Jiang Chaoliang 蒋超良, secretary of the Hubei (with Wuhan being its capital) Provincial Party
Committee 湖北省委书记 who was dismissed at the beginning of the pandemic, became the
deputy head of the Hubei delegation to the National People's Congress of the Communist Party of
China (CPC or CCP) 中共全国人大会. Although in a small political circle, this is the first time he

Zhou Xianwang 周先旺, hinted in an interview with the CCP’s official media, that the main

infectious diseases to be disclosed, it should follow the ‘Law on the Prevention and Control of

In terms of covering up, as well as the improper prevention and control of the COVID-19 , the
Central Committee of CCP and the local government are actually colluding. On December 31, 2019,
the Wuhan Municipal Health Commission 武汉市卫健委 issued the "Notice on the Current
Pneumonia Epidemic in Our City"关于当前我市肺炎疫情的情况通报, which stated that after
investigation by several local medical units in Wuhan and experts from medical institutions in
Hubei Province, "so far the human-to-human transmission is not obvious, and no infection among

On January 18, 2020, seven days before the Chinese New Year, an event sponsored by the local
government called "Wanjia Banquet" 万家宴 was held in Baibuting 百步亭 Community, Wuhan as
scheduled. The next day, the local media reported, that "The Wanjia Banquet in 2020 has brought
together more than 40,000 families and 13,986 dishes.... Everyone chatted while eating." At that
time, the epidemic in Wuhan was already in early stages of a major outbreak. However, due to the
government's cover-up, the people weren’t aware of it. About 150,000 to 180,000 people lived in
the Baibuting community. The "Wanjia Banquet" caused tens of thousands of families in the

Banquet", but were opposed by the superiors, and the Banquet was held as usual.

been regarded as a model of the CCP’s grassroots governance and party building, and has been
commended by the CCP authorities for a long time.
Promoted for covering up the SARS epidemic
As if once is not enough, Jiang Chaoliang was the very person who was promoted (yes, you’re
reading it right) for covering up the SARS epidemic 2 decades ago. In September 2002, Jiang
became the vice-governor of Hubei Province. In November, the SARS epidemic broke out in
Guangdong Province, and later spread to all parts of China. According to the World Health
Organization (WHO), SARS has infected more than 8,000 people worldwide and killed nearly 800.
However, the data provided by the CCP were seriously falsified. At that time, the central
government and the local government jointly covered up the situation. Officials who were able to
"control" the epidemic could be promoted, and vice versa. The so-called effective "control" actually
means no statistics, no reporting, and no disclosure.
During the period when Jiang was the provincial vice governor, Hubei only announced 6 cases of

Jiang Chaoliang graduated from Hunan Institute of Finance and Economics in August 1981, and
entered the Bank of China system in the same year. He has worked in the banking and financial
field for more than 30 years and has earned the title of "Secretary of the Financial Party
Committee"金融党委书记. When the COVID-19 outbreak broke out at the end of 2019, Jiang was
rather panicked, and the means of epidemic prevention were again concealment and cover-up.
After the COVID-19 epidemic broke out in Hubei, Xi Jinping assigned three cronies from the
political and legal system to Hubei and Wuhan, to take over the local epidemic prevention work in
February 2020. Chen Yixin 陈一新, then secretary-general of the Political and Legal Committee of

Energy believed that the COVID-19 outbreak may have originally leaked from a Chinese virus

most likely originated in a potential laboratory leak in Wuhan, China.
On March 8, a U.S. House of Representatives committee held its first hearing on the origin of the
COVID-19 virus. Dr. Jamie Metzl, a senior fellow at the Atlantic Council, accused Beijing of
obstructing the international community's efforts to trace the origin of the virus. "Everyone on the
planet must hold China (the Communist Party) accountable." He called for the establishment of a
