Rashtriya Uchchatar Shiksha Abhiyan (RUSA)
National Higher Education Mission
It is a holistic scheme of development
for higher education in India initiated
in 2013 by the Ministry of Human
Resource Development Government
Of India.
This scheme aims at providing
strategic funding to higher educational
institutions. To increase the Gross
Enrolment Ratio(GER) from 18% to
30%.
The central Ministry of Human Recource
Development directly to state and UT
governments. The amount of funding from
central government will be 65% of total grants,
& 35% will be contributed by the state/UT.
From north Eastern states like Jammu and
Kashmir, Sikkim, Uttarakhand the matching
share is waived to 10%.
Objectives
1. To improve the overall quality of existing state institutions
by ensuring all conform to prescribed norms and standards.
2. To adopt accreditation as a mandatory for quality
assurance framework.
3. To ensure adequate availability of quality faculty in all
higher educational institutions.
4. To ensure capacity building at all levels of employment.
5. To convert some universities into research universities at
par with world’s best.
6. To ensure examination and academic reforms in the higher
educations.
7. To creat facilitating institutional structure for planning and
monitoring at state level.
8. To promote autonomy in state universities and improve
governance in institutions.
9. To create atmosphere in the higher educational institutions
to devote themselves to research & innovations.
10. To achieve enrolment tragets, additional capacity in existing
institutions and establishing new institutions to be created.
11. To create opportunities for undertaking reforms in the
affiliation system.
12. To create opportunities for students to get access to better
quality institutions.
13. To set up new institutions in unserved and underserved
areas.
14. To promote inclusion of women, minorities, and differently
abled persons.
15. To improve equity in higher education by providing
adequate opportunities to SC/ST/OBC
Autonomy to Universities
It is a flagship scheme of government that pave the way for
reforms at state level. It provides greater autonomy to universities
and colleges and sharpen focus on equity-based development,
improvement in quality of teaching and research.
Performance related funding
RUSA is completely new approach towards funding higher
education in state universities; it is based on key principles
• performance-based funding,
• incentivizing well performing institutions,
• decision making through clearly defined norms
Institutional Hierarchy
RUSA is implemented and monitored through an institutional
structure comprising
• National mission authority,
• Project approval board,
• National project directorate at the center,
• State higher education council and
• State project directorate at the state level
