The Importance Of Drinking Water In Lake Ontario
On the way from dams, oceans, rivers, lakes and reservoirs, the water is filtered and treated to make
it suitable for drinking. 11% of the water that goes into our taps come from groundwater, which is
water that is present beneath the earth's surface. In cities, water is distributed through a series of
pipes connected to a municipal water supply system. In rural areas, it is usually obtained from wells.
Wells must be carefully prepared and maintained to prevent pollution. Toronto's water is
continuously tested. Each day, Toronto treats more than 1 billion litres of water. The city gets the
water from the Lake Ontario, which is cleaned and treated to provide safe drinking water for
citizens. The water goes through 4 treatment plants. It then

The Heightening of Airport Security after September 11th
Extraordinary challenges require extraordinary measures. The terrorist attacks on
America on September 11, 2001 required that we reform our nation's aviation security system in
fundamental ways. Three years after the Sept. 11 tragedies, how far has airport and airlines come? It
depends on the source. While it is important for airports to heighten security after the attacks of
9/11, the policies of profiling passengers are inadequate and a necessitate revision.
The most visible changes to boost airport securities may be on the airplanes themselves. Many
planes have installed bulletproof, locked cockpit doors to secure the pilot and crew from the rest of
the plane. Increased ... Show more content on Helpwriting.net ...
The process of screening and profiling has contributed to numerous complaints from passengers
who have been selected for additional screening. Passenger profiling at the airport should not be the
sole means of protecting our flying public from would–be terrorists. If a present security measure is
found to prevent potential customers from flying without providing a meaningful prevention to
terrorism, that measure should be relaxed or eliminated. Passengers profiling should be utilized in
conjunction with information received from our intelligence community. Close examination and
revision of this system is obviously necessary.
Our current profiling system is based on a computer program that was developed several years ago.
Many people have begun submitting formal comments to the Privacy Office of the U.S. Department
of Homeland Security, urging it to stop airline passenger screening programs that are administered
by the Transportation Security Administration (TSA). These programs allow travel authorities to
access personal information about each passenger from government and commercial databases
(Privacy Activism). Authorities who rely on these systems run the risk of misidentifying individuals
and "tagging" them as security risks. Some passengers have even been forbidden to board planes
(Street Beat). Travel authorities believe that this sensitive data will help identify potential threats to

The Importance Of Critical Thinking
Critical thinking is meaningful and beneficial in many ways. It is not about the criticizing, instead, it
is the thinking about the thinking process. It reflects our own thoughts and perceptions towards
certain situation. In my personal experience, by practicing thinking critically, gives me the chance to
build up my skills on thinking objectively, and non–judgmentally. It also reminds me of analyzing
the situation from different perspectives. And this helps me to be more empathetic about client's
struggles. I have learned not to draw conclusion too fast before I fully assess the situation. By
practicing the critical thinking, I am able to understand more about where the clients come from and
meet the clients at where they are at. When ... Show more content on Helpwriting.net ...
When talking to the consumer over the phone requires critical thinking. I notice that everyone has
his or her own interacting style with the consumers. It requires the critical thinking when doing the
intake and referrals over the phone as well as documenting. My "mentor" Helen, the Quality
Specialist, just discuss about the confidentiality with me recently. She had shared one of the story
happened to one Long–term Care screener. The client was in the process of applying Medicaid, yet,
she didn't claim one of her assets, which is the cottage she co–owns with her sister. The screener
caught that during the conversation and she realized that could potentially cause trouble in the future
if Medicaid catch the fraud. The screener encouraged the client to tell Medicaid staff, but she
refused to do so. What would I do under that circumstance? How do I document this? Can I tell the
Medicaid worker about this? I personally think the client needs to report this to avoid the penalty
and I want to report this to the Medicaid worker who is sitting across to me. But the confidentiality
requires me not saying anything without the client's consent. All I can do is to tell the client the
potential consequences if this is found as a fraud, and encourage her to report it. Having critical
thinking enables me to think objectively and eliminate my personal bias when interacting with
people in different settings. For instance, I use critical thinking in class to process

Case Analysis On Airport Security Screening
Case Analysis on Airport Security Screening
Following the tragic events of September 11th, 2001, the 107th Congress passed the Aviation and
Transportation Security Act, establishing the Transportation Security Administration (TSA)
("History", 2014), and transferred the responsibility for civil aviation security from the Federal
Aviation Administration (FAA) to the TSA ("Statute and Regulation History", 2012). The Act was
passed in just two months following the terrorist attacks, and likely would have passed even faster if
it had not been for the question of whether government or private enterprise should conduct security
screening ("Aviation Security Screeners, United States", 2004).
Prior to September 11th, 2001 security screening at the major commercial airports around the United
States was conducted by personnel employed by private firms that contracted directly with the
airlines ("Aviation Security: TSA's Cost and Performance Study of Private–Sector Airport
Screening", 2008, p. 21). However, in the year that followed the passage of the Act, TSA screening
would be phased in at 419 commercial hub airports, while at the same time five airports would
participate in a pilot program using private security contractors under federal oversight ("Aviation
Security Screeners, United States", 2004). Following the conclusion of the pilot program in 2004,
TSA created the Screening Partnership Program (SPP) which uses qualified private screening
companies to provide security

Student Behavior in the United States Education System
Approximately 20% of children exhibit symptoms consists with a diagnosable mental disorder;
however, children often do not receive mental health services until their symptoms have become
severe, and only 1% are identified with an emotional and/or behavior disorder in the school setting
and receive special education for these disorders. Additionally, children who do not have a
diagnosis, but exhibit challenges with social and behavioral skills, tend to have challenges in the
academic setting, but often to do also receive effective supports.
Researchers estimate that between one and 5% of children have a severe emotional and/or

MTSS as Prevention. Schools are an ideal place to assist children with mental health issues. Using a
preventive model, such as the MTSS model described above, to catch problems early may prevent
children from developing more serious or longer–term problems. Research indicates that treating
children who are at–risk for emotional and behavioral problems can decrease the likelihood that they
will later be diagnosed with a mental health disorder while also lowering the healthcare costs.
However, traditionally, behavior problems have not been addressed until a student receives one or
more office discipline referrals, and there tends to be a two–year gap between the time that the child
first receives an outside diagnosis and when they begin receiving services in the schools.
Universal screeners provide schools information that may help prevent future office disciplinary
referrals and prevent future behavior challenges. Therefore, providing a universal screener may
identify children who would otherwise not receive services until the problem behavior becomes
severe. Previous research demonstrates that children who were identified by the Behavioral and
Emotional Screening System (BESS) as at–risk earned lower report grades than their peers, whether
or not they were deemed at–risk according to traditional teacher referral

The Security Administration ( Tsa )
In 2015 ABC News reported on a homeland security's inspector general report stating that airport
screeners, who are employed by the Transportation Security Administration (TSA), failed to detect
banned weapons in 67 of 70 tests at dozens of airports. They also failed to detect mock explosives
and weapons 95% of the time. (Gardian) In August of 2014, a woman was able to board a plane at
the San Jose Airport without a ticket, made it all the way to her destination before being arrested by
police, and who later was determined to be a mentally disturbed individual.Burger
The most recent example of security failures happened in June of 2016 when it was discovered that
a Somali war criminal was working at the Dulles International Airport. The individual worked as a
security guard employed by private security company that conducted a criminal background and
vetting process as prescribed by the TSA. This individual had full access to the Dulles Airport, just a
short distance to the nation's capital. (Dooley)
These incidents show that the Transportation Security Administration is another bureaucratic agency
that is incapable of providing proper airport security and has so far gotten lucky that another terrorist
attack using airliners has not occurred. In this paper I will illustrate that the TSA is not the best
vehicle to provide airport security and will offer some suggestions on how to improve security at
airports.

TSA used the goods turn them to funds for security operation. On the other hand passengers file
claims on TSA over broken, lost or stolen items. From 2010–2015 TSA paid over $3 million in
claims on a 50,000 complaints (Penzenstadler, 2015).
The TSA also has been accused for many cases of baggage theft. The good that got stolen are:
laptops, jewelry, guns, and knives. In 2004 there are 26,500 baggage reported of theft. 60 screeners
had been arrested for baggage theft. 200 screeners got arrested in 2008, in 2009 only 11,700–
baggage theft claims reported. The baggage thefts reduce because of the surveillance cameras
installed around the airports and conveyor belts. From 2010 to 2014 only 25,016 thefts were
reported compare to 2004 there were 26,500 reported. TSA had fired over 500 officers involved in
theft from 2003–2015. From 2010–2014 the number of claims filed and paid out reduced about 35%
(Penzenstadler, 2015). The airports with the most thefts reported are JFK, LAX, and MCO. In 2008
a WTAE–TV station in Pittsburgh did an investigation over 400 reports of baggage theft claims,
TSA only reimbursed only half of the claims. No arrest was made or police report was filed. In 2012
ABC News interviewed former TSA agent Pythias Brown, who has admitted to stealing more than
$800,000 worth of items during his four years employment with the agency. Brown stated that it was
"very convenient to steal" and poor

Aviation and Transportation Security Act
Abstract
The passage of the Aviation and Transportation Security Act (ATSA) in 2001 changed the way the
aviation industry operated and how passengers travel. The ATSA forced the US Government and
aviation to change its security culture to ensure protection of passengers and employees from future
attacks like those that occurred on September 11, 2001. The ATSA was passed and signed into law
in direct response to the security vulnerabilities that surfaced during the 9/11 attacks. This paper will
demonstrate how the ATSA affected how US Government agencies and aviation industry upgraded
security processes in an effort to prevent terrorists from attacking the US in the future. ... Show more

The transfer of airport security from the privatized system to the government–controlled system has
so far prevented a repeat of September 2011, but this new system has caused negative press and
public uproars about personal privacy issues (GAO, 2008).
In November 2001, President Bush signed the ATSA into law creating the TSA as the new federal
government agency in charge of airport security (CRS, 2001). With the TSA as lead, aviation
security enhancement was standardized. Today, only one agency is responsible for all screening
procedures along with comprehensive passenger and employee background checks. TSA control has
provided standardized security regulations, procedures, processes, requirements, and training at all
airports (GAO, 2008). Prior to ATSA, all airport security policies and procedures were general and
vague. After passage of the ATSA, federal security agencies are now required to share vital security
information about passengers and employees with airlines and airports. This includes crosschecks
with the FBI and other watch lists (GAO, 2008).
The TSA required and established the same security standards at all airports under their control. The
ATSA requires TSA inspections of all checked baggage with the use of X–rays, hand searches,
sniffer–dogs, as well as other technological systems. Since 2002, all checked baggage has been

The Aviation & Transportation Security Act of 2001 was the act that created the TSA. However, the
ATSA also created a conflict of interest within the TSA. Ybarra (2013) described the problem within
the TSA as an, "agency that establishes transportation security policy and regulates those that
provide transportation operations and infrastructure (airlines, airports, railroads, transit systems,
etc.). But on the other hand, TSA itself is the operator of the largest component of airport security:
passenger and baggage screening."
The conflict of interest for the TSA lies in the screening of passengers and baggage. The airport has
responsibility for all other phases of security, such as, access control, perimeter control, lobby
control. The airport is responsible for these things but standards are upheld under TSA supervision.
However, for the screening of persons and objects the TSA conducts the screening and regulates
itself. Regulation at an arm's–length is a basic principle of good–government; self–regulation is
innately problematic. (Ybarra 2013) ... Show more content on Helpwriting.net ...
The TSA is no different than any other organization so with the self–regulation of the screening
process with raises some questions. The TSA is very thorough in its evaluations of airlines and
airports but its actions toward its own workforce's poor performance is questionable at best. There
have be multiple newsworthy stories related to problems with the TSA operated screeners, like the
2007 USA Today investigation which uncovered TSA screeners at Chicago O'Hare International
Airport (ORD) and Los Angeles International Airport (LAX) overlooked three times more concealed
bomb supplies than the private contractors at San Francisco International Airport (SFO). (Frank, T.

Initially, TSA retained private security screeners. However, over a period of nearly seven months,
starting at Baltimore–Washington International Airport on April 30, 2002, and concluding on
November 19, 2002, TSA employees began to conduct passenger–screening operations at all U.S.
commercial airports.2 TSA made three important changes to improve the efficiency of security
screening operations. First, TSA increased staffing to help reduce waiting time in security lines.
Prior to 9/11, there were about 16,200 private security screeners employed at U.S. airports, nearly
all of whom were screening passengers. By the end of 2002, TSA had hired 56,000 screeners for
both passenger and baggage screening (TSA, 2002). Second, TSA increased the compensation of
screeners, offering higher wages and better benefits. Perhaps as a result, turnover among security
screeners plummeted (General Accounting Office 2003). Third, TSA increased training for
screeners. For example, prior to 9/11, x–ray machine operators at private security firms averaged
about twelve hours of training (Seidenstat, 2004), while TSA requires more than a hundred hours of
training for all its passenger and baggage screeners (General Accounting Office

Problems Faced With Airport Security
When tragedy struck the nation on September 11th, the minor problem of airport security breeches
suddenly became one of the biggest concerns facing our nation. Ever since the late 1980s there had
been many promises and plans to shape up airport security, but according to experts there has been
little, if any, real improvement in public safety since that time (Morris 28). Its obvious to assume
that because of the lack of improvement, great tragedy struck our nation on September 11th. Since
September 11th there has been great attempts in fixing the problems that we face with airport
security, but yet there are still breaches in airport security, we are still not safe. There are several
factors behind the problems with airport security; they range from inadequate machinery used, to
poorly trained screeners. A proposal needs to be raised, one that would seal up the remaining gaps
that we still face regarding the issue of airport security.
Due to all the complicated factors that we have to deal with in regards to airport security, a proposal
will be raised. With the proper precautions, the events of September 11th could have been
prevented. The question raised is, what are the problems with airport security? The issue rather
complex involves three main areas; they include policy, technology, and personnel. The main
problem is the personnel, and it starts with the screeners. A screener is someone who stands watch as
travelers put their items on the X–ray conveyor belt (schwartz

How are schools able to assure parents that their children are getting the resources they need to work

grade–level or not, are receiving an education that is beneficial and meets the needs of every
student. All children should have an opportunity to be successful even if they face challenges that
may impair their ability to learn at an age–appropriate pace. Therefore, schools have to provide

Once results from the universal screener are available, it will show the students that may not be able
to perform at grade–level. Therefore, the child will need to receive outside resources to supplement
the reading curriculum that is provided in the classroom. A teacher may pull these students 2–3
times a week in small groups to provide a more in–depth level of instruction. These students will be
closely monitored, as well. The teacher will log and record all time spent on interventions with each
student. This information will help keep track of each student's progress over time. The Tier Team
will also be able to use this information to make adjustments on either the amount of time the
student spends on these interventions as well as the level of difficulty. The teacher will also use this
information to progress monitor each student receiving interventions. RTI uses a similar method.
Once the child has been exposed to the curriculum being presenting to all students in the classroom,
but is still showing signs of difficulty, as the screener had indicated in the beginning, the method of
intervention will begin. The student will be assigned interventions to target the exact problem areas
shown on the screener. The student will also be progress monitored using different assessments
along the way to make sure that the child is reacting and responding appropriately. The student's
progress will also be charted so that it is made clear whether or not the interventions are causing the
student to grow or decline while receiving this small group

They also need to be in good physical shape, the bomb suit that they don during combat weighs 100
lbs. alone. It costs approximately $150, 000 to fully train a U.S. Navy Bomb Squad member, and in
prior years, the only observation made on the individual was a college transcript review (USNA
NEOD screener instruction, 2015). The organization realized this problem and implemented a very
innovative endeavor, in which individuals would be taught about the organization, screened for
accession, and a few would be selected to begin training after graduating from the U.S. Naval
Academy. The "screener" began at 3 pm on November 6th and concluded at 9 am on November 7th.
It was held at the U.S. Naval Academy in Annapolis, MD utilizing various facilities from swimming

Nature of the learning activity
The U.S. Navy's Bomb Squad faced a very real problem: Its newest members were being selected
for training upon merit alone, with no personality or physical screening process. This was a very real
challenge, for the aforementioned reasons of required emotional intelligence and physical
toughness. The screener had a very clear mission: "safely and effectively screen Midshipmen in their
ability to lead small units under stress while introducing them to the NEOD training pipeline
through evaluation by their peers, upper–class, and NEOD technicians"

In order to do a good job, screeners must have strong "figure–ground segregation" and mental
rotation skills to overcome superposition and viewpoint difficulty, respectively. These abilities are
quite stable within an individual, and pre–employment testing strongly correlates with an improved
detection rate. In addition to these cognitive abilities, it is essential for employees to know what

All pre–employment testing should be repeatable, standardized and applicable to the job. In the
interest of efficiency, pre–employment screening must focus just as much on the rate of false
positives, as on the hit rate. Following are the ROC curves of several hypothetical employees
(Reliable Measurements): Each curve represents a different performance statistic, d' [d' = z(hit rate)
– z(false alarm rate)], where A, A2, B, and B2 are different screeners. Hiring should always give
preference to employees with a better performance statistic, but it is up to debate exactly where
along the curve the target employee should be. By default, A offers the best balance, but A2has a
more liberal response bias that would offer a slightly higher hit rate in exchange for an even higher
false alarm rate. At some point, the trade–off is no longer worth

The Impact Of Technology In Airport Security
Sixteen years and billions of dollars invested in the growth of aviation security after the terrorist
attacks on the Pentagon and the World Trade Center, threats to airport security continuously progress
as the United States' aviation security encounters numerous changes. Since the September 11th
attacks, the Transportation Security Administration, also known as the TSA, initiated their plan to
ensure the safety of nearly 2 million air passengers at approximately 440 airports nationwide.
(Carraway) Although the TSA implemented new training procedures, the aviation screeners fail to
apply their skills effective during searches and checkpoints. In the general public, many claim that
technological screening procedures will be more effective ... Show more content on Helpwriting.net

It is not logical to invest a significant amount of federal funds into airline security employment if
there is a large discrepancy between their current performances and expected results. However,
technology utilizes a significantly less amount of funding, but continues to perform its tasks. "The
Trump administration plans to eliminate three airport security programs that were implemented after
the 9/11 terrorist attack: Visible Intermodal Prevention and Response program that conduct random
sweeps through airports and other modes of transportation, Behavior Detection Officer program that
identifies potentially high risk individuals exhibiting behavior indicative of excessiveness then re–
routes them for additional screening, and the grant program to support local police at airports,
specifically, likely target cities." (Halsey) These plans indicate that the Trump administration
believes that the termination of these programs will increase the budget for the Department of
Homeland Security, but does not reduce the number of TSA officers at checkpoints. There is also
more funding for the government to invest in other areas to improve the security for the general
public. There is also a current decline in airport staffing. In this report, the "TSA admits that TSO
staffing levels fell from 47,147 full–time employees to 42,525 between 2013 and 2016; concurrent
passenger volume rose 15 percent in this period, while the TSA only hired 373 workers to

Clinical Recruitment
Recruitment of subjects for clinical research trial participation has become increasingly challenging.
It is becoming more difficult to recruit study patients for many reasons: The National Institutes of
Health (NIH) along with the Food and Drug Administration (FDA) are increasingly demanding the
generalization (a representative sampling of people in the real world) of study participants,
institutional review board (IRB) restrictions, increased pressure on research sites to perform, various
scandals, the Health Insurance Portability and Accountability Act (HIPPA). All of these factors are
increasing the cost of medical research drastically which in turn raises the cost of the medications
they are producing. Many of these issues, particularly the scandals, have been played out in the
media in the most ... Show more content on Helpwriting.net ...
At the clinical site level, sufficient planning, time, money, effort and staff for recruitment are rarely
adequate. There are a vast array of activities that the clinical staff need to attend to including
training, identifying the study population, eliminating ineligible patients, and contacting potential
participants through a variety of methods. Subject recruitment becomes even more difficult once the
study is under way and actual study activities commence. In addition, as the cost of clinical research
continues to rise, pharmaceutical companies are unwilling to provide the funds necessary to recruit
effectively and the sponsors (pharmaceutical companies) are unwilling to reimburse the clinical sites
for their effort. Subject recruitment has a direct impact on study retention. Clinical trials are
dependent on people staying in the study until the very end. Without that subject retention, statistical
analysis for safety and efficacy becomes nearly impossible. All of this starts with the pre–screening
and recruitment of quality subjects for any clinical

The Transportation Security Administration ( Tsa )
Advanced Writing Paper 1
RAYMOND NORRIS
Sullivan University
ABSTRACT With an ever growing and poorly executed mission, the Transportation Security
Administration (TSA) is a clear stain on American society. Countless examples of humiliation,
unconstitutionality, and criminal abuse by the agency have been documented, while its goal of
keeping Americans safe has failed during attempted attacks. The TSA's very existence threatens the
American constitution and comes at the cost of American dignity. While there are lessons to be
learned from around the country and world on possible fixes to the TSA, it remains to be seen what,
if anything, can redeem such a failed agency.
The attacks of September 11th, 2001 in New York and Washington DC shocked and horrified not
only Americans, but the entire civilized world. Before that fateful Tuesday, airports had security,
though it often was not standardized across airports. Also, the fact that the attackers used knives and
box cutters rather than guns or grenades, which are more easily detected, seemingly made the attack
more vicious and personal. The attacks did terrible physical damage to the targeted cities, and the
loss of life was catastrophic. Pressed by the media and public, the United States government created
entirely new departments in the wake of the attack to deal with terroristic activity within the United
States, most notably the Department of Homeland Security

Why We Need The TSA Essay
After the events of 09/11/2001 the Department of Homeland security was founded and within the
department fell a new agency known as the Transportation Security Administration (TSA). The TSA
was instructed to secure all modes of transportation and they committee was instructed that they
wanted to see result soon. Additionally the Aviation and Transportation Security Act required the
screening of passengers, cargo and luggage for explosives as the primary priority. Even though the
TSA is charged with the transportation security the primary focus has been Airport security. Long

The current screening method is the body scanner which has been reported on multiple times by the
news as it is consider invasive in nature. The screener is able to see the passenger's nude image, but
software updates have eliminated this providing only detection of metallic and nonmetallic threats.
The prior method of a metal detector which did not alarm staff if nonmetallic threats existed allowed
C–4 explosive (a clay type of explosive) to board the plan. The body scanners are quicker than the
former methods of a "pat down", which every passenger had to endure and were less invasive. This
system will be used by the TSA until a better method is discovered, which will provide faster
screening, more privacy to passengers and better detection of threats. The cost of this has rising over
the years but it was the initial setup of the TSA in 2002 which cost the most since there was not an
agency within this realm that completed these duties.
"Security costs at airports have increased because of Transportation Security Administration
operations. It has also resulted in numerous passenger delays and additional cost. People likely are
spending thousands, if not millions, of hours at airports, which results in loss of productivity.
(Gaines & Kappeler, 2012) The initial cost of setting up a security screening area that the airports

Case Summary Essay
Case 5 Summary Turnover and Morale Problems at TSA In the case of the TSA; Transportation
Safety Administration, the problem is that screeners are facing declining morale with a high
turnover rate. This means that low morale and high turnover become prevalent through the screeners
who work at TSA. According to a recent government's report, low morale issues can make negative
impacts on the employees in organizations. It implies that the screeners at TSA can not only be
distracted on their jobs but also less focused on security and screening responsibilities because of
the low morale. In fact, due to low morale, low payment, discrimination to minorities, and fear of
retaliation by complaining, about one in five of the nation's 45,000 ... Show more content on

The last regulation is about designing revised dispute resolution and appeal process for disciplinary
actions to provide fairness, but this is not effective to protect the employees from retaliation because
managers might give pressure on them not to raise complaints about jobs using tacit warning at the
workplace. Third, in order to increase morale and decrease turnover, the bottom line is to create
accurate and proper job description from job analysis. Without developed job analysis, the TSA's
efforts for resolving employee concerns may provide false hope and have the unanticipated effects
of heightening employee dissatisfaction and further undermining morale. Therefore, with 3 reasons
mentioned above, the provisions will not be as effective as to solve the problem. To redesign the
TSA officer job descriptions, combination of structured questionnaire method, individual interview
method and group interview method would be the most appropriate in analyzing the positions. Only
utilizing one method is inadequate in determining job elements that are essential for successful
performance. To be specific, the structured questionnaire method is a great tool of gathering
information about jobs by checking or rating possible task items. So it is useful to know most of the
important tasks that the TSA officer does. However, it has the limitation of exceptions to a job being
overlooked. The individual and group

Susie said in the article, is that a good resume has to be "clean, objective, orderly, and logical." I
have listened to Richardson's article, and even though he made some good points, I did not agree in
everything he said. First of all, Richardson told about many errors he found in most of the resume,
and I really liked that because he reinforced my knowledge about the importance of proofreading.

Finally, the DHS found that the TSA had implemented procedures to investigate and resolve
passenger complaints regarding the screening process.
The TSA maintains a screening Performance Management Information System (PMIS) where
recorded complaints are logged. Operations research analysis teams and federal security directors
review complaints logged in the database to track trends and identify areas of concern and take
appropriate actions, including possible disciplinary actions, to resolve specific issues. Complaints
involving allegations of discrimination based on color, race, gender, religion, or national or ethnic
origin are forwarded to the TSA's Office of Civil Rights for further investigation. Despite
considerable concern raised by some regarding inappropriate behavior during pat–down screening
procedures, the DHS found no problems with the technique.
Nonetheless, privacy groups, such as the American Civil Liberties Union (ALCU), continue to
express concern over potential intrusion on individual rights and alleged cases of sexual harassment
and abuse of passengers, particularly female passengers, by TSA screeners. These concerns,
however, raise a significant challenge for the TSA: to maintain high levels of security, which require
resolving all alarms and screening in detail those passengers ascertained to pose an elevated security
risk, while maintaining the privacy rights and dignity of passengers identified for these secondary

The Attack On The United States
The Attack on the September 11, and the consequent War on Terror changed how the American
government and its public perceive terrorism and how to formulate a policy to counter the
phenomenon. A couple of large wars were waged on the name of War on Terror and many other
small wars and conflicts took place in numbers of countries and continents to eradicate the threat of
a terrorist attack. Yet the terrorist groups survived and the United States were left with a large debt
acquired by expensive counterterrorism effort. After more than a decade, we are still facing the same
enemy with no concrete plan to end the conflict. As long as the United States remains as a world
powerhouse and a key player in global stage, it will be a target of a terrorist attack, so there must be
an effective plan to finally end the threat of terrorism. The counter–terrorism strategy of the United
States following the Attack on September 11 has been largely ineffective. In order to end the Fourth
Wave of Modern Terrorism, there must be a strategy shift within the United States government while
simultaneously creating a counter–narrative to oppose Al–Qaeda 's propaganda.
The Fourth Wave of Terrorism began with Al–Qaeda and it must end with destruction of this
organization. Al–Qaeda is the most notable terrorist organization of the twenty first century. Many

with spelling, poor handwriting, and putting thoughts on paper. There is no single test to diagnose

book, ISC–IV Clinical Use and Interpretation: Scientist–Practitioner Perspectives, there is a process
to determining dysgraphia, beginning with obtaining a developmental, medical, educational, and
family history to rule out other problems. Then determine if the student meets the criteria for

task, but the speed at which students select the answer can contribute to the diagnosis of dyscalculia.
The final test is the Academic Achievement Test. This is a test with addition for younger students,
with multiplication added for older students. Basic math problems are shown, with the answer.
Students must decide whether or not the answer given is correct. Like the other tests, the problems
are easy, but the reaction time is a key determinant in the diagnosis. The results at completion are

Americans know, the Federal Government has implemented a huge amount of change to our foreign

It is at this point, after the passengers have had themselves and their property searched twice (at the
ticket counter and security checkpoint), do they again become subject to hand wands, pat downs,

to board the aircraft. Although all the checks that passengers go through may be tedious, they are not
much compared to the increased workloads endured by airport employees after the terrorist attacks.
This leads me to my personal explanation of how 9/11 has affected my life at work.
Being a checkpoint supervisor before and after the attacks, I have seen first hand what changes have
been brought to civil aviation. In the months following September, the workload at my checkpoint
has increased so drastically that three extra workers have been hired for each shift just to
compensate for the extra load. The rise in labor is obviously not due to more passenger flow, but to
the strict policy changes brought about by the FAA. It would not be so hard on employees if the
aviation administration would stop changing guidelines and directives so much. I find it very hard to
adjust perfectly to each new ten–page directive every time one is issued and I constantly find myself
in a struggle between my supervisors and the screeners I am in charge of.

Airport Security
David A. Fowler
Embry–Riddle Aeronautical University Abstract
Through the history of aviation the importance of airport security has steadily increased. Since the
disastrous terrorist attack of September 11, 2001, many changes have taken place at airports to
prevent such an attack from occurring again. The purpose of this paper is to: outline airport security
procedures, discuss the different technologies involved with airport security, as well as examine the
components of airport security. In addition I will also discuss the Transportation Security
Administration's role in our nation's airport security.

In the future, the number of airports to be inducted into this program is expected to go up to 40 in
order to provide a broader test base, of at least 10%. The TSA has an extensive research and

transportation security. In so doing, programs are conducted that accelerate and expand promising
technologies to the point of operational test and evaluation. Technologies that have successfully
gone through this process have been passed to the Security Equipment Integrated Product Team for
deployment in our nation's airports. The research and development goal is to develop systems that
are fully integrated into the aviation system; are highly automated, utilizing the strengths of a variety
of technologies; and are geared to optimizing the screener's operational performance. The

The Importance Of Drinking Water In Lake Ontario

  • 1. The Importance Of Drinking Water In Lake Ontario On the way from dams, oceans, rivers, lakes and reservoirs, the water is filtered and treated to make it suitable for drinking. 11% of the water that goes into our taps come from groundwater, which is water that is present beneath the earth's surface. In cities, water is distributed through a series of pipes connected to a municipal water supply system. In rural areas, it is usually obtained from wells. Wells must be carefully prepared and maintained to prevent pollution. Toronto's water is continuously tested. Each day, Toronto treats more than 1 billion litres of water. The city gets the water from the Lake Ontario, which is cleaned and treated to provide safe drinking water for citizens. The water goes through 4 treatment plants. It then ... • 5. Essay on The Heightening of Airport Security after... The Heightening of Airport Security after September 11th Extraordinary challenges require extraordinary measures. The terrorist attacks on America on September 11, 2001 required that we reform our nation's aviation security system in fundamental ways. Three years after the Sept. 11 tragedies, how far has airport and airlines come? It depends on the source. While it is important for airports to heighten security after the attacks of 9/11, the policies of profiling passengers are inadequate and a necessitate revision. The most visible changes to boost airport securities may be on the airplanes themselves. Many planes have installed bulletproof, locked cockpit doors to secure the pilot and crew from the rest of the plane. Increased ... Show more content on Helpwriting.net ... The process of screening and profiling has contributed to numerous complaints from passengers who have been selected for additional screening. Passenger profiling at the airport should not be the sole means of protecting our flying public from would–be terrorists. If a present security measure is found to prevent potential customers from flying without providing a meaningful prevention to terrorism, that measure should be relaxed or eliminated. Passengers profiling should be utilized in conjunction with information received from our intelligence community. Close examination and revision of this system is obviously necessary. Our current profiling system is based on a computer program that was developed several years ago. Many people have begun submitting formal comments to the Privacy Office of the U.S. Department of Homeland Security, urging it to stop airline passenger screening programs that are administered by the Transportation Security Administration (TSA). These programs allow travel authorities to access personal information about each passenger from government and commercial databases (Privacy Activism). Authorities who rely on these systems run the risk of misidentifying individuals and "tagging" them as security risks. Some passengers have even been forbidden to board planes (Street Beat). Travel authorities believe that this sensitive data will help identify potential threats to ... Get more on HelpWriting.net ...

  • 9. The Importance Of Critical Thinking Critical thinking is meaningful and beneficial in many ways. It is not about the criticizing, instead, it is the thinking about the thinking process. It reflects our own thoughts and perceptions towards certain situation. In my personal experience, by practicing thinking critically, gives me the chance to build up my skills on thinking objectively, and non–judgmentally. It also reminds me of analyzing the situation from different perspectives. And this helps me to be more empathetic about client's struggles. I have learned not to draw conclusion too fast before I fully assess the situation. By practicing the critical thinking, I am able to understand more about where the clients come from and meet the clients at where they are at. When ... Show more content on Helpwriting.net ... When talking to the consumer over the phone requires critical thinking. I notice that everyone has his or her own interacting style with the consumers. It requires the critical thinking when doing the intake and referrals over the phone as well as documenting. My "mentor" Helen, the Quality Specialist, just discuss about the confidentiality with me recently. She had shared one of the story happened to one Long–term Care screener. The client was in the process of applying Medicaid, yet, she didn't claim one of her assets, which is the cottage she co–owns with her sister. The screener caught that during the conversation and she realized that could potentially cause trouble in the future if Medicaid catch the fraud. The screener encouraged the client to tell Medicaid staff, but she refused to do so. What would I do under that circumstance? How do I document this? Can I tell the Medicaid worker about this? I personally think the client needs to report this to avoid the penalty and I want to report this to the Medicaid worker who is sitting across to me. But the confidentiality requires me not saying anything without the client's consent. All I can do is to tell the client the potential consequences if this is found as a fraud, and encourage her to report it. Having critical thinking enables me to think objectively and eliminate my personal bias when interacting with people in different settings. For instance, I use critical thinking in class to process ... Get more on HelpWriting.net ...

  • 13. Case Analysis On Airport Security Screening Case Analysis on Airport Security Screening Following the tragic events of September 11th, 2001, the 107th Congress passed the Aviation and Transportation Security Act, establishing the Transportation Security Administration (TSA) ("History", 2014), and transferred the responsibility for civil aviation security from the Federal Aviation Administration (FAA) to the TSA ("Statute and Regulation History", 2012). The Act was passed in just two months following the terrorist attacks, and likely would have passed even faster if it had not been for the question of whether government or private enterprise should conduct security screening ("Aviation Security Screeners, United States", 2004). Prior to September 11th, 2001 security screening at the major commercial airports around the United States was conducted by personnel employed by private firms that contracted directly with the airlines ("Aviation Security: TSA's Cost and Performance Study of Private–Sector Airport Screening", 2008, p. 21). However, in the year that followed the passage of the Act, TSA screening would be phased in at 419 commercial hub airports, while at the same time five airports would participate in a pilot program using private security contractors under federal oversight ("Aviation Security Screeners, United States", 2004). Following the conclusion of the pilot program in 2004, TSA created the Screening Partnership Program (SPP) which uses qualified private screening companies to provide security ... Additionally, children who do not have a diagnosis, but exhibit challenges with social and behavioral skills, tend to have challenges in the academic setting, but often to do also receive effective supports. MTSS as Prevention. Schools are an ideal place to assist children with mental health issues. Using a preventive model, such as the MTSS model described above, to catch problems early may prevent children from developing more serious or longer–term problems. Research indicates that treating children who are at–risk for emotional and behavioral problems can decrease the likelihood that they will later be diagnosed with a mental health disorder while also lowering the healthcare costs. However, traditionally, behavior problems have not been addressed until a student receives one or more office discipline referrals, and there tends to be a two–year gap between the time that the child first receives an outside diagnosis and when they begin receiving services in the schools. Universal screeners provide schools information that may help prevent future office disciplinary referrals and prevent future behavior challenges. Therefore, providing a universal screener may identify children who would otherwise not receive services until the problem behavior becomes severe. Previous research demonstrates that children who were identified by the Behavioral and Emotional Screening System (BESS) as at–risk earned lower report grades than their peers, whether or not they were deemed at–risk according to traditional teacher referral ... The Security Administration ( Tsa ) In 2015 ABC News reported on a homeland security's inspector general report stating that airport screeners, who are employed by the Transportation Security Administration (TSA), failed to detect banned weapons in 67 of 70 tests at dozens of airports. They also failed to detect mock explosives and weapons 95% of the time. (Gardian) In August of 2014, a woman was able to board a plane at the San Jose Airport without a ticket, made it all the way to her destination before being arrested by police, and who later was determined to be a mentally disturbed individual.Burger The most recent example of security failures happened in June of 2016 when it was discovered that a Somali war criminal was working at the Dulles International Airport. The individual worked as a security guard employed by private security company that conducted a criminal background and vetting process as prescribed by the TSA. This individual had full access to the Dulles Airport, just a short distance to the nation's capital. (Dooley) These incidents show that the Transportation Security Administration is another bureaucratic agency that is incapable of providing proper airport security and has so far gotten lucky that another terrorist attack using airliners has not occurred. In this paper I will illustrate that the TSA is not the best vehicle to provide airport security and will offer some suggestions on how to improve security at airports. In 2008 a WTAE–TV station in Pittsburgh did an investigation over 400 reports of baggage theft claims, TSA only reimbursed only half of the claims. No arrest was made or police report was filed. Aviation & Transportation Security Act Aviation Aviation and Transportation Security Act Abstract The passage of the Aviation and Transportation Security Act (ATSA) in 2001 changed the way the aviation industry operated and how passengers travel. The ATSA forced the US Government and aviation to change its security culture to ensure protection of passengers and employees from future attacks like those that occurred on September 11, 2001. The ATSA was passed and signed into law in direct response to the security vulnerabilities that surfaced during the 9/11 attacks. This paper will demonstrate how the ATSA affected how US Government agencies and aviation industry upgraded security processes in an effort to prevent terrorists from attacking the US in the future. ... The transfer of airport security from the privatized system to the government–controlled system has so far prevented a repeat of September 2011, but this new system has caused negative press and public uproars about personal privacy issues (GAO, 2008). In November 2001, President Bush signed the ATSA into law creating the TSA as the new federal government agency in charge of airport security (CRS, 2001). With the TSA as lead, aviation security enhancement was standardized. Today, only one agency is responsible for all screening procedures along with comprehensive passenger and employee background checks. TSA control has provided standardized security regulations, procedures, processes, requirements, and training at all airports (GAO, 2008). Prior to ATSA, all airport security policies and procedures were general and vague. After passage of the ATSA, federal security agencies are now required to share vital security information about passengers and employees with airlines and airports. This includes crosschecks with the FBI and other watch lists (GAO, 2008). The TSA required and established the same security standards at all airports under their control. The ATSA requires TSA inspections of all checked baggage with the use of X–rays, hand searches, sniffer–dogs, as well as other technological systems. Ybarra (2013) described the problem within the TSA as an, "agency that establishes transportation security policy and regulates those that provide transportation operations and infrastructure (airlines, airports, railroads, transit systems, etc.). But on the other hand, TSA itself is the operator of the largest component of airport security: passenger and baggage screening." The conflict of interest for the TSA lies in the screening of passengers and baggage. The airport has responsibility for all other phases of security, such as, access control, perimeter control, lobby control. The airport is responsible for these things but standards are upheld under TSA supervision. However, for the screening of persons and objects the TSA conducts the screening and regulates itself. Regulation at an arm's–length is a basic principle of good–government; self–regulation is innately problematic. (Ybarra 2013) ... Show more content on Helpwriting.net ... These terrorists hijacked four of United States planes and crashed them into the Twin Towers, the Pentagon and the fourth plane was intended for The White House but fortunately bystanders on the hijacked plane could take them down and they crash landed in Pennsylvania. However, over a period of nearly seven months, starting at Baltimore–Washington International Airport on April 30, 2002, and concluding on November 19, 2002, TSA employees began to conduct passenger–screening operations at all U.S. commercial airports.2 TSA made three important changes to improve the efficiency of security screening operations. First, TSA increased staffing to help reduce waiting time in security lines. Prior to 9/11, there were about 16,200 private security screeners employed at U.S. airports, nearly all of whom were screening passengers. By the end of 2002, TSA had hired 56,000 screeners for both passenger and baggage screening (TSA, 2002). Second, TSA increased the compensation of screeners, offering higher wages and better benefits. Perhaps as a result, turnover among security screeners plummeted (General Accounting Office 2003). Third, TSA increased training for screeners. For example, prior to 9/11, x–ray machine operators at private security firms averaged about twelve hours of training (Seidenstat, 2004), while TSA requires more than a hundred hours of training for all its passenger and baggage screeners (General Accounting Office ... Problems Faced With Airport Security When tragedy struck the nation on September 11th, the minor problem of airport security breeches suddenly became one of the biggest concerns facing our nation. Ever since the late 1980s there had been many promises and plans to shape up airport security, but according to experts there has been little, if any, real improvement in public safety since that time (Morris 28). Its obvious to assume that because of the lack of improvement, great tragedy struck our nation on September 11th. Since September 11th there has been great attempts in fixing the problems that we face with airport security, but yet there are still breaches in airport security, we are still not safe. There are several factors behind the problems with airport security; they range from inadequate machinery used, to poorly trained screeners. A proposal needs to be raised, one that would seal up the remaining gaps that we still face regarding the issue of airport security. Due to all the complicated factors that we have to deal with in regards to airport security, a proposal will be raised. With the proper precautions, the events of September 11th could have been prevented. The question raised is, what are the problems with airport security? The issue rather complex involves three main areas; they include policy, technology, and personnel. The main problem is the personnel, and it starts with the screeners. The Transportation Security Administration ( Tsa ) Advanced Writing Paper 1 RAYMOND NORRIS Sullivan University ABSTRACT With an ever growing and poorly executed mission, the Transportation Security Administration (TSA) is a clear stain on American society. Countless examples of humiliation, unconstitutionality, and criminal abuse by the agency have been documented, while its goal of keeping Americans safe has failed during attempted attacks. The TSA's very existence threatens the American constitution and comes at the cost of American dignity. While there are lessons to be learned from around the country and world on possible fixes to the TSA, it remains to be seen what, if anything, can redeem such a failed agency. The attacks of September 11th, 2001 in New York and Washington DC shocked and horrified not only Americans, but the entire civilized world. Before that fateful Tuesday, airports had security, though it often was not standardized across airports. Also, the fact that the attackers used knives and box cutters rather than guns or grenades, which are more easily detected, seemingly made the attack more vicious and personal. The attacks did terrible physical damage to the targeted cities, and the loss of life was catastrophic. Pressed by the media and public, the United States government created entirely new departments in the wake of the attack to deal with terroristic activity within the United States, most notably the Department of Homeland Security ... The screener is able to see the passenger's nude image, but software updates have eliminated this providing only detection of metallic and nonmetallic threats. The prior method of a metal detector which did not alarm staff if nonmetallic threats existed allowed C–4 explosive (a clay type of explosive) to board the plan. The body scanners are quicker than the former methods of a "pat down", which every passenger had to endure and were less invasive. This system will be used by the TSA until a better method is discovered, which will provide faster screening, more privacy to passengers and better detection of threats. The cost of this has rising over the years but it was the initial setup of the TSA in 2002 which cost the most since there was not an agency within this realm that completed these duties. This means that low morale and high turnover become prevalent through the screeners who work at TSA. According to a recent government's report, low morale issues can make negative impacts on the employees in organizations. It implies that the screeners at TSA can not only be distracted on their jobs but also less focused on security and screening responsibilities because of the low morale. Without developed job analysis, the TSA's efforts for resolving employee concerns may provide false hope and have the unanticipated effects of heightening employee dissatisfaction and further undermining morale. Therefore, with 3 reasons mentioned above, the provisions will not be as effective as to solve the problem. To redesign the TSA officer job descriptions, combination of structured questionnaire method, individual interview method and group interview method would be the most appropriate in analyzing the positions. Yet the terrorist groups survived and the United States were left with a large debt acquired by expensive counterterrorism effort. It can manifest itself as difficulties with spelling, poor handwriting, and putting thoughts on paper. There is no single test to diagnose dysgraphia, but it can be indicated based on the results from a number of assessments. Based on the book, ISC–IV Clinical Use and Interpretation: Scientist–Practitioner Perspectives, there is a process to determining dysgraphia, beginning with obtaining a developmental, medical, educational, and family history to rule out other problems. This is a test with addition for younger students, with multiplication added for older students. Basic math problems are shown, with the answer. Students must decide whether or not the answer given is correct. Like the other tests, the problems are easy, but the reaction time is a key determinant in the diagnosis. Sharkey advertizes that airlines are trying to bring in X–ray units that will be able to look beyond clothing, to the outline of bare skin. This precaution is becoming effective because technology is getting more advanced. Since metal detectors can't be as reliable as we once thought, serious measures need to be demanded. Yes, they are more advanced then the previous technology before the tragedy of 9–11 and have a high chance of detecting hazardous substances. On the other hand, they invade your privacy down to your nude body. Is it law abiding to let a security guard be able to scan your children? In our society we know of nude to be specifically sexual. Our nude bodies are something we keep to ourselves. It comes as a disgrace to some to see people reveal their body to strangers, or the public. There are professions that some may engage in that are known as exotic dancing, which is the revealing of the body. In Stripped: Inside the lives of an exotic dancer, Bernadette Barton says "even though this act is legal, it breaks the rules of being a respectable lady in this society." Being the case, would make x–ray scanning for the public against the rules of a respectable society. In this article Joe Sharkey introduced his claim very well and surprisingly neutral minded. From a readers perspective he was able to produce information in a structured and very un bias manner. This article gave a great outlook on what all comes with the production of a new security precaution. This article was very effective to the public. Brown–Chidsey and Steege quoted Dave Tilly, a school psychologist, as saying that RTI actually means "really terrific instruction!" RTI is defined differently in different states. Some would argue it is Response to Intervention, while others say that it means Response to Instruction. According to the National Center on RTI website, the first step a district needs to take to begin RTI is to access the needs of the district and gather information on RTI. If RTI meets the needs of the district, then an action plan should be developed. The district should form a leadership team that consists of an administrator, general education teacher, special education teacher, and school psychologist. Next, a universal screener should be adopted. This screener, for example, DIBELS, should be administered three times a year. Also, professional development should be planned to assist with the understanding of how RTI works and how the data will drive instruction. According to the ESU10 RTI website, RTI is an educational service delivery system designed to provide effective instruction for all students using a comprehensive and preventive problem solving approach. RTI is a three tiered method of instructional delivery to meet the needs of most students. The three tiers consist of the core, targeted, and intensive. The tiers represent instructional supports. Tier one is the utilization of a researched based core instruction program. The district should implement a universal screener to check for students learning. On that morning, the world saw live the destruction and devastation that terrorism can deliver right to our own backyard. Shocking images of the whole tragedy can still be seen on television even now, a whole six months later, yet even now it still seems unimaginable. As most Americans know, the Federal Government has implemented a huge amount of change to our foreign and domestic policies as a result of 9/11. The most noticeable of these in our everyday lives can be seen in our nation's airports. Huge amounts of money and resources have been spent to help make sure that such a travesty will never ... It is at this point, after the passengers have had themselves and their property searched twice (at the ticket counter and security checkpoint), do they again become subject to hand wands, pat downs, and bag searches. Only after all of these procedures have been completed is the passenger allowed to board the aircraft. Although all the checks that passengers go through may be tedious, they are not much compared to the increased workloads endured by airport employees after the terrorist attacks. This leads me to my personal explanation of how 9/11 has affected my life at work. Being a checkpoint supervisor before and after the attacks, I have seen first hand what changes have been brought to civil aviation. In the months following September, the workload at my checkpoint has increased so drastically that three extra workers have been hired for each shift just to compensate for the extra load. The rise in labor is obviously not due to more passenger flow, but to the strict policy changes brought about by the FAA. It would not be so hard on employees if the aviation administration would stop changing guidelines and directives so much. I find it very hard to adjust perfectly to each new ten–page directive every time one is issued and I constantly find myself in a struggle between my supervisors and the screeners I am in charge of. ...
