We are so pleased that you have decided to call our vibrant community
home. The Maricopa Resident Guide has been created to provide you with
information about the great City of Maricopa. It includes local information, as
well as descriptions of many programs and services offered. We look forward
to meeting you and should you have any suggestions, questions or concerns
we encourage you to contact any of our friendly and courteous City staff or any
of your City Council members. You may also learn more about the City and the

We sincerely hope that you become an active participant in your community.
There are so many opportunities to serve and to share your ideas and talents,
while making Maricopa the very best place to live. There are numerous
outstanding service-based organizations and social groups: seniors’ programs,
churches, recycling centers, libraries, veterans groups, the Copa Cares
program and many others that embrace the volunteer spirit and are ever on the
lookout for amazing people just like you.

Leadership Academy. Get to know the local Chamber of Commerce, pass
by the visitor center, dive into Maricopa’s rich history, support our local

4. History
A 1694 journal entry by Father
Eusebio Francisco Kino records
a description of what would
become Maricopa Wells. He
noted an established agricultural
community populated by friendly
Native Americans who were
established traders.
In the mid-1800s, when everything
south of the Gila River was still part
of Mexico, Maricopa Wells was a
dependable source of water along
the Gila Trail. It became an important
and famous stage stop for the
Butterfield Overland Mail Line that
stretched from St. Louis to
San Francisco.
The 1870s brought the railroad south
of the wells and the ever-adaptable
people of the area moved to meet
the needs of progress. Phoenix was
little more than a tiny village on
the Salt River but growing political
influence led to the building of a
spur line from Maricopa to Phoenix.
Today’s Maricopa Road (John Wayne
Parkway) lies over the top of that old
rail line.
In 1935, Maricopa settled into a
slower pace as rail traffic north
was halted. Although agricultural
production had been consistent
through time, it became the primary
industry when the rail service was
cut. Increased mechanization of
agriculture slowed the flow of
people. However, it created a hearty
farm economy that thrives today.
Farms and pecan groves have
given way to new rooftops, paved
roads and endless opportunities
for residents. In response to
unprecedented hypergrowth, the
residents of Arizona’s 88th city
voted to adopt its first Municipal
General Plan that would ensure
Maricopa achieves its vision through
the year 2025.
In order to honor the past while
moving into the future of rapid
growth, the City developed a new
vision that represents the present
and future: the City of Maricopa is a
family-oriented, vibrant community
for residents and businesses seeking
careful growth, environmental
awareness and a high quality of life.

Maricopa is Arizona’s 88th
municipality, incorporated on
October 15, 2003.
The City’s population is 43,482,
according to the 2010 Census.
That is a 4081% increase over
2000 Census numbers.
Maricopa is approximately 45
square miles, with a planning area
of 278 square miles.
The average household income
in Maricopa is $75,000; this is
among the highest in the state
of Arizona.
Approximately 88% of adult
residents have some post-high
school education and 47%
hold a bachelor’s degree or
graduate degree.

5. The City of Maricopa’s council-manager form of
government is established in the City Code. This type of
government structure combines the political leadership
of elected officials with the managerial experience of an
appointed professional manager. The City Council and
City Manager work as partners to direct and guide local
government.
In council-manager communities, the City Council is
responsible for setting public policy, approving the City’s
annual budget, entering into agreements, providing
executive leadership, making planning and development
decisions, and adopting new codes and ordinances.
The Mayor presides at City Council meetings, facilitates
communication among elected and appointed officials,
assists the City Council in setting goals and advocating
policy decisions and serves as a promoter of the
community.
The City Manager prepares a budget for the City Council’s
consideration, recruits, hires and supervises City staff,
serves as the City Council’s chief advisor and carries out
City Council policies. The City Council and local residents
count on the City Manager to provide complete and
objective information, including alternatives.
Elected Officials
The Mayor and City Council members and the City
Magistrate are the only elected officials in Maricopa. They
are elected at-large on a non-partisan ballot.
The Mayor is elected to serve a two-year term and the
City Council members are elected to serve four-year
terms on a rotating basis. This means that three council
seats are up for election every two years. Following an
election, the Vice Mayor is selected by a vote of the City
Council.

City Council Meetings
Regular City Council meetings are held at 7 p.m. on the
first and third Tuesdays of each month. Work sessions are
held at 6 p.m. before the regular meetings. City Council
meetings are held at the Maricopa Unified School District
Administrative Building located at 44150 W. Maricopa-
Casa Grande Highway.
City Council meetings are open to the public. Agendas
are available on the City website at maricopa-az.gov.

6. Eligibility for Elected Office
Any Maricopa resident of legal voting age may run for
election for the positions of Mayor or City Council. One
year of City residency is required before an individual
can run for office. Every two years, three Council seats
and the Mayoral seat are up for election. There is no limit
to the number of times an incumbent may run for re-
election. For information on the election process, please

Maricopa City Council Strategic Plan
Each year, the City Council comes together to create
a strategic plan to provide direction for a four-year
period. The purpose of Maricopa City Council Strategic
Plan is to collect a variety of ideas from a broad
range of stakeholders, analyze those ideas within the
framework of the enterprise, develop business options
and alternatives that best serve the organization and
the community, and assign municipal resources based
upon the consensus of the City Council that is provided
through the document.
The Strategic Plan sets broad City Council priorities,
provides specific direction for the immediate future of
Maricopa and establishes a strong foundation upon
which to build strategies that will guide future activities

The City Manager is responsible for

Council. The City Manager serves

City Clerk’s Office
The City Clerk oversees the
maintenance of all official records in
compliance with state statute. The
office prepares agendas for public

Board of Adjustment
The Board of Adjustment (BOA)
is a quasi-judicial, seven-member
board whose function is to review
and approve or deny variances from
zoning ordinance requirements
and administrative decisions which
create hardships in the development
of property due to exceptional or
extraordinary conditions. The BOA
shall interpret the Zoning Ordinance
when: the meaning of any word,
phrase, or section is in doubt;
when there is dispute as to such
meaning between the appellant and
the Zoning Administrator or their
designee; or when the location of
a zone boundary is in doubt. BOA
decisions are final; unlike other boards
or commissions, variances are not
passed on to the City Council for
approval. Any person aggrieved or
affected by a decision of the BOA
may appeal the Board’s decision to
the Superior Court.
Heritage District Citizen Advisory
Committee
The Heritage District Citizens
Advisory Committee is a group of
individuals dedicated to the success
of the Heritage District Area Plan
and the continued involvement
of community stakeholders in
all decision making. Committee
members are appointed by the City
Council.
Industrial Development
Authority Board
The seven-member board encourages
economic growth and job creation in
the City of Maricopa by making low-
interest loans available to qualified
projects through the issuance of tax-
exempt bonds. Financing must meet
state bond law requirements, and
all projects are reviewed to ensure
that financing candidates represent
projects that will help to further the
community’s vision for sustainability.
Merit Board
The City of Maricopa Merit Board is
comprised of three members that
are expected to protect the Merit
System and in turn protect employee
and applicant rights guaranteed
under that system. The Board may
comment on any proposed changes to
the Merit System as well as all Personnel
Policies and Procedures and provide
recommendations for improvements.
The Board shall establish procedures
consistent with law for the conduct of its
hearings.

Members of the Parks, Recreation
and Libraries Advisory Committee
are responsible for communicating
individual and public thoughts on
potential and existing programs,
generating concept ideas for future
parks, trails and open spaces,

The Planning and Zoning Commission
advises the City Council in
decisions regarding amendments
to the General Plan and Zoning
Ordinance, as well as applications
for development. The Commission
is charged with developing and
maintaining the General Plan and
submitting the plan and its elements
to the City Council.

System Board
The Public Safety Personnel
Retirement System (PSPRS) Board
consists of five members who are
responsible for the administration of
the PSPRS system and for making the
provisions of the system effective.
Transportation Advisory
Committee
The City of Maricopa Transportation
Advisory Committee is a
seven-member committee that
advises the City Council and City
management regarding matters
of streets, public infrastructure,
engineering, transportation, transit
services and related development.
Youth Council
The Youth Council is comprised of
local teens, between the ages of
14-18, who are appointed to serve
by the Maricopa City Council. They
advise the City Council and staff on
pertinent issues related to youth in
the community. The Youth Council
creates opportunities for fun and safe
activities for their peers in Maricopa.
They also complete important
projects related to the future of the
community.
Citizen Leadership Academy
The City of Maricopa offers a Citizen Leadership Academy
for interested residents and individuals who work in the
community. The academy is a six-week session filled with
presentations from City officials and staff on everything
from transportation to economic development. The
academy, offered twice a year, is designed to actively
engage citizens in the operations of their local government
by introducing them to the inner workings of the City.

15. Volunteer with the City
The City of Maricopa provides
opportunities for all residents
to volunteer with various City
departments. Volunteers are
a tremendous resource to the
organization and serving is a
great way to learn more about the

Special Events
The City of Maricopa supports several
community events throughout the year
that provide fun and entertainment for
the whole family. General admission to
these events is free, however nominal
fees for food, beverages and some
activities may apply.
Each spring, the Fishing Derby brings
together parents and children in a
catch-and-release fishing tournament
at Pacana Park. Each participating child
receives a fishing kit complete with a
rod, reel and bait to help “reel them in.”
Another outstanding spring event is the
Salsa Festival. This community
event includes a salsa challenge,
entertainment, games and activities
for people of all ages. Thousands
of people come out each year to
support this spicy event!
In the summer, the City offers the
popular Movies in the Park series.
Participants grab a blanket, put the
family in the car and head out to
Pacana Park to grab a movie under
the stars. The Great American 4th is
the City’s Fourth of July extravaganza
and offers activities for all ages,
local entertainment and an exciting
fireworks show.
Fall brings cooler temperatures
and Stagecoach Days in October.
The event includes entertainment,
activities for all and celebrates
Maricopa’s founding throughout the
month.
Mysterious Mansion Mayhem and
Holiday Homes on Parade are
annual competitions that encourage
residents and businesses to decorate
their premises in October and
December. Participants are judged
on originality and creativity with
decorating their home or business
exterior with seasonal characters,
scenes and props.
Sports Programs
The City offers a variety of youth
and adult sports leagues, clinics,
programs and competitions.
Youth sports leagues offered by the
City include basketball in the summer
and winter, soccer in the spring
and fall, and coach pitch, T-ball and
softball in the summer.
Adult sports leagues offered include
fall, winter and spring softball and
flag football leagues. League fees for
adult sports apply per team.
Youth, Teen and Adult Programs
The City offers classes and activities
for residents of all ages that are
designed to provide basic skills and
leisure time activities. Three times a
year, the City publishes the Activity
Guide that offers a schedule of
classes, sports programming and
activities available for Maricopa
residents. The Activity Guide is
mailed to every Maricopa home and
is available at City Hall, the Maricopa
Public Library and maricopa-az.gov.
Animal Care and Control
The law requires that all dogs over the
age of three months have a license
and rabies vaccination (vaccination
must be administered by a licensed
veterinarian). Dog licensing services
are available at City Hall on Tuesdays
from 11 a.m. to 1 p.m.

16. Code Compliance
Code Compliance protects the public’s
health, safety and welfare, while ensuring
that every citizen has the right to a
clean, enjoyable neighborhood. Code
Compliance upholds the City Code
through monitoring and responding
to resident concerns. For information

Noise Ordinance The City’s Noise
Ordinance prohibits disturbances
caused by barking dogs, neighboring
music and motor vehicles.
Property Maintenance Property owners
are required to maintain all buildings,
structures and property on their
premises in compliance with City Code.
Neighborhood common areas are to be
maintained by Home
Owners Associations (HOAs) or
the property owner adjacent to the
common area in neighborhoods without
HOAs.
Temporary Signs Garage sale, real
estate and political signs are the only
temporary signs that can be posted in
the City and are subject to restrictions.
Temporary signs placed in violation of
the City’s Sign Ordinance are subject to
immediate removal and disposal.
Nixle
Residents can receive emergency alerts
and community notices through Nixle,
a communications service that allows
the City to send important community
information directly to residents.
Residents can choose to sign up for the
notifications they would like to receive.

Transportation
COMET
The City of Maricopa Express Transit
operates three types of transit bus
service are Local Demand Response,
Local Limited Fixed Route with ¾ mile
Deviations and Regional Shuttle.
The City of Maricopa Express Transit
is operated by the City of Maricopa.
All vehicles are wheelchair accessible
and operated in accordance with the
Americans with Disabilities Act.

Valley Metro Vanpool
Valley Metro vanpool provides active
commuter service to various locations in
the Phoenix Metropolitan Area and uses
the Maricopa Park and Ride Lot at SR-
347 and Honeycutt Road as the primary
pickup and return point. Covered
parking is available at this location.

The Valley Metro Vanpool service is
wholly operated by Valley Metro.
AMTRAK
Maricopa is one of 17 Amtrak stations in
Arizona. The Maricopa station, serviced
by the Sunset Limited and Texas Eagle
routes, is the closet train to Phoenix (30
miles south of Phoenix). The Station
Building (with waiting room) is located at
19427 N John Wayne Parkway, Maricopa,

The Copper Sky Recreation Complex is the sporting,
fitness, recreation and leisure destination in Maricopa.
Comprised of the Copper Sky Multigenerational Center
and the Copper Sky Regional Park, this expansive
recreational development offers state-of-the-art
equipment, grand green spaces and fantastic programs
designed to enhance Maricopa residents’ quality of life.
The Copper Sky Aquatic Center is a fun-filled outdoor
swim and sun oasis. The center features an eight-lane,
25-yard lap pool with diving boards, a leisure pool with
a waterslide, rock-climbing wall and lazy river and an
interactive splash pad for the little kids. The lap pool is
heated and available for year-round use with a Copper
Sky Multigenerational Center membership.

Pacana Park
Pacana Park spans more than 22 acres of land with
a pristine 2.25 acre lake that is home to various fish
including catfish and blue gills. Pacana Park is the City of
Maricopa’s first public park. The entire area features two
lighted softball fields, two tennis courts, two basketball
courts, a soccer field, a children’s playground, two
ramadas and many shaded common areas for residents

Maricopa Public Library
The Maricopa branch of the Pinal County Library District
is located at 41600 W. Smith-Enke Road. The Maricopa
Public Library is your one-stop source for information,
entertainment and a connection to your community.
The 8,085 square foot facility boasts a vast collection of
books, videos, music CDs and periodicals for people of
all ages and interests.

The Ak-Chin Indian Community

Harrah’s Ak-Chin Casino Resort
recently enhanced its facility with the
addition of a new hotel tower that
includes 152 rooms. The $20 million
expansion nearly doubled the size of
the hotel, which now has 300 guest
rooms. The resort has a 40,000 square
foot casino, an exotic swimming
pool that features a swim-up bar,
in addition to four tasty restaurant
options for patrons to enjoy.
In fall 2012, the Ak-Chin Indian
Community opened the 162,000
square-foot UltraStar Multi-tainment
Center. The Multi-tainment Center
features a 12-screen movie theater,
a 24-lane bowling alley, an arcade,
