2. Communication for NRM & CCA
An integrated approach
Communication approach to NRM & CCA:
A ComDev approach to NRM and CCA is the systematic design and
use of participatory activities, communication methods and media to
share information, knowledge and skills among all stakeholders in a
particular agro-ecological context in order to ensure attitudes and
actions that result in sustainable resource use, including the
adaptation to climate variability.
Methodology:
• Situation/problem assessment;
• Participatory rural communication appraisal;
• Participatory communication strategy and messages design;
• Communication methods and materials development;
• Implementation and monitoring of strategic, targeted
communication interventions;
• Evaluation of outcomes/impacts in terms of changes in attitudes,
knowledge levels and practices.

Objective: Sound environmental practices for sustainable
rural development and CCA adopted through effective
Communication for Development strategies and services
 Outcome 1: Effective applications and management of
Communication for Development strategies, tools and
services to support sustainable NRM and CCA.
 Outcome 2: Improved capacities and partnerships in
communication for sustainable natural resource
management and CCA.

4. Communication for Sustainable Development
Initiative (CSDI ) –Outputs
 Outputs 1.1: Innovative communication strategies and services for
sustainable natural resources management identified and assessed.
 Output 1.2: Environmental communication strategies,
plans and tools implemented in at least 3 countries,
including Congo DRC .
 Output 2.1: Improved knowledge and skills on environmental
communication.
 Output 2.2: Environmental communication projects and initiatives
designed and promoted.
 Output 2.3: Strategic partnerships and environmental
communication platforms implemented.

6. Communication Action Plan on prioritized
agriculture and forestry technologies in
Democratic Republic of Congo
 The Immediate objective 5 of the Rehabilitation
Programme of the National Agricultural and Forestry
Research System of DRC focuses on the dissemination
of research findings and technology inventories
available to users for agriculture and forestry.
 Communication Action Plan to strengthen the
national research and extension services for NRM
and CCA. Improving the linkages between research and
extension services and the communities (E.g. via rural
radio and other communication channels) on NRM and
CCA issues.
 Scale up pilot experiences to develop a national
communication to allow services.

7. Communication Action Plan for NRM/CCA
in Congo DRC
Main activities
 Assessment and design of the Communication Action Plan
for NRM and CCA (May 2008).
 Implementation of the Action Plan on a pilot area through
the national Research and Extension Service
 Rural radio is the privileged medium to be considered by
Communication Action Plan.
 Possible applications of other communication
systems at the local level (TECA and VERCON)
 Fostering partnerships on information and
communication initiatives

8. Demands
The collaboration activities between CSDI and Partners:
DR of Congo
 support to the design and implementation of a
Communication Action Plan, including: needs assessment,
strategy design, implementation of the Plan;
 promotion of ComDev and rural radio services as part of
national agricultural research, extension and
environmental system
Global level
 identifying and share suitable ComDev methods and
experiences in the field of NRM and climate change
adaptation;
 collaboration with project on ComDev & Climate Change
worldwide
 Participation in ComDev platforms

9. Offers
 Participation in the design and implementation of a
Communication Action Plan in Congo DRC;
 Assist projects and institutions in developing their
communication and rural radio components;
 Promoting linkages and partnerships among
research and extension services, communities,
environmental agencies, NGOs and rural radios;
 Systematizing and disseminating good practices in
ComDev and Rural radio for NRM/CCA
