Extensively trained in law and experienced in business, estate planning, and tax law, William Gray, JD, LL.M., established the Public Employee Benefit Solvency (PEBS) Program in response to a Pew Research Center report on state and local government employees’ pension, health care, and other retirement programs. The report demonstrated that nearly a third of the aggregate liabilities of the plans, or about $1 trillion, are unfunded. While PEBS is not a complete solution, William Gray, JD, LL.M., anticipates that it can eliminate the shortfalls in some government retirement plans, and materially reduce them in other cases.
