Capacity Building Resources
By Capacity Building resource, we mean any element of interest
that can help the development of knowledge (capacity building)
in the field of Earth Observation.
This element can be human, organizational, IT-related,
methodological, technical.
Our definition
as for example a service for downloading images, an institution or
technical experts whom activities are focused on Earth Observation
domains, softwares dedicated to process geospatial data,
methodological guides or technical user guidelines, projects or
initiatives in Earth observation domains or promotion of use of Earth
Observation data

Main Users
(CB SoS) User: a person who would like to have information
about Capacity Building resources which are not available
through a single existing system.
(CB SoS) Administrator: a person who is
authorized to connect existing CB systems to the CB
SoS.
CB System Administrator: a person
who is authorized to create, update and
delete entries in a CB System.

in the framework of EOPOWER project, FP7 one, i lead the WP3 called capacity building resource facility
I focus my talk on two topics :
- presentation of the main features of EOPOWER resource faciliy which came from for a part to the achievements of geonetcab project
the second topic will be focused on the presentation of sustainable architecture for capicity building resource facility that we call : Capacity builiding
system of system

EOPower resource facility is built on achievements of FP7 called Geonetcab
capacity buidling web is to provide information that helps decision makers, earth observations professional and scientist to be more familiar with observations applications
used to define each description of cb resource, store, discover, consult and retrieve
classical architecture for a web application :
user client component and server component
metadata are stored in relational database
such the skos vocabulary
the access to the iso metadata or extented iso metadata are made throught CSW end point
the access to the skos vocabulary is provided by a GEMET webservice API

CB Sos consists :
several CB Database providing catalog service
the broker is able to
contact different CB catalogs,
harmonize their metadata and
providing a collected answer through harmonized data schema
a global portal which allows search and discover capabilities
local systems can keep with their own data model, own web publication interface,
all the harmonization and mediation operations are delegated to the broker
local systems need expose a catalogue service to provide CB resource metadata to the broker
what are the users of the CB systems ?
like the current resource facility there are end user : stateholder,
... who wants to have an information about capacity building
CB database administrator who manage his own CB system and
a new one CB Sos administrator who ....
the implementation of capacity building could appear complicated and could take time
as i said before
