 A first definition … The new bio-economy, a concept synthesized by the OECD as “the aggregate set of economic operations in a society that uses the latent value incumbent in biological products and processes to capture new growth and welfare benefits for citizens and nations” (OECD,2006), is increasingly seen as a workable alternative to move today’s economies in thedirection of more sustainable natural resource use and economic growth. The transition toeconomies and societies based on this concept is already underway and there is clearevidence of its potential and impacts in a wide arch of application sectors, going from foodand health to transportation, construction and, even, the recreational industry.

Bio economy is based on 3 elements: (Biotechnological) knowledge: todevelop new products and processes vaccines, enzymes, betterunderstanding of DNA, RNA, proteins …., manipulation of cells, tissues, organs,  bioinformatics…. Renewablebiomass and efficientbioprocesses: crops, grasses, waste, trees, marine life…, algae… Integrationbetweenknowledge and applications: in primaryproduction, health and industry
The structure of “bioeconomy” based value chains Agriculture: new/improved plants, crop protection, fertilizers, pesticides, diagnostics, improved breeding/better livestock reproduction, vaccines…. Industry: anticorrosion,   water treatment, purification processes, special lubricants, packings... Transport: fuel, lubricants, antifreeze and other fluids, plastics, anti-corrosives… Textiles: fibers, fabrics, rugs, fillings, dyes, lycra, spandex…. Food: new crops, functional foods, ingredients and additives, packing materials …… Environment: bioremediation, new  bio-degradable detergents…… Communications: plastic cabinets, optical cover fibers, LCDs, inks, papers, pencils….. Construction: paints and resins, isolation materials, panels …. Recreation: active wear, CDs, DVDs, sports equipment …. Health and hygiene: new pharmaceuticals, neutraceuticals, new materials (surgery, dental, optical), disinfectants, cosmetics…..  OUR issue … ..... The new bio-economy is increasingly seen as a workable alternative to move today’s economies in the direction of more sustainable natural resource use and economic growth. In its essence it’s the coming together of biology, chemistry, materials sciences, genomics and information technology to better exploit natural resources both in agriculture and industry....      The questions and challenge is whether the new concepts are of relevance for the small scale and what are the needed policies to promote and guide investments and the new institutions to ensure the safety of the new technologies and the equitable distribution of the benefits of the ensuing economic growth....
Hot topic 1 Relevant for International Agricultural R&D: Starting from the knowledge intensification, we could distinguish two clusters of technologies: “Unembodied technologies”, that typically include agronomy practices etc: IPM, zero tillage, precision agriculture, .. ... “2x green revolution” (Conway, Griffon, ...) “Embodied technologies”, that include “new” bio inputs, products and process. For our purpose, we group these as:  Biotechnology products & crops,  Bio-refineries value chain insertion, and  Biodiversity prospecting and development.  Histoire du ALCUE-KBBE… Projet FP6 ALCUE-Food a organisé son dernier séminaire bi-régionale  en Juin 2008 a BsAs sur “Towards a Latin American Knowledgebased bio economy: Identification of policy and RTD agendas” Pendant le workshop la 2me. journée les profils de thèmes intéressantes sont rédigés et ensuite  une « policybrief » est envoyé a la Commission, Le profil d’un projet KBBE en ALC est apparu dans l’appel d’offre FP7 (axe 2) work programme 2010, Une proposition est déposée le 17 Déc 2009, Notre proposition était évaluée (14/15) et le projet a passée sa phase de négociation. L’initiation du projet est prévue: 1 Juin 2011

To establish a LAC-UE platform bringing together regional and continental organizations involved in research funding and implementation, as well as other relevant stakeholders from the public and private sector and the civil society, in an effort to generate relevant information for the design and implementation of specific plans and projects, included the needed R&D and set the basis for the establishments of an enabling policy and institutional environment, as well as, for the development and consolidation of the KBBE in both regions….

EU-Latin American and Caribbean senior officials meeting in Brussels gives boost to cooperation in research and innovation Senior officials from Europe, Latin America and the Caribbean met on 28-29 March 2011 in Brussels, for the first time under the umbrella of a new EU-LAC Joint Initiative for Research and Innovation. Building on existing cooperation between the EU and countries in Latin America and the Caribbean, this Joint Initiative adopted by the Madrid Ministerial Forum and EU-LAC Summit in 2010, aims to deliver greater benefits from scientific cooperation between the two regions. The meeting, attended by senior officials from 32 countries, the Commission and the European External Action Service, endorsed the development of new pilot initiatives in science and technology.
EU-Latin American and Caribbean senior officials meeting in Brussels gives boost to cooperation in research and innovation The workshop  focused on how to enhance cooperation in pilot activities (Joint Initiatives for Research & Innovation) which reflect major challenges to European, Latin American and Carribeansocieties. Working groups co-led by one country from each region address the pilots. These are: 1. Developing the bio-economy to guarantee food security;  2. Confronting biodiversity and climate change;  3. Energy;  4. exploiting the rapid development of information and communication technologies (ICT) for better coming to grips with the many problems, but also opportunities ahead.  A cross-cutting working group was also established to address funding and identifying good collaborative practices based on past experience….. AR+FR
Can GM Crops Help to Feed the World? What are the scientifically-established nutritional, social, and environmental consequences of GM crops, particularly for small landholders? In which regions of the world would their use be most appropriate and beneficial? In which settings might they have deleterious effects? Can the use of GM crops have an economic impact across different levels of income in less-developed countries? What role might they play in improved land use (e.g. less chemical fertilizer); more efficient production (e.g. possible reductions in energy expenditures); the enhancement of domestic and international marketing services; and/or improved credit facilities? What are the barriers to the acceptance and use of GM crops? What policies have enabled and/or hindered their use? What is the science-based evidence about the role that the following issues play in facilitating or inhibiting the adoption of GM crops: (a) international trade; (b) bio-safety and/or bio-security; (c) regulatory and/or intellectual property frameworks?

Brainstorming:Could CIAT be(come) the Latin-American convening centre on the (Knowledge Based) Bio-Economy?
 1 - Meaningwhat? Becoming the regional centre of reference. For whom?  LAC stakeholders (public + private) and EU / LAC financing agencies... Offering high excellence installed capacity + links to top level EU players (and others), for advanced science collaboration, Offering key contacts to help set up PPP and EU investments in the region, Spearleading new initiatives i.e. Bio-safety data base, IPR LAC platform, part of a Master in Bio economy w Colombian + EU universities, ... Becoming THE bio economy point of entry into LAC ... .....
 2 - Wouldwewant to (strategically)? CIAT seriously needs to position itself in the LAC region as THE centre of ..... (in parallel and complementing its global activities in CRPs, etc.), This new LAC based niche product/process/market needs to be identified, constructed, sold and loudly acclaimed in Bogota, Montpellier, Brussels, etc. How are LAC conditions, organizations, institutions, natural resource base, innovation generation etc etc different from other regions? The LAC mix shows a high potential for successfully adopting & benefiting from the Bio economy model...... CIAT’s core business model remains the same.... ......
 3 - Expectedpay-offs? Significant value adding opportunities of CIAT installed capacities and scientific and networking resources through improved synergies + “market differentiation”  greater regional impact, Strategically poised for increased participation in future FP R&D project calls of the EC, Added comparative advantage for increased participation in the calls of the EC Food Security Framework Programme (FSTP), A recognizable partner to start collaborating with top private/public partners of the leading ETPs, THE CGIAR centre on the bio economy ...   • 6.  A first definition … The new bio-economy, a concept synthesized by the OECD as “the aggregate set of economic operations in a society that uses the latent value incumbent in biological products and processes to capture new growth and welfare benefits for citizens and nations” (OECD,2006), is increasingly seen as a workable alternative to move today’s economies in thedirection of more sustainable natural resource use and economic growth. The transition toeconomies and societies based on this concept is already underway and there is clearevidence of its potential and impacts in a wide arch of application sectors, going from foodand health to transportation, construction and, even, the recreational industry.

  • 15.  OUR issue … ..... The new bio-economy is increasingly seen as a workable alternative to move today’s economies in the direction of more sustainable natural resource use and economic growth. In its essence it’s the coming together of biology, chemistry, materials sciences, genomics and information technology to better exploit natural resources both in agriculture and industry.... The questions and challenge is whether the new concepts are of relevance for the small scale and what are the needed policies to promote and guide investments and the new institutions to ensure the safety of the new technologies and the equitable distribution of the benefits of the ensuing economic growth....

Hot topic 1 Relevant for International Agricultural R&D: Starting from the knowledge intensification, we could distinguish two clusters of technologies: “Unembodied technologies”, that typically include agronomy practices etc: IPM, zero tillage, precision agriculture, .. ... “2x green revolution” (Conway, Griffon, ...) “Embodied technologies”, that include “new” bio inputs, products and process. For our purpose, we group these as: Biotechnology products & crops, Bio-refineries value chain insertion, and Biodiversity prospecting and development. EU-Latin American and Caribbean senior officials meeting in Brussels gives boost to cooperation in research and innovation Senior officials from Europe, Latin America and the Caribbean met on 28-29 March 2011 in Brussels, for the first time under the umbrella of a new EU-LAC Joint Initiative for Research and Innovation. Building on existing cooperation between the EU and countries in Latin America and the Caribbean, this Joint Initiative adopted by the Madrid Ministerial Forum and EU-LAC Summit in 2010, aims to deliver greater benefits from scientific cooperation between the two regions. The meeting, attended by senior officials from 32 countries, the Commission and the European External Action Service, endorsed the development of new pilot initiatives in science and technology.

EU-Latin American and Caribbean senior officials meeting in Brussels gives boost to cooperation in research and innovation The workshop focused on how to enhance cooperation in pilot activities (Joint Initiatives for Research & Innovation) which reflect major challenges to European, Latin American and Carribeansocieties. Working groups co-led by one country from each region address the pilots. These are: 1. Developing the bio-economy to guarantee food security; 2. Confronting biodiversity and climate change; 3. Energy; 4. exploiting the rapid development of information and communication technologies (ICT) for better coming to grips with the many problems, but also opportunities ahead.   • 37. Can GM Crops Help to Feed the World? What are the scientifically-established nutritional, social, and environmental consequences of GM crops, particularly for small landholders? In which regions of the world would their use be most appropriate and beneficial? In which settings might they have deleterious effects? Can the use of GM crops have an economic impact across different levels of income in less-developed countries? What role might they play in improved land use (e.g. less chemical fertilizer); more efficient production (e.g. possible reductions in energy expenditures); the enhancement of domestic and international marketing services; and/or improved credit facilities? What are the barriers to the acceptance and use of GM crops? What policies have enabled and/or hindered their use? What is the science-based evidence about the role that the following issues play in facilitating or inhibiting the adoption of GM crops: (a) international trade; (b) bio-safety and/or bio-security; (c) regulatory and/or intellectual property frameworks?

Is it just some sexy jargon to impress donors? What has been its added impact and/or benefits? How do bio-economy and eco-efficiency jive? The latter perhaps being a sub set of the former..... And?

It is based on the concept of creating more goods and services while using fewer resources and creating less waste and pollution. According to the WBCSD definition, eco-efficiency is achieved through the delivery of "competitively priced goods and services that satisfy human needs and bring quality of life while progressively reducing environmental impacts of goods and resource intensity throughout the entire life-cycle to a level at least in line with the Earth's estimated carrying capacity."
