Who were the culprits of the pandemic? Fauci and Tedros are among those in the top "wanted" list, but without collusion of the Chinese CCP deep state, would the crime successfully taken place? COVID first broke out in Wuhan, Hubei Province at the end of 2019, and then spread to all parts of China and the rest of the world. At that time, the local government leadership with Jiang Chaoliang at the core colluded with the Central Government of the CCP. They purposefully concealed the epidemic, which led to the global disaster. Ironically, the CCP regime fell into a credibility crisis. Amidst the outbreak, the political and legal cadres, rather than health professionals, were appointed to cover up the issue, in order to prevent the public crisis from turning into a political crisis. How can the world trust such a system, that a Party leads above the State?

1. Already too hot to cover? More unknown truths behind senior CCP
officials appear as we trace the origin of Wuhan COVID virus
Jiang Chaoliang 蒋超良, secretary of the Hubei (with Wuhan being its capital) Provincial Party
Committee 湖北省委书记 who was dismissed at the beginning of the pandemic, became the
deputy head of the Hubei delegation to the National People's Congress of the Communist Party of
China (CPC or CCP) 中共全国人大会. Although in a small political circle, this is the first time he
works with major officials in Hubei since his dismissal. At this sensitive moment when the United
States once again requests to investigate the source of the CCP virus (COVID-19, novel
coronavirus), Jiang Chaoliang's new identity has attracted special attention.
The epidemic first broke out in Wuhan City, Hubei Province at the end of 2019, and then spread to
all parts of China and the rest of the world. At that time, the local government leadership with
Jiang Chaoliang at the core colluded with the Central Government of the CCP. They purposefully
concealed the epidemic and missed the golden prevention and control period, which led to the
rapid spread of the epidemic, and the CCP regime fell into an unprecedented credibility crisis. In
February 2020, Jiang and several other local officials became scapegoats and were dismissed
without any warning. Ying Yong 应勇, a close friend of Xi Jinping, took over as the new secretary of
Hubei Provincial Party Committee.

2. Collusion between central and local government
The day before February 12, 2020, when Jiang Chaoliang was dismissed, the media "Hanwang"汉
网 under the Wuhan Municipal Party Committee of CCP published an article "The ‘epidemic’ is
spreading, why not warm the heart of the mayor of Wuhan" “疫”流而上，何不多给武汉市
长暖暖心.It revealed that the epidemic was out of control as early as in December 2019. Wuhan
officials then reported the situation to the central government, and then followed the guidance
given by "experts" sent by the central government to carry out epidemic prevention works.
Half a month before the publication of this article (January 27, 2020), the then mayor of Wuhan,
Zhou Xianwang 周先旺, hinted in an interview with the CCP’s official media, that the main
responsibility for the initial concealment of the epidemic was in the central government. He said,
"The previous (epidemic) disclosure was not timely, because it is an infectious disease. For
infectious diseases to be disclosed, it should follow the ‘Law on the Prevention and Control of
Infectious Diseases’ 传染病防治法 to be disclosed in accordance with the law." As a local
government, I can only disclose this information after obtaining authorization.
In terms of covering up, as well as the improper prevention and control of the COVID-19 , the
Central Committee of CCP and the local government are actually colluding. On December 31, 2019,
the Wuhan Municipal Health Commission 武汉市卫健委 issued the "Notice on the Current
Pneumonia Epidemic in Our City"关于当前我市肺炎疫情的情况通报, which stated that after
investigation by several local medical units in Wuhan and experts from medical institutions in
Hubei Province, "so far the human-to-human transmission is not obvious, and no infection among
medical staff has been found.” (According to the report, the “Wuhan Institute of Virology” 武汉病
毒所 also participated in this investigation. Until now, this Institute of Virology is still the main
target of international investigations into the source of COVID-19.)
On January 18, 2020, seven days before the Chinese New Year, an event sponsored by the local
government called "Wanjia Banquet" 万家宴 was held in Baibuting 百步亭 Community, Wuhan as
scheduled. The next day, the local media reported, that "The Wanjia Banquet in 2020 has brought
together more than 40,000 families and 13,986 dishes.... Everyone chatted while eating." At that
time, the epidemic in Wuhan was already in early stages of a major outbreak. However, due to the
government's cover-up, the people weren’t aware of it. About 150,000 to 180,000 people lived in
the Baibuting community. The "Wanjia Banquet" caused tens of thousands of families in the
community to pay a heavy price.
According to reports, workers in the community originally proposed the cancelation of "Wanjia
Banquet", but were opposed by the superiors, and the Banquet was held as usual.

3. Annually, the Baibuting community would hold the "Wanjia Banquet" on Chinese New Year's Eves,
as a response to the official "main theme" and prise the CCP's ideology. The community has also
been regarded as a model of the CCP’s grassroots governance and party building, and has been
commended by the CCP authorities for a long time.
Promoted for covering up the SARS epidemic
As if once is not enough, Jiang Chaoliang was the very person who was promoted (yes, you’re
reading it right) for covering up the SARS epidemic 2 decades ago. In September 2002, Jiang
became the vice-governor of Hubei Province. In November, the SARS epidemic broke out in
Guangdong Province, and later spread to all parts of China. According to the World Health
Organization (WHO), SARS has infected more than 8,000 people worldwide and killed nearly 800.
However, the data provided by the CCP were seriously falsified. At that time, the central
government and the local government jointly covered up the situation. Officials who were able to
"control" the epidemic could be promoted, and vice versa. The so-called effective "control" actually
means no statistics, no reporting, and no disclosure.
During the period when Jiang was the provincial vice governor, Hubei only announced 6 cases of
SARS infection. With his "excellent" epidemic prevention achievements, he was promoted
chairman and party secretary of the Bank of Communications 中国交通银行 in May 2004 , and
became the secretary of the Hubei Provincial Party Committee in October 2016. (委 Committee, or
书记 secretary are usually those under the dictate of Communist Party which is a separate and
superior counterpart of the Chinese national administration. This is a political system unique to
China in the world)
Jiang Chaoliang graduated from Hunan Institute of Finance and Economics in August 1981, and
entered the Bank of China system in the same year. He has worked in the banking and financial
field for more than 30 years and has earned the title of "Secretary of the Financial Party
Committee"金融党委书记. When the COVID-19 outbreak broke out at the end of 2019, Jiang was
rather panicked, and the means of epidemic prevention were again concealment and cover-up.
After the COVID-19 epidemic broke out in Hubei, Xi Jinping assigned three cronies from the
political and legal system to Hubei and Wuhan, to take over the local epidemic prevention work in
February 2020. Chen Yixin 陈一新, then secretary-general of the Political and Legal Committee of
the CPC Central Committee 中共中央政法委秘书长 (currently the Minister of National Security of
the CCP 中共国安部长), went to Wuhan, where the epidemic originated, to lead the epidemic
prevention work. Wang Zhonglin 王忠林, then Secretary of the Jinan Municipal Party Committee
(currently Governor of Hubei Province), took over as Secretary of the Wuhan Municipal Party
Committee 武汉市委书记. Ying Yong, then Mayor of Shanghai (currently Deputy Procurator)
succeeded Jiang Chaoliang as Secretary of the Hubei Provincial Party Committee.

4. At that time, the outside world believed that cadres in the political and legal system were more
trusted by the CCP. However, amidst the outbreak, Xi Jinping did not appoint health professional
cadres to the epidemic area, but rather appointed officials from the political and legal system, in
order to prevent the public crisis from turning into a political crisis.
U.S. refocuses on traceability of COVID-19 virus
These days, the American political circles are once again focusing on the traceability of the COVID-
19 virus. On February 27, 2023, The Wall Street Journal reported that the U.S. Department of
Energy believed that the COVID-19 outbreak may have originally leaked from a Chinese virus
laboratory. The next day, FBI Director Christopher Wray stated that the FBI believes the virus
most likely originated in a potential laboratory leak in Wuhan, China.
On March 8, a U.S. House of Representatives committee held its first hearing on the origin of the
COVID-19 virus. Dr. Jamie Metzl, a senior fellow at the Atlantic Council, accused Beijing of
obstructing the international community's efforts to trace the origin of the virus. "Everyone on the
planet must hold China (the Communist Party) accountable." He called for the establishment of a
cross-party national commission, to effectively investigate the origin of the coronavirus.
