2.1 Background
Regarding Theater House
Culture is a guide to life that people have developed to
overcome their environment and make it livable. This
guide includes the knowledge, ideas, values, symbols,
thoughts, beliefs and spiritual and material resources of
the community shared by the people who own the
culture.

Apart from its social importance, culture is taking a large
part in the economy. However, due to various reasons,
the executive bodies of the sector did not realize this, so
the appropriate economic and social benefits have not
been found.

Regarding Library
There has been no clear legal and policy frameworks
governing public libraries in Ethiopia. At the Federal
level, the responsibility to organize public libraries has
been entrusted to the ministry of culture and tourism
(ministry of culture and sport). This shows that libraries
are considered as cultural institutions in Ethiopia

A national public library data compiled, in 2014 E.C by
the Ethiopian Archives and Library Service shows that
access to public libraries in Ethiopia is very limited with
as many as 166 woredas in a single region not having
public libraries and at least three regions having only
one public library.

organized, understaffed and with no computer and
related facilities such as internet and digital resources.
