• Created in 2003, went live in 2004
• Establishment of Ofcom in 2003, December
• statutory duty to represent the interests of citizens and consumers by
promoting competition and protecting the public from harmful
or offensive material
• Regulation focused on TV and radio sectors, fixed line telecoms,
mobiles, post, and mobile spectrum; not the Internet
Cyber Harms in Scope with a clear definition

Points of Summary and Conclusion
• Clear, well written and timely, but at the height of a dystopian climate
• Focus on policy advocacy versus policy analysis
