracht met als doel: het ontwikkelen van innovatieve
textielproducten voor maritieme toepassingen.
Een samenwerking met veel potentieel...
In Vlaanderen en in Nord-Pas de Calais heeft de maritieme
industrie een wereldwijde betekenis en de textielactiviteit is aan
het omschakelen naar technisch textiel. Vier spelers – UpTex en
Aquimer in Frankrijk, Centexbel en Flander’s in België – kwamen
op het idee om ontmoetingen te vergemakkelijken en tot stand te
brengen tussen de textielwereld en de maritieme wereld. Die idee
kreeg concreet vorm als het project ZEETEX, dat een Interreg IV
financiering van bijna 600.000 euro kreeg. "Het doel was om
op een gestructureerde manier de spelers van de twee sectoren
samen te brengen om toegevoegde waarde te creëren", zegt
Edith Degans, R&D-ingenieur in de concurrentiepool UpTex. Er zijn
immers veel economische ontwikkelingskansen, en er werden vier
studiedomeinen vastgesteld: de veiligheid op zee, de visvangst en
de aquacultuur,de bescherming van de kusten en de scheepsbouw.
Dankzij activiteiten zoals het samenstellen van een database met de
spelers van de sector of de organisatie van bijeenkomsten beoogt
het project Zeetex een cluster "Zee enTextiel" tot stand zien komen
met een Europese aantrekkingskracht.

Op die manier ontstonden tal van projecten,begeleid door INNOTEX,
zoals dat van het bedrijf DELTA10 te Tourcoing dat technische
kleding heeft ontwikkeld op basis van innovatief textiel. Het eerste
merk – Wear is my boat – werd in 2014 gelanceerd en is bedoeld
om het welbehagen op zee te verbeteren. Jawel, DELTA10 heeft
technische kleding tegen zeeziekte uitgevonden! Een mooi
voorbeeld van een origineel idee dat aan een reële behoefte
beantwoordt, precies wat het project ZEETEX beoogt. Ook al loopt
het project ten einde, toch hopen de grondleggers ervan dat ze
kunnen blijven "tegemoetkomen aan behoeften met een aanbod
waaraan men niet onmiddellijk zou denken", zegt Edith Degans.

La naissance
d’un cluster
D’octobre 2012 à décembre 2014, le projet ZEETEX a rapproché les
acteurs du textile et du maritime avec une idée en tête : développer
des produits textiles innovants destinés à des applications
maritimes.

En Flandres et dans le Nord-Pas
de Calais, l’industrie maritime connaît une
envergure mondiale et l’activité textile est
en pleine reconversion vers les textiles
techniques. Quatre acteurs – UpTex et
Aquimer en France, Centexbel et Flander’s
en Belgique – ont eu l’idée de faciliter et
susciter des rencontres entre le monde
textile et le monde maritime. Cette idée
a pris la forme du projet ZEETEX, qui a
bénéficié d’un financement Interreg IV
de près de 600 000 euros. « L’objectif
était de se faire rencontrer de manière
structurée les acteurs des deux filières
afin d’apporter de la valeur ajoutée »,
explique Edith Degans, ingénieur en
R&D au pôle de compétitivité UpTex. En
effet, les opportunités de développement
économiques sont nombreuses, et quatre
domaines d’étude ont été identifiés : la
sécurité en mer, la pêche et l’aquaculture,
la protection des côtes et la construction
navale.
Grâce à des actions comme l’élaboration
d’une base de données répertoriant les
acteurs du secteur ou l’organisation de
rencontres, le projet Zeetex souhaite voir
émerger un cluster « Mer et Textiles »
attractif au niveau européen.

De nombreux projets, accompagnés par
INNOTEX, ont ainsi vu le jour, comme celui
de l’entreprise DELTA10 à Tourcoing qui
a développé des vêtements techniques
à base de textiles innovants. La première
marque – Wear is my boat – a été lancée
en 2014 et est destinée à améliorer le
bien-être en mer. Oui, DELTA10 a inventé
des vêtements techniques contre le
mal de mer ! Un bel exemple d’une idée
originale répondant à un besoin réel,
comme le projet ZEETEX aime les susciter.
Même si le projet est arrivé à son terme,
ses créateurs espèrent continuer à « se
faire croiser des besoins avec une offre
à laquelle l’on ne pensait pas », résume
Edith Degans.

7. SMART SPECIALISATION: Regions at the
a-Vanguard!
Vanguard Initiative is a partnership of European regions that has
the ambition to boost the competitiveness of the European industry
thanks to innovation.
The network of the Vanguard Initiative is composed of 21 regions.
“Their aim is to facilitate the reindustrialisation of Europe by
providing support to manufacturing industries and privileging
high added value productions. For the regions that take part in
the initiative, it is the best way to overcome the current economic
context”,explainsAnna Ershova,manager of the European projects
at Nord France Innovation Development (NFID).
A network of demonstrators
Beyond the political support brought by the regions, the Vanguard
Initiative has contributed to putting in place three networks of
demonstrators on the following themes: “advanced, efficient and
sustainable production”,“3D printing and additive manufacturing”,
and“energyunderextremeconditions”.Thesethreenetworkshave
to be able to connect the technological platforms with the regions
that take part in the initiative. Furthermore, these infrastructures
could be opened to companies. “The idea is to facilitate the
matching of the offer of technological platforms and the demand of
industries,and thus facilitate the transfer of technologies”,stresses
Anna Ershova.
Coordinated strategies
The Vanguard Initiative is supported by the European Commission,
the latter being very interested in the cartography exercise of
technological platforms. As for the regions that are involved
in the Vanguard Initiative, they base their efforts of their smart
specialisation strategy that Europe strongly encourages. Anna
Ershova concludes by saying: “For a business, coming closer to
the Vanguard Initiative’s networks of demonstrators entails to be
in line with a regional strategy and at the same time to answer
to European priorities in terms of technological development and
innovation”.

is de ontmoeting te vergemakkelijken tussen het aanbod van de
technologische platformen en de vraag van de industrieën, en op
die manier de overdracht van technologieën vergemakkelijken,"
benadrukt Anna Ershova.
Gecoördineerde strategieën
Het Vanguard Initiative krijgt de steun van de Europese
Commissie, die zeer geïnteresseerd is in de information mapping
van technologische platformen. De betrokken regio's in het
Vanguard Initiative baseren hun inspanningen op hun strategie
van intelligente specialisatie, wat door Europa sterk wordt
aangemoedigd. Anna Ershova besluit: "Door contacten te leggen
met de demonstratienetwerken van het Vanguard Initiative sluiten
bedrijven zich aan bij een regionale strategie en beantwoorden ze
aan de Europese prioriteiten op het gebied van technologische

Réseaux de démonstrateurs
Au-delà de l’appui politique apporté
par les régions, la Vanguard Initiative
se traduit par la mise en place de trois
réseaux de démonstrateurs sur les
thèmes « production avancée, efficace et
durable », « l’impression 3D et la fabrication
additive », et « l’énergie sous conditions
extrêmes ». Ces trois réseaux doivent
permettre de connecter les plates-formes
technologiques des régions impliquées.
L’utilisation de ces infrastructures pourra
être ouverte aux entreprises. « L’idée est de
faciliter la rencontre entre l’offre des plates-
formes technologiques et la demande des
industries, et ainsi de faciliter le transfert de
technologies », souligne Anna Ershova.
Stratégies coordonnées
La Vanguard Initiative est soutenue par la
Commission européenne, très intéressée
par l’exercice de cartographie des plates-
formes technologiques. De leur côté,
les régions impliquées dans la Vanguard
Initiative basent leurs efforts sur leur
stratégie de spécialisation intelligente,
qu’encourage fortement l’Europe. Anna
Ershova conclut : « Pour une entreprise, se
rapprocher des réseaux de démonstrateurs
de la Vanguard Initiative, c’est à la fois
s’inscrire dans une stratégie régionale et
répondre aux priorités européennes en
matière de développement technologique
et d’innovation ».

pour développer une culture d’intelligence économique, indispensable
pour concrétiser les ambitions économiques du territoire.
ntelligence économique : tout le monde
connaît cette expression, mais qui
saurait en donner une définition précise ?
Derrière ce terme sérieux se cache un outil
d’aide à la décision qui consiste en la maîtrise
et la protection de l’information stratégique
utile pour tous les acteurs économiques.
Elle s’articule autour de plusieurs volets :
l’anticipation des évolutions, par la veille
stratégique ; la sécurité économique, à
travers la prévention des risques notamment
immatériels (savoir-faire, réputation, etc.) ;
et un travail d’influence de long terme sur
l’environnement économique.

Une région pionnière
« Dès le début des années 2000, la région
a été précurseur dans ce domaine grâce
à la sensibilité du préfet Rémy Pautrat
aux questions d’intelligence économique,
rappelle Jean-François Cordet, actuel préfet
du Nord-Pas de Calais. Aujourd’hui encore,
elle est pilote sur ces thématiques, sa force
ayant été d’associer à la mobilisation des
services de l’Etat, les acteurs majeurs de
l’économie locale, au premier rang desquels
le Conseil régional ». Depuis 2005, l’Etat et
la Région œuvrent donc ensemble pour
développer l’intelligence économique

Een voorsprong behouden
In Nord-Pas de Calais bundelen de Overheid en de Regio hun
krachten om een cultuur van economische intelligentie te
ontwikkelen, noodzakelijk om de economische ambities van het
gebied concreet vorm te geven.
Economische intelligentie: iedereen kent deze uitdrukking, maar
wie kan er een precieze omschrijving van geven? Achter deze
ernstige term schuilt een hulpmiddel voor de besluitvorming
bestaande uit het beheersen en beschermen van strategische
informatie die nuttig is voor alle economische spelers. Het is
opgebouwd uit verschillende componenten: vooruitlopen op
veranderingen, door strategisch toezicht; de economische
veiligheid,door de preventie van risico's meer bepaald immateriële
(knowhow, reputatie, enz.); en een beïnvloeding op lange termijn
van de economische omgeving.
Een pioniersregio
"Sinds het begin van de jaren 2000 is de regio een voorloper
op dit gebied dankzij de gevoeligheid van prefect Rémy Pautrat
voor kwesties met betrekking tot economische intelligentie, zegt
Jean-François Cordet, huidig prefect van de regio Nord-Pas de
Calais. Vandaag speelt de regio nog steeds een voortrekkersrol
voor die thema's en zijn kracht bestond erin de grote spelers
Competitive intelligence:To keepa stepahead
The Nord-Pas de Calais,the state and the region unite their efforts
for the development of a culture of competitive intelligence, a
necessary step for the territory’s economic ambitions.
Competitive intelligence: everyone knows this expression but
who would be able to give a precise definition of it? Behind this
serious term lies a decision-making support tool that consists in
the mastering and the protection of strategic information that is
useful for all economic actors. It comprises different themes: the
anticipation of evolutions,strategic monitoring,economic security,
thanks to the prevention of risks, especially the immaterial ones
(skills, reputation, etc.); and a work on the long-term influence on
the economic environment.
A pioneering region
“Since the beginning of the 21st
century, the region has been the
precursor in this domain thanks to the prefect’s Rémy Pautrat’s
interest in competitive intelligence questions, recalls Jean-
François Cordet, the current prefect of the Nord-Pas de Calais.
Today, it remains a pioneer on these themes, her strength lying
in the fact that she managed to associate to the rallying of the
state’s services, that of the major actors of the regional economy,
and most importantly the regional council”. Since 2005 the state
and the region have thus been working together to develop
competitive intelligence in the Nord-Pas de Calais. “Before, our
action was relatively small and isolated; but now that our forces
are combined, our action is a lot more efficient”, says Yannick
Giry, executive manager for the regional strategy of innovation at
the regional council.

9. La veille stratégique permet
aux décideurs de s’adapter
et d’anticiper les évolutions
de leur environnement.
This joint work culminated in the adoption, in December
2013, of the regional strategy for competitive intelligence.
“More than a strategy, it’s a programme that is at the service
of the development of the regional economy, in particular of
the Research and Innovation Strategy for Smart Specialisation
(SRI-SI)”, explains Yannick Giry. Following an important
consultation that associated almost 200 regional actors (state
and regional services, universities, research laboratories,
consular networks, excellence and competitiveness clusters,
structures that support innovation etc.), the SRIE has the ambition
to spread a culture of anticipation and protection among all the
regional economic actors. By doing so, the Nord-Pas de Calais
could manage to become a European leader in the strategic
domains identified in the SRI-SI (mobility, health and nutrition,
sustainable materials, etc.). If she does not fully embrace this
challenge, the region will remain confined to a sub-contracting
role and will thus lose the control of her future.
A role for everyone
For competitive intelligence to become a common concern,
shared by all the deciders of the Nord-Pas de Calais, the SRIE
proposes an action plan that revolves around three areas of work:
strategic monitoring, the support to economic competitiveness
and economic security. On each subject everyone’s role is clearly
defined. For Yannick Giry, this is one of the strengths of the
SRIE: “Everyone does what they know how to do”, he explains.
Schematically, the regional council is mostly involved on the
offensive aspect of competitive intelligence. “To access strategic
information enables businesses to better position themselves
on the market and thus be more competitive”, explains Yannick
Giry. This is why, thanks to the work of the excellence and

Economique (SRIE-Regionale Strategie van de Economische
Intelligentie). "Meer nog dan een strategie is dit een programma
in dienst van de regionale economische ontwikkeling, in het
bijzonder van de Onderzoeks- en Innovatiestrategie voor
Slimme Specialisatie (SRI-SI)" zegt Yannick Giry. Het SRIE,
het resultaat van een groot overleg met bijna 200 regionale
actoren (Overheidsdiensten en diensten van de Regio, maar
ook universiteiten, onderzoekslaboratoria, handelsnetwerken,
concurrentie- en excellentiepools, organisaties ter ondersteuning
van de innovatie, enz.), beoogt de verspreiding van een cultuur
van anticipatie en bescherming onder alle regionale economische
spelers. Op die manier kan Nord-Pas de Calais voorop lopen en
een Europese leider worden in de strategische bedrijfseenheden
vastgesteld door de SRI-SI (mobiliteit, gezondheid en voeding,
duurzame materialen, enz.). Als de Regio deze uitdaging niet
aangaat zal zijn rol beperkt blijven tot die van workshop voor
onderaannemers en zal hij de controle over zijn toekomst
verliezen.
Elk zijn rol
Om van de economische intelligentie een gemeenschappelijke
zorg te maken voor alle besluitvormers in Nord-Pas de Calais,
stelt het SRIE een actieplan voor dat is opgebouwd rond drie
dimensies: het strategisch toezicht, de ondersteuning van de
concurrentiekracht en de economische veiligheid. Voor ieder
onderwerp zijn de rollen van elk duidelijk omschreven. Voor
Yannick Giry is dat een van de krachten van het SRIE: "Iedereen
zet zich in voor datgene waarvan hij weet hoe het moet" zegt
hij. Globaal genomen is de Regionale Raad vooral actief op de
offensieve vleugel van de economische intelligentie. "Door

Ce travail commun a abouti en décembre
2013 à l’adoption de la Stratégie
Régionale de l’Intelligence Economique
(SRIE). « Plus qu’une stratégie, c’est un
programme au service du développement
économique régional, en particulier de la
Stratégie Recherche Innovation pour une
Spécialisation Intelligente (SRI-SI) » précise
Yannick Giry. Fruit d’une large concertation
associant près de 200 acteurs régionaux
(services de l’Etat et de la Région, mais
aussi universités, laboratoires de recherche,
réseau consulaire, pôles de compétitivité
et d’excellence, structures de soutien à
l’innovation, etc.), la SRIE a pour ambition
de diffuser une culture de l’anticipation et de
la protection parmi l’ensemble des acteurs
économiques régionaux. De cette façon, le
Nord-Pas de Calais pourra tirer son épingle
du jeu et devenir un leader européen dans les
domaines d’activités stratégiques repérés
par la SRI-SI (mobilité, santé et nutrition,
matériaux durables, etc.). Si elle ne relève
pas ce défi, la région restera cantonnée à
un rôle d’atelier de sous-traitance et perdra
le contrôle de son avenir.
Chacun son rôle
Pour faire de l’intelligence économique
une préoccupation commune à tous les
décideurs du Nord-Pas de Calais, la SRIE
propose un plan d’actions articulé autour
de trois dimensions : la veille stratégique,
le soutien à la compétitivité et la sécurité
économique. Sur chaque sujet, les rôles
de chacun sont clairement définis. Pour
Yannick Giry, c’est l’une des forces de la
SRIE : « Chacun se mobilise sur ce qu’il
sait faire » explique-t-il. Schématiquement,
le Conseil régional est surtout actif sur le
volet offensif de l’intelligence économique.
« Accéder à l’information stratégique permet
aux entreprises de mieux se positionner sur
le marché, donc d’être plus compétitives,
détaille Yannick Giry. C’est pourquoi, par
l’intermédiaire des pôles d’excellence et
de compétitivité nous avons entrepris de
construire une offre de services homogène
sur les territoires qui permette aux
entreprises d’accéder à cette information ».

des entreprises. Ainsi, la Direction Régio-
nale des Entreprises, de la Concurrence, de
la Consommation, du Travail et de l’Emploi
(DIRECCTE) tient à jour un tableau de suivi
des entreprises assurant ainsi un pilotage
par projet des dossiers d’intelligence éco-
nomique territoriale. Les services de l’Etat
jouent un rôle crucial sur le volet défensif
de l’intelligence économique, en lien avec
les questions de sécurité économique et
de protection des entreprises. « L’un des
enjeux très forts pour les services de l’Etat
en région est de reconnaître et de proté-
ger les savoir-faire précieux détenus par
certaines entreprises locales » explique le
préfet Jean-François Cordet. En consé-
quence, ces entreprises font l’objet d’un
accompagnement et d’une surveillance
particulière.
Enfin, l’animation et la coordination de
la mise en œuvre opérationnelle du
programme ont été confiées à Nord France
Innovation Développement (NFID).
400 entreprises mobilisées
Au total, plus de 400 entreprises du Nord-
Pas de Calais ont déjà été mobilisées dans
le cadre de la SRIE, que ce soit grâce
à des actions de sensibilisation ou de
soutien au développement de méthodes
et d’outils stratégiques. Le chiffre est
honorable, mais encore insuffisant : « Le
Nord-Pas de Calais compte entre 7 000
et 8 000 entreprises à potentiel, notre
objectif est qu’elles accèdent toutes
à l’intelligence économique » conclut
Yannick Giry, conscient qu’entraîner
l’ensemble du tissu économique dans
cette dynamique est un travail de longue
haleine.

of a homogeneous offer of services on the territory which will
enable businesses to access this information”.
The state’s services also support the companies’
competitiveness. For instance, the Regional Direction of
Businesses, Competition, Consumption, Work and Employment
(DIRECCTE) updates a monitoring table of the companies,
thus guaranteeing a project-based management of territorial
competitive intelligence issues. The state’s services play a
crucial role on the defensive aspect of competitive intelligence,
an aspect that is linked to questions related to economic
security and the protection of companies. “One of the most
important objectives for regional state services is to identify
and protect the precious skills that some regional companies
possess” explains the prefect Jean-François Cordet. As a
consequence, these businesses benefit from a special support
and surveillance.
Finally, the animation and coordination of the operational
aspects of the programme are in the hands of Nord France
Innovation Development (NFID).
400 active companies
In total, more than 400 companies of the Nord-Pas de Calais
have already taken part in the SRIE, whether thanks to
awareness actions or to the support for the development of
strategic methods and tools they received.This is a respectable
figure, but it is still not enough: “in the Nord-Pas de Calais
there are between 7 000 and 8 000 businesses with growth
potential, our aim is for all of them to benefit from competitive
intelligence”, says Yannick Giry, who is well aware that to gather
all the economic fabric in this dynamic is hard work.

concurrentiekracht van de bedrijven te ondersteunen. Zo houdt
de Direction Régionale des Entreprises, de la Concurrence,
de la Consommation, du Travail et de l’Emploi (DIRECCTE-
Regionale Directie voor Ondernemingen, Concurrentiekracht,
Consumptie, Werk en Werkgelegenheid) een overzichtstabel
bij van de bedrijven om de economische intelligentiedossiers
van de Regio per project aan te sturen. De Overheidsdiensten
spelen een cruciale rol op de defensieve vleugel van de
economische intelligentie, in verband met vragen betreffende
de economische veiligheid en de bescherming van bedrijven.
"Een van de grootste uitdagingen voor de Overheidsdiensten
in de regio is het erkennen en beschermen van de waardevolle
knowhow van bepaalde lokale bedrijven" zegt de prefect
Jean-François Cordet. Bijgevolg krijgen die bedrijven speciale
begeleiding en worden ze onderworpen aan een speciale
controle.
Ten slotte werden de werking en de coördinatie van de
operationele implementatie van het programma toevertrouwd
aan het Nord France Innovation Développement (NFID-
Ontwikkeling Innovatie Noord-Frankrijk).
400 bedrijven gemobiliseerd
In totaal werden al meer dan 400 bedrijven uit Nord-Pas de
Calais gemobiliseerd in het kader van het SRIE, hetzij dankzij
sensibiliseringsacties of steun aan de ontwikkeling van
strategische methoden en middelen. Het cijfer is eervol, maar
nog niet voldoende: "Nord-Pas de Calais telt tussen 7 000 en
8 000 bedrijven met potentieel. Ons doel is dat ze allemaal
toegang hebben tot economische intelligentie", besluit Yannick
Giry, zich ervan bewust dat de hele economische structuur in
deze dynamiek meevoeren een werk van lange adem is.
11. Learning to be smart
At the University Côte d’Opale Littoral, the students enrolled in
the Logistics and Transport Master’s get 10 hours of classes
on competitive intelligence. There are not the only students
of the region to benefit from such training. Many other
curriculums comprise an awareness module for competitive
intelligence. “Some specialised courses are even designed to
train competitive intelligence experts”, says Michaël Popek,
competitive intelligence coordinator at NFID.
It is notably the case of the ISCI2
Master’s of the Lille 1
University. The latter revolves around competitive intelligence
in the context of international trade. The more scientific
profiles would prefer the VS2I3
Master’s, also dispensed by
Lille 1 centered on the “innovation” dimension of competitive
intelligence. Finally, at Lille 3, the PRISME4
Master’s deals
more with the training of specialists in methodologies and
monitoring tools.
And for all the professionals that are not afraid of going
back to school, NFID, the Community of Universities and
Schools (ComUE) Lille Nord de France and the IAE of Lille, a
management school, will launch a post-Masters training called
IDA5
, open as continuing education training. Its aim? “To train
ambassadors of competitive intelligence, capable of spreading
this culture throughout their company”, answers Michaël
Popek, who is ready to register the subscriptions.

Aan de Université du Littoral Côte d'Opale krijgen de studenten

bevatten een module om te sensibiliseren voor economische
intelligentie. "Bepaalde gespecialiseerde trajecten willen zelfs
deskundigen in de economische intelligentie vormen" aldus
Michaël Popek, coördinator economische intelligentie aan het
NFID.
Dat is het geval voor de Master ISCI2
die wordt aangeboden
door de universiteit Lille 1, en die de economische intelligentie
behandelt in de context van de internationale handel. De
meer wetenschappelijke profielen zullen kiezen voor de
Master VS2I3
, die ook in Lille 1 wordt gegeven en focust op
de dimensie "innovatie" van de economische intelligentie. In

naar een cultuur
Intuïtief had ik dit anders genoemd. Voor ons is dit
voornamelijk een kwestie van gezond verstand. Zo reageert
Anthony Perrussel, handelsingenieur bij Soladis, een bedrijf
gespecialiseerd in statistisch en biostatistisch advies, wanneer
we hem vragen of de ontwikkelingsaanpak van zijn bedrijf deel
uitmaakt van economische intelligentie. Zijn reactie illustreert
de manier waarop bedrijven, en in het bijzonder de kmo's het
onderwerp bekijken: op een veel eenvoudiger manier dan de
geijkte formulering die volgens hen veel te pompeus klinkt.
Economische intelligentie ligt immers binnen handbereik van
iedereen en wordt veel vaker beoefend dan men denkt. Dat
is in ieder geval de mening van Jean-Marc Barki, directeur
van Sealock, een bedrijf uit Pas-de-Calais gespecialiseerd
in de formulering van industriële lijmen. Op een bepaalde
manier houden we allemaal toezicht. Zelfs de particulier die
gaat shoppen om te veranderen van verzekering is bezig
met economische intelligentie zegt hij, met een vleugje humor.
Een natuurlijke praktijk
Voor deze bedrijfsleider is de economische intelligentie een
natuurlijke praktijk waarvoor, in tegenstelling tot wat algemeen
wordt gedacht, geen grote middelen moeten worden ingezet.
De ervaring van Soladis vormt daarvan het beste bewijs. Dit
bedrijf uit Lyon, ontstaan in 2000 door de splitsing van Rhône-
Poulenc en eveneens gevestigd te Parijs, wou in 2012 zijn
ontwikkeling in andere regio's verderzetten. Na in verschillende
richtingen te hebben gekeken, viel de keuze op de regio

“Intuitively, I would not have called it that way. For us, it’s
common sense”. This is what Anthony Perrussel answers,
a business engineer for Soladis, a company specialised in
statistics and biostatistics advice, when he is asked whether
he thinks his company’s development approach relies on
competitive intelligence. His reaction illustrates the way in
which companies, and particularly SMEs, perceive the topic:
with a lot more simplicity than what transpires from the
terminology, often perceived as too pompous. Competitive
intelligence is thus accessible to all and is used a lot more
frequently than what we think. That is at least what Jean-Marc
Barki, the director of Sealock thinks, a company specialised in
the making of industrial glue based in the Nord-Pas de Calais.
“We all do some sort of economic monitoring. Even the person
that goes around trying to change his insurance contract is
doing competitive intelligence”, he assures, with a touch of
humour.
A natural habit
For this business leader, competitive intelligence is a natural
practice that does not need many means to thrive, contrary
to what is often thought. And the Soladis experience proves
that well. Created in 2000 after the division of Rhône-Poulenc,
a Lyon-based company which also has offices in Paris, the
company decided in 2012 to pursue its development in other
regions. After having looked in many directions, it chose to set
foot in the Provence-Alpes-Côte d’Azur region, very attractive
thanks to the Sophia-Antipolis Science and Technology Park
but also in the Nord-Pas de Calais. Indeed, our region has
an economic fabric that comprises many health activities,
which are at the core of the work of Soladis. Furthermore, the
company quickly became close to the excellence hub Eurasanté
which helped her establish headquarters in the region thanks
to its bio-incubator and which put her in contact with important
local actors. “Eurasanté was a catalyst of information and

De fait, l’intelligence économique est à la
portée de tous et est pratiquée bien plus
souvent qu’on ne le pense. C’est en tout
cas l’avis de Jean-Marc Barki, dirigeant de

industrielles. « On fait tous de la veille d’une
certaine façon. Même le particulier qui fait
la tournée des popotes pour changer de
contrat d’assurance est dans une démarche
d’intelligence économique » assure-t-il avec
une pointe d’humour.
Une pratique naturelle
Pour ce chef d’entreprise, l’intelligence
économique est une pratique naturelle
qui ne nécessite pas de mobiliser de gros
moyens, contrairement aux idées reçues.
D’ailleurs, l’expérience de Soladis le
prouve bien. Née en 2000 de la scission
de Rhône-Poulenc, cette société lyonnaise
également implantée à Paris a souhaité en
2012 poursuivre son développement dans
d’autres régions. Après avoir regardé dans
plusieurs directions, son choix s’est porté

14. ATMOSPHERIC SCIENCES: Lucullus: little
name for a big cloud
Nicolas Ferlay, a university lecturer, observed an unknown cloud
structure from the Laboratory of Atmospheric Optics (LOA)…
Here’s the story of a fortuitous discovery.
I measure almost 700 km long and live at more than 13.3 km
high… Who am I? Lucullus. “It’s the name I gave, as a joke, to this
new form of cloud that was observed in 2008 just off the Japanese
coast”, explains Nicolas Ferlay. The researcher was studying the
observation data of spatial imagery coming from the data and
services centre ICARE6
when he came across this spectacular cloud
structure,whose form and regularity sparked his curiosity.
Super-cloud
Located at the top of a mass of clouds of nearly 4 000 km long
towed by a stream, the phenomenon is in the shape of a series of
20 km wide and 4 km high lobes, repeated on several hundreds of
kilometres. “More than the size or the shape of these structures, it
is their regularity and their long life expectancy that raise questions”,
Nicolas Ferlay points out. Six years of studies have been necessary
for the researchers of the LOA to describe the phenomenon and
compile the first analytical elements of the latter in an article
published in the Journal ofAtmospheric Sciences in October 2014.
“At the limit between the troposphere and the stratosphere, these
lobes could facilitate the water vapour exchanges between the two
atmospheric layers. However, the energetic balance of the Earth –
and thus the climate and its changes – are highly sensitive to the
phenomenon that occur at this level”,explains the researcher.
Weather forecast
Aftertheobservationanditsfirstanalysis,theaimisnowtoprovethat
thisisnotanisolatedphenomenon,andexplainandestablishamodel
of the processes that are hidden behind this monster of a cloud. If
their importance is confirmed,Nicolas Ferlay and his colleagues from
the LOA will have to convince specialists of the necessity to take into
account these processes in the atmospheric prevision models.

The Interactions Clouds Aerosols Radiations Etc (ICARE) hub was created in
2003 with the support of the Nord-Pas de Calais region in order to facilitate
the study of clouds, aerosols, radiation, the cycle of atmospheric water and the
processes that link them together.
ATMOSFERISCHE WETENSCHAPPEN: Lucullus:
kleine naam voor een grote wolk
Vanuit het Laboratoire d’Optique Atmosphérique (LOA) van de
universiteit Lille 1 zag Nicolas Ferlay,docent,een nooit eerder geziene
wolkenstructuur...Dit is het verhaal van een toevallige ontdekking.
Ik ben ongeveer 700 km lang en beweeg me op een hoogte van
13,3 km... Wat ben ik? Lucullus. Dat is de naam die ik, bij wijze
van grap, heb gegeven aan deze nieuwe wolkenvorm die ik in 2008
ter hoogte van Japan heb waargenomen, zegt Nicolas Ferlay. De
onderzoeker bestudeerde de observatiegegevens van ruimtebeelden
afkomstigvanhetdatacenterendedienstICARE6
,toenhijtoevalligop
deze spectaculaire wolkenstructuur stootte waarvan de vorm en de
regelmatigheid zijn nieuwsgierigheid prikkelden.
Superwolk
Het fenomeen, dat zich bevindt op een opeenstapeling van wolken
van bijna 4.000 km lang getrokken door een straalstroom, heeft de
vorm van een reeks lobben van 20 km breed en 4 km hoog die over
honderden kilometer herhaald worden.Meer nog dan de grootte en
de vorm van deze structuren, is het de regelmatigheid en de lange
levensduur daarvan die merkwaardig zijn, verduidelijkt Nicolas
Ferlay. De onderzoekers van het LOA hadden zes jaar nodig om
het fenomeen te bestuderen en te beschrijven. Hun eerste analyses
werden gepubliceerd in een artikel van het Journal of Atmospheric
Sciencesinoktober2014.Dezelobbenopdegrensvandetroposfeer
en de stratosfeer zouden de uitwisseling van waterdamp tussen de
twee lagen kunnen bevorderen. Maar het energetisch evenwicht op
aarde, en bijgevolg het klimaat en de klimaatveranderingen zijn zeer
gevoelig voor fenomenen die zich op dit niveau voordoen, zegt de
onderzoeker.
Weersvoorspellingen
Na de waarneming en de eerste analyses ging het erom te bewijzen
dat dit geen geïsoleerd fenomeen was, en de processen achter dit
wolkenmonster uit te leggen en in kaart te brengen. Als het belang
ervanwordtbevestigd,moetenNicolasFerlayenzijncollega'svanhet
LOA de specialisten ervan overtuigen dat er rekening moet worden
gehouden met deze processen in weersvoorspellingsmodellen.

e mesure près de 700 km de long et
j’évolue à 13,3 km d’altitude… Qui suis-
je ? Lucullus. « C’est le nom que j’ai
donné, en guise de boutade, à cette nouvelle
forme de nuage observée en 2008 au large
du Japon », nous explique Nicolas Ferlay. Le
chercheur étudiait les données d’observation
issues d’imageries spatiales fournies par le
centre de données et de service ICARE6
,
lorsqu’il est « tombé » sur cette structure
nuageuse spectaculaire dont la forme et la
régularité ont piqué sa curiosité.
Super-nuage
Situé au sommet d’un amas nuageux de
près de 4 000 km de long tracté par un
courant-jet, le phénomène prend la forme
d’une série de lobes de 20 km de large et
de 4 km de hauteur répétés sur plusieurs
centaines de kilomètres. « Plus que la taille
et la forme de ces structures, c’est leur
régularité et leur longue durée de vie qui
posent question », précise Nicolas Ferlay.
Six années d’étude auront été nécessaires
aux chercheurs du LOA pour décrire le
phénomène et apporter quelques premiers
éléments d’analyse dans un article publié
dans le Journal of Atmospheric Sciences
en octobre 2014. « A la frontière entre la
troposphère et la stratosphère, ces lobes
pourraient favoriser les échanges de vapeur
d’eau entre les deux couches. Or l’équilibre
énergétique terrestre, et par conséquent
le climat et ses changements, sont très
sensibles aux phénomènes qui interviennent
à ce niveau », explique le chercheur.
Prévisions météo
Après l’observation et ces premières
analyses, l’objectif est de prouver que le
phénomène n’est pas isolé, et d’expliquer
et de modéliser les processus qui se
cachent derrière ce monstre nuageux. Si
leur importance se confirme, Nicolas Ferlay
et ses collègues du LOA doivent convaincre
les spécialistes de la nécessité de prendre
en compte ces processus dans les modèles
atmosphériques de prévisions.

15. BEHAVIOURALANALYSIS:The memory of
rodents
Located at the research hub of the medical school of Lille,
the platform for behavioural and functional explorations is
dedicated to study of the behaviour of rodents in different
pathological circumstances.
Measuring more than 250 m2
,the platform was built progressively
thanks to the support of various partners:the University of Lille,the
National Institute for Health and Medical Research (INSERM), the
Regional University Hospital Centre of Lille (CHRU), the state and
the regional council of the Nord-Pas de Calais.
A scientific dynamic
At the origin of the platform: the European project Pharmacog,
led by Régis Bordet, vice-president of research at the University
of Lille 2, that aimed at the development of new biomarkers to
assess innovative medicine for the treatment ofAlzheimer disease.
This new platform aims at offering interested researchers and
industrials the possibility to “understand the mechanisms of
cognitive troubles that can occur under certain pathologies and
test new pharmacological and therapeutic approaches”, explains
Régis Bordet. Thanks to behavioural evaluation tests, the platform
facilitates the development of new experimental protocols on
rodents in order to improve the modelling of certain illnesses.
A keytechnology
To do so, the platform has many tools at its disposal, including
the Touch screen technology. The latter, developed by Cambridge
University,enablestogettherodenttoundergomemorisationtests.
Different images are thus displayed on a screen and, according to
what he is asked to find, the rodent has to select the correct one
thanks to his muzzle.This new approach for the study of memory is
promising.“Memory,stress response,depression,motor functions,
or even social interactions are among the aspects that can be
studied thanks to the tools available on the platform”, says Régis
Bordet. This new equipment, unique in France, thus unveils many
research opportunities.
GEDRAGSANALYSE:Het geheugenvan
knaagdieren
Het platform voor gedrags- en functieonderzoek van de
onderzoekspool van de faculteit geneeskunde van Lille, houdt
zich bezig met de studie van het gedrag van knaagdieren in
verschillende pathologische omstandigheden.
Het platform met een oppervlakte van 250 m2
is geleidelijk
ontstaandankzijdesteunvanverschillendepartners:deuniversiteit
van Lille, het Institut National de la Santé et de la Recherche
Médicale(INSERM-NationaleInstituutvoorGezondheidenMedisch
onderzoek), het Centre Hospitalier Régional Universitaire de Lille
(CHRU-Regionaal Universitair Ziekenhuis), de Overheid en de
Regionale Raad Nord-Pas de Calais.
Eenwetenschappelijke dynamiek
Aan de oorsprong van het platform ligt het Europese project
Pharmacog, onder leiding van Régis Bordet, vicevoorzitter
onderzoek aan de universiteit van Lille 2, dat nieuwe biomarkers
wou ontwikkelen om innovatieve medicijnen voor de ziekte van
Alzheimer te beoordelen. Dit nieuwe platform wil onderzoekers
en geïnteresseerde industriëlen de mogelijkheid bieden om
de mechanismen van cognitieve problemen die bij bepaalde
pathologieën optreden te begrijpen en nieuwe farmacologische en
therapeutische benaderingen te testen, zegt Régis Bordet.Dankzij
tests voor de beoordeling van gedragingen maakt het platform de
ontwikkeling van nieuwe experimentele protocols op knaagdieren
mogelijk om de modellering van bepaalde ziekten te verbeteren.
Een speerpunttechnologie
Daarvoor beschikt het platform onder andere over Touch screen
technologie. Met deze technologie, ontwikkeld door de universiteit
van Cambridge, kunnen knaagdieren aan geheugentests worden
onderworpen. Er worden verschillende beelden getoond op een
scherm en, afhankelijk van wat er wordt gevraagd, moet het
knaagdiermetbehulpvanzijnsnuithetjuistebeeldselecteren.Deze
nieuwe aanpak om het geheugen te bestuderen is veelbelovend.
Geheugen, omgaan met stress, depressie, motoriek en sociale
interactie zijn allemaal aspecten die we met de middelen van
het platform kunnen bestuderen, zegt Régis Bordet. Dit unieke
platform biedt dus een waaier aan onderzoeksmogelijkheden.

Installée au pôle recherche de la faculté de
médecine de Lille, la plateforme d’explorations
comportementales et fonctionnelles est dédiée
à l’étude du comportement des rongeurs dans
différentes circonstances pathologiques.

Une dynamique scientifique
A l’origine de la plateforme : le projet eu-
ropéen Pharmacog, piloté par Régis Bor-
det, vice-président recherche à l’univer-
sité de Lille 2, qui visait à développer de
nouveaux biomarqueurs pour évaluer des
médicaments innovants dans la maladie
d’Alzheimer. Cette nouvelle plateforme
vise à offrir la possibilité aux chercheurs et
aux industriels intéressés de « comprendre
les mécanismes des troubles cognitifs ren-
contrés lors de certaines pathologies et
d’avoir la capacité de tester de nouvelles
approches pharmacologiques et thérapeu-
tiques », explique Régis Bordet. Grâce à
des tests d’évaluation comportementale,
la plateforme permet le développement de
nouveaux protocoles expérimentaux sur
des rongeurs dans le but d’améliorer la
modélisation de certaines maladies.
Une technologie phare
Pour cela, elle s’est dotée entre autres de la
technologie Touch screen. Cette dernière,
développée par l’université de Cambridge,
permet de soumettre le rongeur à des tests
de mémorisation. Différentes images lui
sont proposées sur un écran et, en fonc-
tion de ce qui lui est demandé, il doit sélec-
tionner la bonne à l’aide de son museau.
Cette nouvelle approche de l’étude de la
mémoire promet déjà de belles avancées.
« Mémoire, réponse au stress, dépression,
motricité ou encore interaction sociale sont
autant d’aspects qui peuvent être étudiés
grâce aux outils de la plateforme », indique
Régis Bordet. Les opportunités de re-
cherche sont donc nombreuses au sein de
cet équipement unique en France.

16. DIGITAL: SPIRALS makes the software go round
Composed of 26 researchers, teacher-researchers, PhD students and
engineers, the Spirals team is launching its second year of research in
the field of distributed systems and software sciences.
A common project-team between INRIA7
and the University of Lille 1
within the Mixed Research Unity (UMR) CRIStAL8
, Spirals9
began its
work in 1994.The team follows the specific research model as coined
by the INIRA: project-teams composed of researchers from INRIA and
partner institutions that have four years to work on a thematic. Spirals
gave itself a double goal which is to develop both self-repair and self-
optimisation of software that work on mobile phones and in the cloud.
Smart software
On the one hand, Spirals wants software to be able to automatically
solve their most current and simple to correct defects.“For these bugs
to be corrected by the development teams is costly and takes times”,
explains Romain Rouvoy member of the Spirals team. “The idea is
not replace the developers but rather prevent them from having to
intervene on these categories of bugs”.On the other hand,the team is
looking to develop mechanisms for the self-optimisation of software:
this consists in, for instance, conceiving applications that are less
energy-consuming10
or software that is capable to make the most of
the collective intelligence thanks to data collected on the field (state
of the traffic, quality of the air, etc.), whether they be transmitted by
the user of through sensors.The service provided to the user will thus
be more adapted to his need or the information more up-to-date, two
aspects which will thus contribute to improve his experience quality.
That is what we call crowd-sensing11
.
Guaranteed transfer
Located in the scientific park of the Haute-Borne in Villeneuve-d’Ascq,
“the Spirals team evolves in a dynamic ecosystem of innovation and
is connected to numerous companies”, adds Romain Rouvoy. This
geographical and cultural proximity facilitates the transfer of the
results of its research to businesses.

die gedurende vier jaar aan een bepaald thema werken. Spirals wil
zelf-reparerende en zelf-optimaliserende oplossingen ontwikkelen voor
software op mobiele apparaten en in de cloud.
Intelligente software
Enerzijds wil Spirals de software zover brengen dat ze automatisch de
meest voorkomende en gemakkelijk te corrigeren fouten oplost. Het
is erg duur om deze bugs laten corrigeren door de ontwikkelingsteams
en het neemt veel tijd in beslag, zegt Romain Rouvoy, lid van het
Spirals-team. Het is niet de bedoeling om de ontwikkelaars te
vervangen, maar om te vermijden dat ze voor deze categorie bugs
moeten tussenkomen. Anderzijds wil het team mechanismen voor
zelf-optimalisering van software ontwikkelen: het gaat bijvoorbeeld
om minder energieverslindende toepassingen10
, of software die meer
gebruik kan maken van collectieve intelligentie met behulp van gegevens
verzameld op het terrein (het verkeer, de luchtkwaliteit, enz.), ongeacht
of ze nu door de gebruiker of door sensoren zijn verzonden.De gebruiker
beschikt op die manier over een dienst die meer aan zijn behoeften is
aangepast en over meer up-to-date informatie, wat bijdraagt aan het
verbeteren van zijn ervaring. Men noemt dit crowd-sensing11
.
Veilige overdracht
Het Spirals-team, gevestigd in het wetenschapspark La Haute-
Borne te Villeneuve-d’Ascq,werkt in een dynamisch ecosysteem
van innovatie en is verbonden met tal van bedrijven, zegt Romain
Rouvoy. Een geografische en culturele nabijheid die de overdracht van
onderzoeksresultaten naar de bedrijfswereld mogelijk maakt.

chercheurs Inria et d’établissements
partenaires, et qui disposent de quatre ans
pour travailler sur une thématique. Spirals
s’est donnée pour double objectif de
développer des solutions d’auto-réparation
et d’auto-optimisation des logiciels fonc-
tionnant sur les mobiles et dans le cloud.
Logiciels intelligents
D’une part, Spirals veut amener les
logiciels à résoudre automatiquement
leurs défauts les plus courants et simples
à corriger. « Faire corriger ces bugs par
les équipes de développement est très
coûteux et prend du temps », explique
Romain Rouvoy, membre de l’équipe
Spirals. « L’idée n’est pas de remplacer
les développeurs mais plutôt de leur éviter
d’avoir à intervenir sur cette catégorie de
bugs ». D’autre part, l’équipe cherche
à développer des mécanismes d’auto-
optimisation des logiciels : il s’agit, par
exemple, de concevoir des applications
moins consommatrices d’énergie10
, ou
des logiciels capables de mieux tirer parti
de l’intelligence collective au travers de
données collectées sur le terrain (état
du trafic, qualité de l’air, etc.), qu’elles
soient transmises par l’usager ou par
l’intermédiaire de capteurs. L’utilisateur
dispose ainsi d’un service plus adapté
à ses besoins ou d’une information plus
fraîche, contribuant ainsi à améliorer sa
qualité d’expérience. C’est ce que l’on
appelle le crowd-sensing11
.
Transfert assuré
Installée au sein du Parc scientifique de
la Haute-Borne à Villeneuve-d’Ascq,
« l’équipe Spirals évolue dans un éco-
système dynamique d’innovation et est
connectée à de nombreuses entreprises »,
ajoute Romain Rouvoy. Une proximité
géographique et culturelle qui facilite le
transfert des résultats de ses recherches
vers l’entreprise.
