The US Entrepreneurial State: “The USA has spent the last few
decades using active intervention policies to drive private sector
innovation in pursuit of public policy goals”
“The core lesson of this pamphlet is the need to develop a
new industrial policy which learns from the past
experiences in which the state has played a leading,
entrepreneurial role in achieving innovation-led growth”.

connecting
old economic ,social , political
structures… and disrupting them.
21. Repeating old structures…
• Trustification of the Net. (Google,
Amazon, Facebook, Apple….)
• Increasing the centralized surveillance
(NSA,…)
• Repeting monopolies of the past ….
• Results: Ending the innovation in the
long term.

46. A living lab is a user-centred, open-innovation
ecosystem, often operating in a territorial context (e.g.
city, agglomeration, region), integrating concurrent
research and innovation processes within a public-
private-people partnership.
The concept is based on a systematic user co-creation
approach integrating research and innovation
processes.

61. Catlabs (2016-2020):
Building a regional network of labs
1. Building a universal service network of labs at the regional and city level, serving a citizen-
driven innovation model.
2. A public concerted system including public labs, private labs, cooperative labs.
3. Common set of goals: promoting social digital innovation for public good,
empowering citizens to innovate.
4. Sharing a common set of basic innovation and learning services for every citizen.
5. With a common seal that allows its identification as a member of a network
(like public libraries)
6. Each of them specialized in different areas: digital fab, e-participation, collab economy,..
7. Promoting a responsible innovation and the citizens digital rights, first of them,
the right to innovate.
8. Acredited and evaluated like the rest of the research and innovation centers in the Catalan
innovation ecosystem.
9. Confederated with other similars networks at the European and global scale.
