This document summarizes Herman Rucic's presentation on copyright reform given on October 10th. The presentation focused on: 1. Outdated copyright laws that need simplifying and modernizing through legislative review. 2. Lack of harmonization across EU member states requiring a standardized list of limitations and exceptions. 3. Copyright terms that are too long and need shortening along with faster transfer to the public domain. 4. Dysfunctional implementation and enforcement processes requiring reassessment of private copy levies and preservation of intermediary liability rules.

12. “The public consultation generated broad interest with more than 9,500 replies to the
consultation document and a total of more than 11,000 messages, including questions and
comments, sent to the Commission’s dedicated email address.
A number of initiatives were also launched by organized stakeholders that nurtured the
debate around the public consultation and drew attention to it².
